Envelope Superstore GM David Warner and David Austin, Paulding County Commission Chairman A look back at 11 Having been a bedroom community to Atlanta for over twenty years, the decision to form and launch an economic development program became a reality with the formation of Paulding County Economic Development s (PCED) board of directors and the hiring of the organization s executive director. In just nine months of operations, PCED was able to achieve impressive and unprecedented results that validated the community s decision to move in a bold new economic direction. 11 sent a signal across Georgia that Paulding County was not only open for business, but also that the community would be aggressive and forward thinking in its recruitment efforts. The Destination Paulding, Arrival Time Now message was conveyed to both in-state and regional economic development allies, corporate executives, site location consultants, brokers and the community at large. Paulding is clearly positioning itself to become the next great business destination in Metro Atlanta. A strong pipeline of projects and leads, averaging five per month, was developed and resulted in two new businesses locating to Paulding: ADI (aerospace) and Envelope Superstore (manufacturing). While Paulding s economic development effort is still very much in its infancy, a number of activities and developments are planned for 12 that will enable Paulding County to ultimately reach its business development goals. The effort will take teamwork, leadership, political will and commitment, but that has always been the Paulding County way. While 11 was a year of firsts, 12 will be a year of ascensions. 11 will be remembered as the year that Paulding County took hold of its economic future and never looked back. As chairman of the newly created Paulding County Economic Development, Inc. (PCED), I watched an organization grow from a vision of more than 100 community leaders to an established, respected and accomplished economic development entity firing on all cylinders. It s hard to believe we have been up and running for just one year. Where we have come from in such a short time is a reflection of Paulding County, Cities of Dallas and Hiram, Paulding County Chamber of Commerce and Industrial Building Authority commitment to this effort. PCED Operations and Administration About PCED PCED is a public/private partnership between Paulding County, the Cities of Dallas and Hiram, Paulding County Chamber of Commerce and the Paulding County Industrial Building Authority that serves as a single point of contact for economic development. PCED s primary focus is to market Paulding County as a premier location for business and facilitate the creation of new jobs and capital investment. In 11, PCED worked with Georgia Tech s Enterprise Innovation Institute to develop a strategic plan for its operations which establishes the organization s vision, mission, goals, objectives, activities and performance measures for the next five years. Paulding County is quickly becoming that destination for business we knew it was and we are well on our way to arriving as a key economic development player in the Atlanta region. We ve Arrived in our New Office Building In November, after several months of extensive renovation work, PCED moved out of the Watson Government Complex and into its new home at the Regions Bank building in Dallas. Centrally located in the downtown area, midway between Paulding Northwest Atlanta Airport and the Hiram Industrial Area, the location was ideal for the organization s operations. All renovation work was done by local contractors, a commitment the organization made a top priority. The new office has a contemporary, modern vibe that reflects Paulding s commitment to economic development and can do attitude. In addition to PCED operations, the office is also home to the Georgia Department of Labor, which is one of PCED s key economic development partners. 2 3

Gilbert comes to PCED after serving as executive director of the Douglasville Development Authority in neighboring Douglasville. Gilbert s years of experience in public Board of Directors and private economic development has resulted in the creation of more than 13,000 new and retained jobs and more than $600 million in capital investment in the communities of Douglasville; Cecil County and Baltimore County, Md.; Greenwood County, S.C.; and Abbeville County, S.C. Gilbert s expertise includes business attraction and retention, corporate site selection and site development, strategic planning, property evaluation, zoning, permitting, incentives, market research, financing, workforce development, and best practices in economic development and planning. A native of Baltimore, Maryland, Gilbert earned a political science degree at University of Maryland Baltimore County and a master s degree in city and regional planning at Clemson University. The reason I wanted to come to Paulding County is because we have unlimited opportunities for business development, Gilbert said. Gilbert plans to aggressively market Paulding County to the aerospace healthcare, renewable energy products, automotive, medical equipment, metal fabrication and film industry sectors. Among Gilbert s first actions as executive director were the development of a strategic operations plan, and establishing relationships with state and regional economic development allies (Georgia Department of Economic Development, Georgia Power, Georgia EMC and Metro Atlanta Chamber of Commerce). He also implemented a sales oriented marketing strategy for economic development, created an inventory of available sites and buildings, networked with national site location consultants and real estate firms, and planned and executed targeted marketing missions. Paulding s target industries include aerospace, healthcare, renewable energy products, automotive, medical equipment, metal fabrication and film industry. Much of PCED s economic development efforts were focused on several key employment centers within the US 278/GA 6 Corridor. Those centers include the Paulding Northwest Atlanta Airport Area, Local Government and Higher Education Center, Dallas Industrial Area and Opportunity Zone, Wellness and Film Corridor, Hiram Retail and Industrial Corridor. PCED and the Paulding Chamber of Commerce partnered to create a Business Retention and Expansion (BR&E) program. Existing industry is critically important to Paulding County as these companies are part of our community fabric having made substantial investments, created hundreds of jobs and demonstrated their commitment to making Paulding a great place to live and work.
