1. General. The CMH, established by DA General Order 21, 15 June 1973, became operational on 17 June 1973. On that date the Office of the Chief of Military History, an Army Special Staff Section under the general staff supervision of the Deputy Chief of Staff for Military Operations, was discontinued and its functions, personnel, and other resources transferred to CMH. 2. Mission. The mission of the CMH is to: formulate and execute the Army Historical Program; coordinate and supervise Army historical matters including historical properties; prepare and publish histories required by the Army; formulate the historical background and precedents required for the development of Army plans, policies, doct r i n e, a n d t e c h n i q u e s ; s u p e r v i s e t h e A r m y M u s e u m S y s t e m ; maintain a repository for the collection and preservation of historical documents relating to the United States Army; and provide historical material and assistance to, and maintain liaison with, public and private agencies and individuals and stimulate interest and study in the field of military history. 3. Command and staff relations. The US Army Center of Military History is a field operating agency under the general staff supervision of the Deputy Chief of Staff for Operations and Plans. The Commanding General of the Center of Military History is designated as Chief of Military History. a. The Chief of Military History is authorized direct communication with the Office of the Chief of Staff, the HQDA Staff, and major Army commands. b. The Chief of Military History represents the entire Army on historical matters. He is responsible to the Chief of Staff and the Secretary of the Army, advising them and all elements of the Army on historical matters. c. The Chief of Military History has a planning, policy, and p r o g r a m m i n g r e s p o n s i b i l i t y t h a t a f f e c t s t h e e n t i r e A r m y. H e develops and supervises the Army Historical Program system, which functions in consonance with the Department of the Army programming system, and provides guidance to commands and agencies that are responsible for attaining Army fiscal year objectives. d. The US Army Center of Military History is the proponent agency for regulations governing the Army Historical Program. The Chief of Military History administers the historical program of the Active Army, the Army Reserve, and the National Guard when in an active Federal status. AR 10 48 12 September 1974 1
