APPROVAL OF MINUTES Polly Lusk-Page motioned to approve the March 14, 2017 minutes. Dana Dobbs seconded the motion. Motion carried. ACCOUNTABILITY/TRANSPARENCY FINANCE REPORT Barbara Stewart reported the Financial KPI. Individual Training Accounts and Job driven obligations are underspent at 75% of the FY (through March, 2017). There is more demand for immediate employment versus training. Youth internship expenditures are also low. Given the staffing changes that will occur as a result of the procurement guidelines, staff does not anticipate these will increase by the end of the fiscal year. Staff has made the Department for Workforce Services aware of this issue. We are also tracking other expenditure levels that may be negatively impacted by the required changes in the way services have been provided and implementation of new processes. KEY PERFORMANCE INDICATORS Jason Ashbrook reported. He gave an overall review, highlighting the Year to Date Job Placements and the Active WIOA enrollments (career planning/development services) which are all up significantly from last year. Jason Ashbrook reported on hiring services being provided to Amazon, DHL, FedEx and Johnson Controls. Business Services staff are working closely with these companies to meet their needs. In addition, Rapid Response services are being planned for those anticipated to lose their jobs with Itron in Owen County. Finally, a Dislocated Worker Emergency Grant is being prepared for submission due to the 2019 planned closure of the IRS facility in Covington. There were close to 400 attendees at the Veterans Job Fair held on March 23, 2017 at Newport on the Levee. Tri-ED was thanked for sponsoring this event. COMMITTEE STATUS REPORT Executive Committee Scott McGarvey reported that Andy Aiello was nominated to serve as vice-chair of the WIB. This means he will assume the chairmanship as of July 1, 2017. Membership & Board Operating Committee Michelle Cestaric reported. The committee looked at by-laws around items/sections that will need to be revised. The consensus was that it was better to look at these after July in the context of other changes that may be needed by then. WIB membership is in compliance but they encourage nomination of Heath care members. Staff Requests/Updates Local/Regional Plan Barbara Stewart Reported. A Local/Regional Plan is required by the Act. The Regional aspect of this plan is new under WIOA. The state-established the regions. Northern Kentucky falls under the Central Region which includes Northern Kentucky, Bluegrass, KentuckianaWorks, and Lincoln Trail Workforce Development Areas. We are working with them to find areas of collaboration including communication and sharing of best practices. We will be bringing the plan to the full WIB at the June 20th meeting. Procurement Process for Operator and Direct Service Providers Andy Aiello presented the overview of the process. The NKADD has the contract as fiscal agent and to provide WIB support. WIB prefers one contractor to provide OS Operator and Direct Services - the agency providing Board Support (the NKADD) cannot provide direct workforce services. This means that the current structure of services will be significantly different as of July 1, 2017. The OS Operator and Direct Services provider will need to be able to demonstrate required firewalls in their management structure. We will have one contract, but subcontracts under that are permissible. The timeline is very short. The Program/Youth committee will meet on June 13, 2017 to review and make funding recommendations. The full WIB will meet on June 20, 2017 to take action on the funding recommendation. Both meetings are crucial in order to meet this time line. Medicaid Waiver Community Engagement Opportunities Andy Hightower, Senior Policy Advisor in the Education & Workforce Development Cabinet presented. There will be a new Medicaid Community Engagement requirement. As the NKWIB convenes workforce partners, the cabinet is proposing SNAP Employment & Training and Medicaid Community Engagement be added to those partners. They are asking how we would like to participate. There are three options: (1) Run and procured by the WIB; (2) State procurement but locally operated; and (3) State procurement and operation but with local partnership. They asked the NKWIB to provide a preliminary indication of which of the three options we might want with no obligation at this point. The consensus was that given the big picture, Option #1 is a good idea provided the NKWIB has control over local service delivery and that we receive clarification and assurance Workforce Investment Board Page 4
around performance and funding levels. If those details are satisfactory, the NKWIB would consider option #1. Workforce Innovation Awards The award nomination form is available.
