Yes, provided it is pre-approved by the Office of Information Technology and the Warden of the parent facility. The specific curriculum shall be reviewed and approved by the Contract Manager or designee Per price sheet information: In column two: is the answer to be unit price per bed per day then multiplied by the percentage in column three? or is per bed per day multiplied by the number of beds allocated in each row then multiplied by the percentage? The answer is the unit price per bed per day multiplied by the percentage in column three. The number of allocated beds is not part of the equation on the price sheet. P. 9, Sect. 2.2 of the RFP states that Contractors will be permitted to supplement the work release component bed per diem payment made by the Department, by retaining a subsistence fee from inmates not to exceed fifty-five percent (55%) of the inmate's net earnings; however, the total operating cost per diem per inmate for work release component (per diem contract payment plus subsistence fee retained) shall not exceed the Department s average operating cost as posted in the previous year s annual report. a) Please clarify if the Department s average operating cost as posted in the previous year s annual report is referring to the Department s average operating cost for all Substance Abuse Transition Re-Entry Centers only. b) Please provide the exact amount of the Department s average operating cost as posted in the previous year s annual report. c) Please clarify the exact amount of the work release component bed per diem that is not to be exceeded. a) No, it is not only referring to the Department s average operating cost for all Substance Abuse Transition Re-Entry Centers. It is based on the average operating costs of all facilities (excluding private) b) $47.50 based on the FY 12-13 Annual Report, page 8, Table 1.1.) Summary of Average Inmate Costs (FY2012-13) Total All Facilities (excluding Private) c) The total work release per diem, including subsistence, cannot exceed $27.50.
