CALL TO ORDER The school board meeting was called to order by Chairman James Ingram. 2. PLEDGE OF ALLEGIANCE Pledge of Allegiance was led by Clerk Janet C. Harris. 3. INSTRUCTIONAL SPOTLIGHT Lisa Utz, music teacher, and students of the Willis and Indian Valley Elementary School band programs performed a piece of music dedicated in memory of Kenny Hunley, former custodian of Willis Elementary School, who passed away in December 2015. 7. PUBLIC COMMENTS Public comments were received from the following: Sherry Slaughter, parent, asked the School Board to consider expanding the high school s golf program to include a middle school golf team. Kim Marye, Gifted Specialist expressed appreciation to the School Board for allowing two students to attend the Summer Residential Governor s School programs. Pheobe Greg, a student who attended the Governor s School for Humanitites, and Shayley Martin, a student who attended the Governor s School for Foreign Languages,

Floyd County School Board Meeting Page 2 personally thanked the School Board for allowing them the opportunity to attend the programs and shared how the experiences had benefitted them educationally. 8. CONSENT AGENDA On a motion made by C. Gene Bishop, seconded by Laura LeRoy, the following consent agenda items were approved as presented: 8(a) School Board Meeting Minutes (1) August 08, 2016 Regular Meeting 8 (b) Payment of Bills (1) Expenditures paid August 24, 2016, in the amount of $252,171.15; (2) Expenditures paid in the amount of $153,104.69. (3) Expenditures paid in the amount of $12,412.65. 8(c) Financial Report for Month Ended August 31, 2016 8(d) Personnel Recommendations (Maintained in the School Board Office and available according to law.) Motion carried with a 5-0 vote. 9. ACTION ITEMS 9(a) 9(b) 9(c) 9(d) 9(e) Gifted Plan On a motion made by Linda King, seconded by Laura LeRoy, the revisions to the 2015-18 Gifted Plan provided in Enclosure 9(a) was approved as presented. Gifted Advisory Committee On a motion made by Maria Faye Nichols, seconded by Linda King, the list of recommended members provided in Enclosure 9(b) to serve on the Gifted Advisory Committee was approved as presented. Motion carried with a 5-0 vote. Crisis Action Plan On a motion made by Laura LeRoy, seconded by Maria Faye Nichols, the revisions to the Crisis Action Plan for SY 2016-17 as provided in Enclosure 9(c) was approved as presented. Motion carried with a 5-0 vote. School Health Advisory Committee On a motion made by C. Gene Bishop, seconded by Laura LeRoy, the list of School Health Advisory Committee members provided in Enclosure 9(d) was approved as presented. Motion carried with a 5-0 vote. Adult Woodworking Class

Motion carried with a 5-0 vote. 9(f) 9(g) 9(h) Overnight Field Trip Requests On a motion made by Laura LeRoy, seconded by C. Gene Bishop, the overnight field trip requests provided in Enclosure 9(f) were approved as presented. Motion carried with a 5-0 vote. Supplemental Salary Scales On a motion made by Laura LeRoy, seconded by C. Gene Bishop, the revisions to the Supplemental Salary Scales provided in Enclosure 9(g) were approved as presented. Motion carried with a 5-0 vote. Supplemental Contract Assignments On a motion made by Maria Faye Nichols, seconded by Laura LeRoy, the supplemental contract assignments provided in Enclosure 9(h) were approved as presented. Motion carried with a 5-0 vote. 10. INFORMATION ITEMS 10(a) Report of Superintendent Dr. Harris report included the following information: (1) Student membership and attendance for August 31 was reported at 1,982. (2) Additional Instructional Assistants; 10(b) SAT/ACT/AP Scores Dr. Wheeler provided information on SAT/ACT and AP test scores for the school division. 10(c) SOL Scores Dr. Harris provided information on SOL test scores for the school division. 10(d) Annual School Activity Fund Audit Dr. Harris provided information on the schools activity funds audit for the year ending June 30, 2016. 10(e) School Facilities Improvement Plan Dr. Harris provided recommendations for discussion of a School Facilities Improvement Plan. Discussions included considerations of whether to renovate aging schools or build new facilities. Consideration of re-configuration of grade levels was also discussed. The School Board agreed to form steering committees at each school comprised of educators, parents and community members for requesting input and being a part of discussions in planning for future facility improvements. The School Board also requested Dr. Harris to collect and provide data from recent research which identifies advantages and disadvantages of various different grade configurations. This

Floyd County School Board Meeting Page 4 data will be provided at the next school board meeting in order to continue discussions of facility planning. 10(f) Annual School Visitations Annual school site visitations will be conducted for board members to be available to school staff, parents and community members for discussing issues and concerns. Visitations will be held as follows: School Date Time Indian Valley Elementary 09/12/2016 3:00-7:00 p.m. Willis Elementary 10/06/2016 3:00-7:00 p.m. Check Elementary 10/18/2016 3:00-7:00 p.m. Floyd Elementary 09/26/2016 3:30-7:00 p.m. Floyd County High *To be determined 3:30-7:00 p.m. 10(g) Conference Information School Board members were provided the following conference information: (1) VSBA Legislative Advocacy Conference September 15, 2016 Charlottesville, DoubleTree by Hilton. Mr. Bishop will be attending. (2) VSBA Hot Topic Conference Technology Summit October 18, 2016 Midlothian, Chesterfield Career and Technical Center. (3) VSBA/ASFA Education Foundation Conference November 15, 2016 Williamsburg, Williamsburg Lodge. Registration deadline is November 4, 2016. (4) VSBA Annual Convention November 16-18, 2016 Williamsburg Lodge; Registration deadline is November 8. 11. CLOSED SESSION On a motion made by Maria Faye Nichols, seconded by Laura LeRoy, pursuant to the Code of Virginia, Section 2.2-3712(A), the School Board convened a closed session for the purpose of the following specific matters: To consider the appropriate disciplinary action for individual student(s) as permitted by Section 2.2-3711(A)(2) for the discussion or consideration of admission or disciplinary matters or any other matters that would involve the disclosure of information contained in a scholastic record concerning any student of any Virginia public institution of higher education or any state school system; and, To discuss personnel matters regarding the performance and/or discipline of specific school employee(s) of the school division, as permitted by Section 2.2-3711(A)(1) for the discussion, consideration or interviews of prospective candidates for employment; assignment, appointment, promotion, performance, demotion, salaries, disciplining or resignation of specific public officers, appointees, or employees of any public body; and evaluation of performance of departments or schools of public institutions of higher education where such evaluation will necessarily involve discussion of the performance of specific individuals. Any teacher shall be permitted to be present during a closed meeting in

Floyd County School Board Meeting Page 5 which there is a discussion or consideration of a disciplinary matter that involves the teacher and some student and the student involved in the matter is present, provided the teacher makes a written request to be present to the presiding officer of the appropriate board. Motion carried with a 5-0 vote. On a motion made by Maria Faye Nichols, seconded by Laura LeRoy, the closed session was reconvened into regular session. Motion carried with a 5-0 vote. Certification Resolution of Closed Session On a motion made by Laura LeRoy, seconded by Linda King, the following certification resolution was approved: WHEREAS, the Floyd County School Board has convened a closed session on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and WHEREAS, Section 2.2-3712(D) of the Code of Virginia requires a certification by this School Board that such closed meeting was conducted in conformity with Virginia law; NOW, WHEREAS, BE IT RESOLVED that the Floyd County School Board hereby certifies that, to the best of each member s knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed session to which this certification applies, and (ii) only such public business matters as were identified in the motion concerning the closed session were heard, discussed or considered. Nichols STUDENT CASE NO. 199 On a motion made by Maria Faye Nichols, seconded by Laura LeRoy, the student named in Student Case No. 199 was suspended and reassigned to the Alternative Education Off-Campus Center for the remainder of the first semester of the 2016-17 academic school year. The student is required to complete the drug education program provided by the school division and will be referred to the Communities in Schools program for further service. To be considered for reenrollment for the second semester of the 2016-17 academic school year, the student is required to appear before the School Board at the December 2016 school board meeting and provide proof of negative results from drug testing at the time of the request. The student is prohibited from coming on school grounds before, during and after school hours during the term of the suspension. Motion carried with a 5-0 roll call vote: C. OTHER MATTERS 12(a) Consideration of Fuel Pump Repair & Update Dr. Harris provided a recommendation for a plan to replace fuel pumps at the bus garage and the outlying schools by Clark Gas & Oil Company. The plan also included a proposal to install an electronic system within the pumps which tracks gasoline usage and the capability of generating monthly invoices for each various department. The School Board will discuss the matter further at the next school board meeting. 12(b) Consideration of Board Meeting Date & Time On a motion made by C. Gene Bishop, seconded by Laura LeRoy, regular school board meetings will be held on the second Monday of each month at 5:00 p.m. beginning in October through January 2017. Motion carried with a 5-0 vote. Dr. Harris also provided an update on the status of the tennis court renovation project. Options for expanding the tennis courts at Floyd Elementary School in order to support high school programs were considered. Discussions will continue at the next board meeting. Ms. Nichols inquired about the opportunities available to high school students to participate in classes through Virtual Virginia Online. Ms. LeRoy asked when the Climate Survey information that was conducted in the spring would be made available to staff and public. Dr. Harris indicated that the information would be sent out later in the week and made available on the website. 13. ADJOURNMENT On a motion made by Laura LeRoy, seconded by Maria Faye Nichols, the school board meeting was adjourned at 9:30 p.m. Motion carried with a 5-0 vote.
