NIH Update NIH Salary Cap NIH FY2012 Fiscal Policy NIH Administrative Supplements era Commons Passwords 3 NIH Salary Cap Reduced NIH NOT-OD-12-035 Effective for new, competing and non-competing awards issued after 12/23/11, the NIH salary cap limit has been reduced to the Executive Level II of the Federal Executive Pay Scale = $179,700 for 12 month appointment = $134,775 for 9 month appointment New and competing award amounts will be adjusted. Noncompeting award amounts will not be adjusted. 4 2
NIH Salary Cap at the Proposal Stage NIH and OSP recommend you include the actual institutional base salary amount in proposals. This will allow NIH to award more funds if the salary cap increases. Dr. X has a 9-month salary of $150,000 and proposes 1 summer month to the project. Budget should be $150k/9 months = $16,667 Amount charged to grant account will be $134,775/9 months = $14,975 5 NIH Fiscal Policy for FY2012 NIH NOT-OD-12-036 Non-competing awards will be issued without cost of living adjustments Inflationary increases for future year commitments will be discontinued for non-competing and competing awards. Proposals can still include inflationary increases. NRSA stipends have increased 2%. 6 3
NIH Administrative Supplements NIH NOT-OD-12-043 NIH Administrative Supplements may now be submitted via Grants.gov, era Commons or paper submission. FOA for administrative supplements is PA-12-100. Funding covers: cost increases that are associated with achieving new research objectives within the original scope cost increases for unanticipated expenses within the original scope 7 era Common Passwords era Commons has established a new NIH/Agency Log-in process which required passwords to be updated prior to February 22, 2012. For faculty submitting NIH proposals, please remind them to log in to their account and update the password if needed. This should be updated prior to proposal submission so that the PI is not having to update this at the last minute. 8 4
NSF Proposal File Update FastLane does not allow a Proposal File Update to correct the Postdoc Mentoring Plan. Majority of errors with the plan are that it is over the 1 page limit. OSP does not review this as part of Streamlined Review. OSP has noticed an increase in requests for Proposal File Updates due to non-compliant: Biosketches Current and Pending Support Forms 9 Grants.gov Foreign Performance Sites To avoid errors in Grants.gov submission, foreign sites should be entered as follows: DUNS Number = 000000000 Select Country from drop down list Leave State, Province, Zip Code and Congressional District Blank Some of these fields have * for required fields, but they are not required for foreign sites. 10 5
ARRA Funding Update OMB Memorandum M-11-24 Accelerating Spending of Remaining Funds from the American Recovery and Reinvestment Act for Discretionary Grant Program Directs ARRA projects to be completed by 09/30/2013. NIH and NSF issued additional guidance Grantee approved extensions beyond 09/30/2013 will not be allowed. Amending awards to limit these extensions. Prior approval for extensions beyond 09/30/2013 is needed. NSF requests were due 03/02/2012. Emails sent by NSF to all PI s. NIH requests due 06/01/2012. 11 Board of Regents (BOR) Update No-cost extensions, rebudgeting requests, and approvals for additional equipment and/or deviations from approved equipment for contracts ending June 30, 2012 are due to BOR by April 30, 2012. Requests must be sent to OSP with OSP-2 form for institutional approval prior to submission to BOR. OSP will get necessary approvals, counter-sign request and contact department for pick-up. Department/PI is responsible for submitting request to BOR before April 30th Support Fund proposal recommendations are expected in April. 12 6
Office of Contractual Review (OCR) OCR has established a May 18 th deadline for receipt of any contracts/amendments that need to be processed by 6/30/2012. What this means to you: State contracts to LSU that end on 06/30/2012 need to be signed by OSP and returned to sponsor for submission to OCR before this date. Extension amendments to state contracts to LSU that currently end 06/30/2012 need to be signed by OSP and returned to sponsor for submission to OCR before this date. Any LSU FY 12 subawards that require OCR approval need to be signed by subawardee and LSU and sent to OCR before this date. OSP Guide Updates Clarifies who can be PI: Faculty and staff must be in paid status at time of award. Emeritus faculty my serve as PI provided they can fulfill the technical and administrative responsibilities of the project as well as meet Sponsor s approval. Graduate assistant fringe and tuition have been added to OSP Guide. Senior Personnel budgeted effort is not required for small projects ($50,000 or less) 15 OSP Guide Updates OSP no longer reviewing Current and Pending support as part of Streamlined Review. Credit Distribution Policy Issued by ORED, February 2012 F&A Credit Distribution unchanged. Project Credit Distribution change: Should be allocated 100% to academic units Check Special Facilities, Services, Centers (e.g. CCT, CAMD) required? List here. on SPS Coversheet and type non-academic unit in Description box.
