Vietnam Delegation The International Federation of Red Cross and Red Crescent Societies (IFRC) promotes the humanitarian activities of RC/RC National Societies among vulnerable people. By coordinating international disaster relief and encouraging development support it seeks to prevent and alleviate human suffering. The International Federation, the National Societies and the International Committee of the Red Cross together constitute the International Red Cross and Red Crescent Movement. IFRC Delegation in Viet Nam is seeking for Development of Behaviour Change Communication (BCC) training package and facilitation of TOT on BCC Terms of reference for consultancy Purpose of Project and Background Through support from the Korea International Cooperation Agency (KOICA), the International Federation of Red Cross and Red Crescent (IFRC) is assisting the Vietnamese Red Cross (VNRC) in implementing the project Building Community Resilience for Climate Change and Disaster Risk in Viet Nam 2015-2017. The project aims at building capacity of communities to manage health effects and reduce the risk of infectious disease outbreak associated with climate change, as well as other disaster events. In doing so, the project will contribute towards the mitigation of future human losses caused by epidemics and disasters within ten at risk provinces over the three-year period. In the project, behaviour change communication (BCC) is applied to equip community members with knowledge of disease prevention and motivate them to adopt, practice and sustain new health behaviour. In order to do so, training on BCC will be given to community volunteers, who in their turns will provide household education to help people to prevent themselves from infectious diseases. Currently, Vietnam Red Cross is ready to recruit volunteers. Regarding their plan for training materials, the existing materials of the International Federation of Red Cross and Red Crescent Societies (in English) and the National Centre for Health Information, Education and Communication (in Vietnamese) are consulted to develop a new set of training manuals and tools for Vietnam Red Cross. Whereas it is relevant, existing materials of Vietnam Red Cross for specific infectious diseases will be used or referenced for the training set on BCC. This Terms of Reference is developed to outline deliverables by the consultant. The scope of this consultancy is through an approved training process, aimed to build the capacity of the VNRC provincial officers to have the knowledge and confidence to deliver BCC. Alignment to the IFRC s objectives and strategy (IFRC s Strategy 2020) In line with the auxiliary role of the VNRC, the IFRC country office actively works to support the strategic priorities of the VNRC, which are described in the strategy for the development of the Viet Nam Red Cross Society to 2020 (VNRC 2020). In providing this support the IFRC works to:
Strengthen and scale up VNRC s contribution towards Viet Nam s development as part of their contribution to national development programmes in the areas of health, poverty reduction, disaster management and shelter. Expand disaster response and recovery capacity through preparing for and addressing the impacts of natural and man-made hazards, with a particular focus on the influence of climate change, infectious and non-communicable diseases. Continue to support the institutional capacity of the VNRC in the areas of financial management, resource mobilization, human resources management, communication and humanitarian diplomacy. In relation to the specific problem statement being addressed in this project, the IFRC supports the VNRC in seeking to expand the access that people in vulnerable communities have to primary and public health services, including during emergencies. In doing so the VNRC supports health authorities by promoting basic skills in first aid, and using proven prevention techniques to tackle vector-borne and other communicable diseases. These actions are undertaken through communitybased approaches that reduce vulnerability and ensure adequate preparedness for epidemic and pandemic outbreaks Project objectives The objectives of the project are to: Reduced incidence of infectious and waterborne disease. Increased capacity for the delivery of First Aid services. Increase provincial emergency response capacity. VNRC institutional preparedness enhanced. Desired outcomes The desired outcomes of the project are: Community health and wellbeing is strengthened to address climate-sensitive and emerging diseases. Through the achievement of the two outputs that contribute to outcome 1, the project will contribute to improved hamlet level capacity in disease prevention and epidemic control, which is linked to GoVN health services and the VNRC response mechanism. Furthermore, communities will have increased knowledge and skills on hygiene promotion practices to prevent waterborne and related diseases, and enhanced access to safe water and sanitation facilities in times of emergency as a result of strengthening VNRC s water and sanitation response mechanism. Consultancy outputs The consultant will be responsible for developing a training package of BCC and facilitating a ToT on BCC to VNRC selected staff. Following the training, the consultant is responsible for fine-tuning the said material and submitting the final version to the IFRC and VNRC. Specific outputs of the consultant include: Developing BCC training package (in Vietnamese language) contextualized to the Vietnamese context incorporating theory and practical sessions for trainers and community volunteers. The package will include agenda, pre/post tests, participant evaluation tools, presentations, handout material and facilitator notes. The development of the BCC training package will be adapted from the IFRC s Behaviour
Change Communication (BCC) for Community-based volunteers-trainer s manual (available in English) and relevant material by the Ministry of Health (in Vietnamese), and should be built on the VNRC existing training materials for volunteers on hand, foot and mouth diseases (HFMD) and dengue fever (available in Vietnamese). Examples and scenarios of the training materials should focus on HFMD and dengue fever. Facilitating a 5-day (from 11 to 15 April 2016) ToT training on BCC to VNRC selected staff in a Southern province, which will provide a further opportunity to refine the material. Writing final report in English and Vietnamese languages. Method of delivery and reasons for selecting that method Briefing with IFRC and VNRC to clarify and confirm the expected output of the consultancy. Review of the relevant VNRC, IFRC and other documents Work with VNRC and IFRC focal point on the development of the training materials and preparation for TOT training Consolidating inputs from IFRC, VNRC and relevent parties on the draft of the material. Facilitating BCC TOT training using the BCC approved materials. The training will bring together various VNRC staff at the headquarters and provincial levels and focus on the capacity development of the relevant chapter staff to build capacity BCC Consolidate feedbacks from participants and relevant parties (if any) to finalize the training material Submit a draft report and debriefing to the VNRC relevant staff and IFRC team to share experiences of the participants Issue a final report for the record Support to be provided to the consultant The consultant will be provided a desk and access to the IFRC office facilities and support services functions. a daily consultancy fee and IFRC standard per diem for days he/she travels outside of Hanoi. one return economy airfare to the training venue (if needed). all accommodation and transportation requirements within Vietnam outside of Hanoi will be arranged by the consultant (with prior agreement with IFRC) and reimbursed by the IFRC Schedule for payment of fees The consultant will be paid: the daily consultant fee at the end of the consultancy. actual costs related to field trip including per diem fees at the time he/she undertakes travel and travel expenses.

All proposals received after this deadline will not be accepted. The selected consultant will be invited to commence the consultancy on the 18th March 2016 and will conclude the contract no later than the 21 April 2016. The total number of days for the contract is 20 days Scheduling The activity is expected to start on 18 March and complete on 21 April 2016. Final report will be submitted to VNRC and IFRC by 21 April 2016. The Consultant will have the following skills and experience: A background in Behavior Change Communication and/or community-based health. Have expertise on behaviour change theory in health Be familiar with developing training materials and tool. Have experience in facilitating workshops and adult training. Familiar with Red Cross Red Crescent and the mandate of Red Cross and Red Crescent organizations is preferred. Excellent spoken and written command of Vietnamese. Good spoken and written command of English. Notes The consultant will be contracted by the IFRC and the standard contractual terms will
apply. Agreed travel expenses will be reimbursed at cost in accordance with in the IFRC s relevant regulations.
