Texas Department of Public Safety Texas Division of Emergency Management Event Name 18-0022 September Severe Weather Incident Date September 12 th, 2018 Time 1200 Operational Period 1200 September 11 0700 September 12, 2018 Report Number 1 s Affected DPS s Affected 2, 3 & 6 DDCs Active 15, 16B, 21 and 17 STATEWIDE CURRENT SITUATION: Governor Greg Abbott has ordered the Texas State Operations Center (SOC) to elevate its readiness level as a potential tropical system is expected to develop and move into the Gulf of Mexico and toward the Texas coast later this week. The SOC increased its readiness level from level IV (normal conditions) to level III (increased readiness) beginning at 12 p.m. on Tuesday, September, 11th, 2018. Additionally, Governor Abbott has made state resources available to assist local officials in their response efforts. OPERATIONAL PRIORITIES: 1. Protect life and property. 2. Support rapid & effective response. 3. Collect and disseminate accurate incident information to improve decision-making. 4. Accurately track incident costs associated with assigned resources for cost recovery. 2 (Includes DDCs 13, 14, 15, 16 Houston, 16 Texas City, 16 Conroe, and DDC Pierce) DDC 15 Beaumont (Includes: Hardin, Jefferson and Orange Counties) The DDC activated to Level III (Increased Readiness) on Tuesday September 11 th. DDC 16 Texas City (Includes: Brazoria and Galveston Counties) The DDC activated to Level III (Increased Readiness) on Tuesday September 11 th. Galveston County Emergency Operations Center (EOC) has activated to Level II (Escalated Response). Wednesday, September 12, 2018 Page 1

3 (Includes DDCs 19, 20, 21, and 24) DDC 19 Laredo (Includes: Jim Hogg, Starr, Webb and Zapata, Counties) Flash flooding on Tuesday resulted in several street closures in the City of Roma and the evacuation of school age children from their homes that were surrounded by standing water. The children were transported to the local Family Dollar Store parking lot where a school bus was then able to transport them to school. DDC 20 Corpus Christi (Includes: Aransas, Bee, Brooks, Duval, Jim Wells, Kenedy, Kleberg, Live Oak, Nueces, Refugio and San Patricio Counties) Nueces County EOC and City of Kingsville EOC Activated. The DDC will activate to Level III on September 12 th at 8 AM. DDC 21 Weslaco (Includes: Cameron, Hidalgo and Willacy Counties) The DDC activated to Level III (Increased Readiness) on Tuesday September 11 th. The City of Mission EOC activated. Flash flooding and water rescues occurred overnight Tuesday in the City of Donna. There were multiple flooding incidents and evacuations in Hidalgo County, including water rescues of stranded motorists along the Interstate 69-C frontage roads and within municipal roadways in the City of Edinburg, and along Interstate 2 and within municipal roadways in the City of Weslaco. DDC 24 Del Rio (Includes: Dimmit, Edwards, La Salle, Kinney, Maverick, Real, Uvalde, Val Verde and Zavala Counties) Dimmit County EMC reported that an irrigation dam has exceeded maximum capacity resulting in water overflow. The local residents have been advised to evacuate. 6 (Includes DDCs 11, 12, 17, 18A, 18B, and 23) DDC 17 Victoria (Includes: Calhoun, DeWitt, Goliad, Gonzales, Lavaca, Jackson and Victoria Counties) Activated to Level III (Increased Readiness). RESPONDING STATE AGENCIES/ORGANIZATIONS REPORTS Texas A&M Engineering Extension Service - Texas Task Force 1 (TX-TF1): TX-TF1 is currently staffing positions in support of the SOC. Texas A&M Forest Service (TFS) TFS is currently staffing positions in the SOC, DDC 16B and DDC 17 in support of the pending tropical weather. Texas Animal Health Commission (TAHC) TAHC is currently staffing a position in the SOC. al/field Staff are on-call in anticipation of needing to support the local jurisdictions. Texas Department of Transportation (TxDOT) TxDOT is currently staffing positions in the SOC. Texas Department of Public Safety (DPS) - Texas Highway Patrol (THP) THP is currently staffing a position in the SOC. THP personnel in the potentially affected areas continue to monitor the local conditions. Texas Military Department (TMD) TMD personnel are currently supporting the state with SOC support personnel. Within the next 48 hours TMD will assign a Military District Coordinator (MDC) for the San Antonio ARCC, SOC Logistics Support, and Ground Transportation Company mission ready packages (MRPs). Texas Parks and Wildlife (TPWD) TPWD is currently staffing a position in the SOC. TPWD is operating in a normal posture along with preparing to stage. Wednesday, September 12, 2018 Page 3

Texas Department of State Health Services (): - Emergency Medical Task Force (EMTF) resources are standing by for mission requests to support potential flooding in South Texas. Resources from mainly EMTF 6, 8 & 11 have been rostered in their respective regions and have been activated or mobilized, but have yet to be deployed. The Texas Division of Emergency Management (TDEM) continues to monitor the situation and will provide additional situation reports as needed.
