STATUS REPORT OF NEVADA OPERATION GAME THIEF PROGRAM PROJECTS AND EXPENDITURES BUDGET ACCOUNT 4458 CATEGORY 31 OVERVIEW : The Operation Game Thief Program (OGT) was established during the 1981 legislative session. The program is similar to a Secret Witness Program and is designed to allow individuals to call and report wildlife crimes while maintaining the ability to remain anonymous and to collect rewards for the information Since OGT s inception there has been a tremendous amount of public support for the program. From the onset, it was believed that a majority of the program could be supported through public donations. Equally important was the notion that wildlife criminals should shoulder some of the financial burden of investigating and prosecuting the crimes they commit. This was to be accomplished by the courts assessing civil penalties on convicted poachers to insure that the Department of Wildlife kept its promise to the courts and the thousands of individuals that make cash donations to OGT. To accomplish this, an obligated account was established to track donated monies and court ordered monies destined for this specific use. OGT is primarily a self funded program within the Nevada Department of Wildlife. It continues to provide resources to Game Wardens in the field to investigate and successfully prosecute wildlife crimes. This is accomplished through a variety of mechanisms such as active promotion of the program through participation in community events, providing training to officers, providing specialized equipment as technology improves, and the interaction and participation in state coordination and planning for law enforcement activities. What follows is a summary of the activities and accomplishments of OGT for fiscal years FY 2007 and FY2008. OGT PROJECTS COMPLETED FY 2007 I. Enhancement of Field Officers Ability to Respond to OGT Calls. A. Maintaining the 1-800 OGT tip line.

Purchase of Patrol Equipment such as digital cameras, metal detectors, necropsy equipment, evidence kits and other equipment. D. Provide Advanced Training such as investigative and undercover training. E. Providing Specialized Equipment such as infrared trail times and GPS devices. F. Participation in Patrol Activities to Enhance Regional Capabilities including uniform patrols in each region for big game, chukar and unmarked patrols. II. Promotion & Marketing of the Operation Game Thief Program - Conservation & Sportsman s Groups. A. Enhancement of OGT Public Education Trailer through the purchase of generators and professional taxidermy for the displays. B. Radio Promotion of OGT Program through targeted advertising in rural Nevada C. Participation in Conservation Group Fundraising Banquets such as Rocky Mountain Elk Foundation, the Mule Deer Foundation and the Carson Valley Chukar Club D. Participation in Conservation & Sporting Goods Conventions & Events such as the annual Reno Boat & RV Show, the National Rocky Mountain Elk Foundation Elk Camp, and retail store promotions such as Cabela s, and Sportsman s Warehouse. E. Purchase of Promotional Items for distribution at events and patrols such as license holders, key lights and OGT logo hats. F. Participation in National Organizations such as the International Association of Natural Resource Crime Stoppers, Association of Fish & Wildlife Agencies. G. Travel associated with these activities. 2

Membership in Rocky Mountain Information Network (RMIN) - a regional law enforcement information network. B. Participation in regional law enforcement events, meetings and planning. Including Community Programs, Homeland Security Planning and Regional and State Emergency management planning. C. Travel associated with these activities. OGT PROJECTS COMPLETED FY 2008 Some of the accomplishments of Operation Game Thief for fiscal year 2008 include the following: I. Enhancing our field officers ability respond to Operation Game Thief Calls and Meet Public Expectations: A. Maintaining the 1-800 OGT Tip Line. B. Providing continued cell coverage to field officers. C. Purchase of patrol equipment such as emergency supplies, evidence materials and other equipment. D. Provide advanced training for field officers including areas of forensics, criminal investigations and procedures. 3

Participation in Specialized Patrol Activities such as plain clothes patrol and uniform patrol for big game and chukar. II. Promotion & Marketing of the Operation Game Thief Program - Conservation Groups, Sportsman s Groups A. Updating of Operation Game Thief Public Education Trailer with improved graphics and trailer maintenance for unit watches and public events. B. Radio Promotion of OGT - Focused radio advertising in rural Nevada prior to and during big game seasons. C. Participation in Conservation Group Fundraising Banquets such as the Rocky Mountain Elk Foundation, The Mule Deer Foundation and Carson Valley Chukar Club. D. Participation in Conservation and Sporting Goods Conventions or Events such as the Rocky Mountain Elk Foundation Elk Camp, National Grand Slam Ovis Convention, and retail events at Cabela s, and Sportsman s Warehouse. E. Purchase of Promotional Items for distribution at events and by Game Wardens during field contacts while on patrol such as the trademark stop sign decal, promotional logo hats, and pinch lights 4

Participation in National Organizations such as the International Association of Natural Resource Crime stoppers and the Association of Fish & Wildlife Agencies, and the Interstate Wildlife Violator Compact. III. Promotion of Operation Game Thief/LE Program - Other Agencies/Organizations A. Participation in Rocky Mountain Information Network B. Participation in regional law enforcement events, meetings and planning such as National Night Out, Homeland Security, and State and Regional emergency management planning activities. These are some of the items and activities that OGT has funded or been an active participant. OGT still has at its core, the basic mission of protecting Nevada s wildlife resources and supporting those efforts that will successfully apprehend and prosecute violators and promote the program to encourage and obtain greater public participation in the protection of a valuable resource that belongs to all citizen s of Nevada. With continued public support for this mission, demonstrated by the continued voluntary financial support of the public, the public support of district attorney s prosecuting wildlife cases, and the judicial application of our civil penalty statutes, OGT will continue to play a critical role in protecting the resources of the state. 5
