FOREWORD Reducing crime connues to be a top priority of the Department of the Navy (DON) and the Naval Criminal Invesgave Service (NCIS). The concept of collecng crime stascs and using them to explore the complexion and scope of the DON s crimes serves to provide DON senior leadership insight into six major invesgave areas that impact DON assets worldwide. This offense-based report is modeled aer the Department of Jusce - Federal Bureau of Invesgaon s annual publicaon of Crime in the United States. Although differing demographics preclude an exact replica of that report, the DON Annual Crime Report (ACR) provides a general overview of crime within DON populaons using similar offense parameters. This is the thirteenth DON ACR produced by the NCIS Criminal Data Analysis Division under the guidance of the Criminal Invesgaons Directorate. As with the previous edions, the CY 2016 DON ACR is developed from data extracted from the Consolidated Law Enforcement Operaons Center (CLEOC), the repository for DON Law enforcement invesgave informaon. The ACR is divided into three major secons. It is recommended the Execuve Summary, the Methodology, and DON secons are read first as they highlight the overall DON offenses in the six invesgave areas and how the data is captured. Subsequent secons focus on the U.S. Navy (USN) and U.S. Marine Corps (USMC) separately, providing comparisons between Commander, Naval Installaon Command regions and Marine Corps Installaon regions, respecvely. This year s publicaon also includes highlights of outcomes to several criminal invesgaons impacng the USN and USMC during CY 2016. As law enforcement reporng within the DON connues to evolve, refinement of the methods for data collecon, analysis, and presentaon connue to enhance NCIS s ability to carry out the crical assignment of compiling and analyzing pernent crime stascs.
