REGULATORY BASES FOR GRANTS FOR ACTIVITIES ORGANIZED BY STUDENTS OF THE UNIVERSITAT AUTÒNOMA DE BARCELONA (Approved by Resolution of the Student Affairs Committee on 16 th May 2011 and amended by Resolution of the Student Affairs Committee on 21 st March 2012 and 3 rd December 2012) 1. Object. 1.1. These bases are intended to regulate the grants to encourage student participation at the university through activities of various kinds, which result in a more fully education of students. 1.2. Activities that may be awarded: a) Those activities performed by the beneficiaries indicated at point 2.1, paragraphs a) and b), that inform, educate, revitalize the campus and encourage student participation, provided that they do not disturb the normal development of teaching and research activity. b) Those activities performed by the beneficiaries indicated at point 2.1, paragraph c), that enable the proper exercise of representing functions of the applicant in cases when a member has to travel to participate in a conference, seminar or meeting. 1.3. Activities that may be awarded must fulfill the following conditions: a) When the activities take place at the UAB, it must be during the day, from 9am to 21pm. b) Activities performed in the Faculties or near them must be authorized by the Dean of such Faculty. Otherwise, you may not receive any grants from the Students and Culture Unit. c) No grants will be awarded for those activities that suppose a profit for the organizer, or those in which alcohol is sold, or when the facilities of the University may be damaged. d) Activities must respect current legislation and must not violate UAB regulations. During the development of the activity, the group or association must take care of the environment and the facilities of the UAB, as well as taking care of the eventually assigned material. Otherwise, the group or association will be fully responsible for any damage caused. 2. Beneficiaries. 2.1. The following groups may be beneficiaries of the grants: a) Groups of students registered in the Groups Directory of the Students and Culture Unit. Page 1 of 8

b) Student associations registered in the Groups Directory of the Students and Culture Unit. c) Student Councils, both the General of the UAB and Student Councils from the different centers. 2.1. Other groups of students that wish to apply for these grants must do it through the Student Councils. 3. Requirements. In order to be beneficiary of these grants, you cannot be in any of the situations provided in Article 13.2 of Law No 38/2003 (General Law on Subsidies). 4. Amount of the grants. 4.1. In case of activities identified at point 1.2, the grant for each activity may be up to 70% of the total budget and a maximum amount of 600, depending on the scale obtained from the application of the selection criteria contained at point 7, with the maximum amount of 1,500 per call and per beneficiary group. 4.2. In case of unforeseen expenses, the group or association must take charge of them. 5. Applications and documentation. 5.1. In order to apply for these grants, you must fill out the form annexed to this call and submit it to the General Registry of the UAB. 5.2. Applications must be addressed to the Vice-rectorate for Students and Cooperation or similar position in charge of student affairs. 5.3. Applications for the grants must be submitted together with the following documents: a) The project for which the grant is applied must describe the activity, the objectives pursued, the date or dates when it will take place, detailed budget, the application form and a representative who will be the spokesman of the group to monitor the project. b) Statement confirming that you do not incur in any of the cases provided in Article 13.2 of Law No 38/2003 (General Law on Subsidies). c) The beneficiaries indicated in paragraph b) of the point 2.1 must provide a statement to confirm they comply fully with the tax and social security obligations to the Generalitat de Catalunya and to the Government of Spain. d) Statement of the existence of other grants or subsidies whether public or private, national or international, for the same concept, indicating the program which awards them, as well as the amount requested, the percentage of the total cost of the project, and if they are being applied for or if they have been already awarded. In case of not having applied for other grants, you must attach a statement that confirms it. 5.4. Documents which have been previously submitted to the UAB must not be submitted again, provided that no more than 5 years have gone by since their submission and they have not experienced any changes. In this case you must clearly indicate the date and authority or place where they were submitted and the procedure of reference. If the managing body, through no fault of his own, cannot get the documents, the applicant will be required to provide them. 5.6. If the application form does not meet the requirements of these regulatory bases, the applicant will be required so that the defects are corrected or the documents submitted within ten working days and stating that if the applicant doesn't do it, it will be considered as a withdrawn of the application in accordance with Article 71 of Law 30/1992, of the Legal System for the Public Administrations and of Common Administrative Procedure. 6. Procedure for the award of the grants. 6.1. The procedure for the award of the grants is made on a competitive basis. 6.2. The Assessment Committee will be the competent body for the processing and resolution of the procedure and it will be formed by the Vice-rector for Students and Cooperation as the Committee's President, or similar position in charge of student affairs, 2 specialists of student participation at the UAB in charge, 1 representative of the Student Council of the UAB and 2 students members of groups registered in the Groups Directory of the UAB, chosen by lot. 6.3. The Assessment Committee, taking into account the selection criteria provided at point 7, will prepare a report to specify the outcome of the evaluation and will issue a properly justified resolution, with the formality of a prior hearing, which may be left out in case of not taking into consideration other facts, statements or evidence than the ones submitted. 6.4. The deadline for a decision and the notification of the resolution will be 6 months from the day following the deadline for submission of applications determined in this call. If after this period there is no decision or notification of the resolution, the application will be considered dismissed. Page 3 of 8

6.5. The resolution on the award or denial of the grants must be justified and must contain at least the identification of the beneficiary awarded, the amount of the grant, the evaluation obtained and the percentage of the activity's budget. The resolution on the award of the grant will be subject to budget availability. 6.6. The resolution on the award or denial of the grants will be published in the institutional website of the UAB, which will produce effect as a notification in accordance with Article 59.6b) of Law 30/1992, of the Legal System for the Public Administrations and of Common Administrative Procedure. In addition to the aforementioned publication in the institutional website of the UAB, the applicants of the grants may be informed by email. 6.7. This resolution, which does not end administrative proceedings, may be contested by lodging an appeal before the Vice-rector of the UAB within one month from the day following the publication of the resolution. 7. Selection criteria. The selection criteria for these grants are: 1. Promotion of equal opportunities. 2. Revitalization of the campus. 3. Networking. 4. Research, dissemination and autonomous learning by the students. The scale and the selection criteria are indicated in Annex 1. 8. Review. Grants already awarded may be reviewed by the UAB and the resolution on the award of the grants may be amended in the event of changes in the requirements or in case of obtaining other grants at the same time. 9. Obligations of the beneficiaries. The beneficiaries of these grants have the following obligations: Page 4 of 8

a) To develop the activity proposed on the call that supports the award of the grants and justify it before the Students and Culture Unit. b) To justify before the awarding body the compliance of the requirements and conditions that determine the award of the grants by showing the receipts of the expenses or the activity, which must cover the financed amount. Or, if the grant consists in a percentage of the cost of the activity or investment, the corresponding total expense, notwithstanding other means of verification that have been established in the regulatory bases. c) To be subjected to verification and control by the Students and Culture Unit and, if necessary, to be subjected to the control of the financial and economic activity that are responsibility of the administrative bodies, both national and of the European Community, providing all the information required. d) To inform the Students and Culture Unit about obtaining other subsidies, grants, income or resources, public or private, national or international, for the same purpose, as well as to inform about any changes affecting the requirements and conditions taken into consideration for the award of the grants. This must be done as soon as possible and, in any case, before the justification of the fulfillment of the conditions imposed. e) To propose the Students and Culture Unit any change that, having the same purpose, may occur in the use of the grants and, if necessary, must be specifically authorized by the awarding body. f) To report all incidents relating to activities supported by these grants. g) In case of the beneficiaries indicated at point 2.1, paragraph b), to prove, when required by the UAB, that they comply fully with the tax and social security obligations. h) In case of the beneficiaries indicated at point 2.1, paragraph b), if necessary, to have the accounting books, due diligence records and other documents duly audited in the terms required by the commercial law applicable to the beneficiaries in each case, as well as the financial statements and specific records that are required by these regulatory bases in order to ensure proper verification and control. i) To keep the supporting documents of the expense of funds received during the legal period applicable. j) To return any funds received in the event of revocation. k) Do not subrogate the management of any aspect of the activity supported by the grant. l) To comply with any legal or regulatory obligation that could affect them. 10. Deadline for performing the activities. The activities supported by these grants must be performed during the academic year of the call. 11. Payment. 11.1. The payment order of the grants will be as follows: a) In case of legally constituted associations, payment will be made by a transfer in the bank account. b) In case of groups which are not legally constituted as associations or other legal entities, the method of payment will be made in accordance with the processes of economic management of the UAB. 11.2. Once the activity has been performed and before the end of the academic year of the call, the total amount awarded must be justified by providing the original receipts. 11.3. The payment of the grants will be made in two terms: the first with the 60% of the amount of the grant, at the time of the resolution, and the second with the 40%, at the time of the justification, provided that the expense of the funds received has been duly justified. 11.4. In the event that the activity has not been performed or not every receipt justifying the expenses of the activity have been submitted, the Assessment Committee may cancel the grants totally or in proportion to the justified expenses. 11.5 In the event that the Assessment Committee cancels the grants totally, the group will be compelled to return the amount received within 30 days maximum from the notification of the resolution. In case that the grant is only partially canceled, the group will only receive the proportional part of it and will have to return the overcharged amount within 30 days maximum from the notification of the resolution. 12. Attributable costs. Those expenses related to the development of the plan, project or program will be considered as costs attributable to these grants. Page 6 of 8

13. Justification. 13.1. The justification of the fulfillment of the conditions imposed and the achievement of the objective of the grants will be in accordance with Articles 30 and 31 of Law No 38/2003 (General Law on Subsidies). 13.2. The beneficiaries of the grants must submit, together with the application form, a justified account and the justification of the expenses. 14. Reasons for revocation. 14.1. Reasons for revocation of the grants object of regulation in these regulatory bases are established in Article 37 of Law No 38/2003 (General Law on Subsidies), as well as breaching the obligations established at point 9. 14.2. If, as a result of verification and control, it is confirmed that any of the reasons for revocation has been produced, a procedure for revocation will begin in accordance with Articles 41 to 43 of Law No 38/2003 (General Law on Subsidies). 15. Waive. Beneficiaries may expressly waive, totally or partially, to the grants awarded and the awarding body shall issue a resolution in this regard. 16. Incompatibility and concurrency. The amount of the grants awarded cannot exceed in any case the cost of the activity to be developed by the beneficiary, individually or in concurrence with other subsidies or aids from other public or private entities, national or international. 17. Invalidity of the grants. Grounds for invalidity and voidability are provided in Article 36 of Law No 38/2003 (General Law on Subsidies) and the procedure will be as established in this article. 18. Infringements and penalties. 18.1. Beneficiaries of the grants will be subjected to the rules on infringements and penalties laid down in Chapters I and II of Title IV of Law No 38/2003 (General Law on Subsidies). 18.2. Groups that must return the funds received as a grant regulated in these regulatory bases by resolution of the Assessment Committee, in the event that they do not do it in the terms established at point 11, will not be able to be beneficiaries of other grants of the UAB until they return the corresponding amount. 19. Openness and notification of the grants and resolutions resulting from the application of these bases. 19.1. According to Article 18 of Law No 38/2003 (General Law on Subsidies), the awarding body will make the grants awarded public by publishing them at the notice board of the institutional website of the UAB. 19.2. The notification of the award of the grants, as well as any resolution issued in compliance of these regulatory bases, will be considered as completed to the groups interested by publishing them in the notice board, in accordance with the aforegoing point, or by sending an email to the email address provided by the groups on their application forms. 20. Applicable law. In all matters not expressly regulated herein shall apply the provisions of Law No 38/2003 (General Law on Subsidies) and the Royal Decree 887/2006 of 21 July 2006 establishing detailed arrangements for implementing the General Law on Subsidies. 21. Call for grants The Vice-rector for Students and Cooperation or similar position in charge of student affairs is authorized to approve the calls corresponding to each academic year, based on the budget item allocated in the budget of the UAB, as well as to approve the amount, resources and terms of each of them.
