Editorial CHAIRMAN'S MESSAGE December: The month of ACE India Council's Annual Convention is being organized from Dec 15 to Dec 17 at Mumbai. The Bombay Section, one of our largest and the most dynamic sections, is the host. IEEE President Dr Bruce Eisenstein has accepted our invitation to visit India for the Convention. The ACE Program is being co-ordinated by a committee of distinguished members, which includes Mr. Raju Hira, Prof Siva Kumar, the Chairman of the Section Mr. R. Muralidharan, and Mr. Quraish Bakir, the General Chair for ACE - 2000. The program is expected to be quite interesting and relevant to the needs of a large number of members. I, therefore, want to invite our members from all over the country to derive maximum advantage from the excellent program by registering as delegates. Other Conferences in December HiPC-2000 and GRID-2000 (Dec 17 - Dec 20) in Bangalore, CIT-2000 (Dec 21-23) in Bhubaneswar, WDC-2000 (Dec 28-30 ) in Jadavpur are other conferences, which have been reported in the previous issues of the Bulletin. Besides the President will be visiting some of our other Sections, where technical programs as well as social get-togethers with the members have been planned. IEEE Student members and GOLD members India Council has made major efforts to see that IEEE becomes the platform of choice for student members and young professionals. In July 2000 was organized the first All India Student Congress at Chennai. In early 2001 is being organized the second Congress at Mumbai. VESIT Student Branch is hosting the Congress. An Invitation Active Student Branches, which would like to host such Congresses during the years 2002 and 2003, may convey their interest to me so that India Council may be able to select appropriate venues.

In Tamil Nadu one beneficial impact of the student Congress has been that as many as 15 institutions are working on establishing new Student Branches. The Chairman of the Madras Section has informed me that he is expecting 20 new Branches to be formed before 2001 is over. He is also expecting to revitalize the existing Student branches during the year. We expect that the Student Congresses will have a similar effect all over the country so that all the brilliant young persons, who are being trained to become professionals of tomorrow, will be able to enrol as IEEE student members. Road, Nadiad 387 001 IEEE Workshop on Electro Magnetic Compatibility of Electrical/Electronic Equipment at Delhi (Sponsored by IEEE PES-IAS DELHI CHAPTER, INDIA ED-MTT CHAPTER & DELHI SECTION) India International Centre, New Delhi January 22, 2001 BACKGROUND & PURPOSE In order to reduce Electro-Magnetic Interference (EMI) of electrical / electronic equipment so that the disturbances generated do not adversely affect operation of other

equipment / systems, like, controls, communications, etc., Electro-Magnetic Compatibility (EMC) standards have been framed. On the other hand as complete mitigation is not possible, it calls for some level of immunity for every equipment to such externally generated disturbances and this is to be taken care of while designing. With a view to provide a good understanding of the problem, the EMC Standards and design.methods to comply with the standards, a day-long workshop is being held by the IEEE PES-IAS Delhi Chapter, India ED-MTT Chapter and Delhi Section on January 22, 2001 in Delhi. WHO SHOULD ATTEND The workshop will provide an opportunity to learn more about the emission and immunity requirement of electrical / electronic equipment under a comprehensive EMC regulation environment, from low frequency harmonics and flicker to conducted EMI and radiated noises and several immunity standards, either generic or product specific. Designers and manufacturers of electrical / electronic equipment will be in a position to interact with the eminent Italian Engineers on Electro-Magnetic Compatibility requirement of these equipment. Workshop is limited to 50 registrants. MAIN RESOURCE PERSON Main resource person for the workshop is Dr. Paolo Tenti, Professor of Power Electronics, University of Padova, Italy. Dr Tenti is a Fellow of IEEE and a Distinguished Lecturer of Industry Applications Society (IAS) of IEEE. He is also the President of CREIVEN (Italian Research Consortium for Industrial Electronics). Johnson RADAR AWARD General The Fred Nathanson Memorial Radar Award By the IEEE/AESS Radar Systems Panel To the Young Engineer of the Year This annual award, in honor of the late Fred Nathanson, is sponsored by the IEEE Radar Systems Panel of the Aerospace and Electronic Systems Society. The purpose of this award is to grant international recognition for outstanding contributions to the radar art by young IEEE/AESS members. The goals of the Radar Systems Panel in granting this award are to encourage individual effort and to foster increased participation by developing radar engineers. This IEEE award consists of a commemorative recognition plaque and a $1000 honorarium. Eligibility An eligible candidate must be no more than 40 years of age as of December 31, 2000. She/he must also be a member at any grade level of the Aerospace and Electronic Systems Society of the IEEE. The Millenium Awards sent by Head Quarters for few IEEE Members for their outstanding contributions in their respective areas of activity were presented to the awardees by Senior IEEE Members present on the occasion. Another lecture on "INTERNET SECURITY" was given at I.E.T.E. Hall by Prof G. Sivakumar of I.I.T. Mumbai on 11.11.2000. A number of enquiries followed after the Student Congress 2000 conducted from 7th to 9th July 2000 and following new student branches have been formed since then 1. EDITORIAL End of a Millennium, a Century and an active year with IEEE This is the last issue of IEEE India Bulletin that will reach the hands of our readers before the end of 2000. The end of the year 2000, which in fact is also the end of a remarkable century in which IEEE and the technologies which it represents had their say in almost all matters. It also graduates the turn over of the second millennium which saw immense social progress with the use of ever growing science and technology. In that sense E and E and the IEEE in its present form and in its original forms of its predecessor constituents have contributed in a significant manner, for which all volunteers and members of IEEE can rightly be proud of their contributions, collectively and individually. In India, we have this unique opportunity of a momentous meeting at Mumbai in the form of ACE 2000 from 15 to 17 of this month. As the detailed programme published elsewhere in this issue indicates, it is worth attending. Let us look beyond 2000 and resolve as to what IEEE can contribute at the beginning of the third millennium, for continuing the social development, more so in improving the quality of life, in providing sophisticated forms of energy that one third of the global population - 2 billion people - now lack, as also better and better means of communication for their sustained growth and leisure.
