SECTION 1 INTRODUCTION The 130 Lberty Street ste s occuped by a 40 story, approxmately 1.4 mllon square foot offce buldng (Buldng). Interor and exteror portons of the Buldng were severely damaged and/or mpacted as a result of the collapse of the World Trade Center Towers. The Lower Manhattan Development Corporaton (LMDC) took ownershp of the Buldng on August 31, 2004. The deconstructon of the Buldng shall be performed n the followng three (3) phases Preparaton Phase Phase I Asbestos and COPC Abatement and Removal Phase II Structural Deconstructon The Preparaton Phase ncludes the erecton of scaffoldng and hosts on the full extent of the exteror of the buldng, erecton of sdewalk sheds, and the removal of exstng nettng on the exteror of the buldng. Phase I s lmted to non-structural, nteror buldng deconstructon tasks. Phase I actvtes nclude the general cleanup of asbestos and contamnants of potental concern and removal of the nteror non-structural components of the buldng. Removal of the structure s to be undertaken n Phase II. Complete detals of the work are contaned n the overall Deconstructon Plan for 130 Lberty Street. SECTION 2 PURPOSE Ths EAP s desgned to lessen the mpact of any emergency that mght occur durng the deconstructon process through proper plannng and the establshment of a sutable response structure. The Plan desgnates the approprate personnel responsble for mplementng and montorng the EAP and dentfes those who need to be contacted n the event of an emergency. It outlnes the educaton and tranng requred by all on-ste personnel so that all understand the requrements and expectatons of the EAP. Ths EAP wll apply to all contractors workng on the ste (e.g. Contractor, Abatement Subcontractor, Envronmental Consultant, Demolton Subcontractor, Mechancal Subcontractor, Electrcal Subcontractor, etc.), ther employees and any vstors to the ste. SECTION 3 LOCATION OF PLAN A copy of ths EAP wll be provded to LMDC, all Contractor employees workng at the Buldng, and all subcontractors workng on the ste. It wll be avalable at all feld offces, the Buldng Securty Desk and at the entrance to the remote personnel decontamnaton unt located n cellar A as ndcated n Secton 4 (Asbestos and COPC Abatement and Removal Plan) of the Deconstructon Plan. It wll also be provded to the,

followng cty, state and federal governmental agences: New York Cty Fre Department (FDNY), Polce Department (NYPD), Offce of Emergency Management (OEM), Department of Buldngs (DOB), Health Department (DOH), Department of Envronmental Protecton (DEP), Department of Transportaton (DOT), (collectvely the Cty Agences ); New York State Department of Health (NYSDOH), New York State Department of Labor (DOL) and Department of Envronmental Conservaton (DEC); and the Unted States Envronmental Protecton Agency (EPA) and Occupatonal Health and Safety Admnstraton (OSHA) (n total, the Governmental Agences ). Any questons concernng ths plan should be drected to Kate Mllea, LMDC Project Manager, Communty Development and Relatons, 212-962-2300. Ths EAP wll be revsed as necessary durng the course of the project. All revsons wll be marked by date and revson number and conveyed to all on-ste personnel, the Governmental Agences lsted above and to LMDC for dstrbuton as approprate. The EAP wll also be accessble on the LMDC webste, www.renewnyc.com. SECTION 4 CONTRACTOR EMERGENCY COORDINATOR The current nterm Emergency Coordnator s lsted n Attachment A. Attachment A wll be updated and nformaton provded as project staffng changes. The Contractor Emergency Coordnator holds a current New York Cty Ste Safety Manager (NYCSSM) lcense and has extensve tranng and experence n the executon of smlar work n New York Cty. The contact numbers are ndcated n Attachment A. These are the prmary Contractor emergency contact phone numbers, and both are 24-hour contact numbers. The Contractor Emergency Coordnator s base of operatons wll be the Contractor s feld offce (traler). In the event that the Contractor Emergency Coordnator s not on ste, an alternate Contractor Emergency Coordnator wll be desgnated and wll be responsble for ensurng proper mplementaton of ths EAP. The name and contact nformaton of the alternate Contractor Emergency Coordnator wll be provded to LMDC and all Subcontractor Emergency Coordnators. The Contractor Emergency Coordnator has overall responsblty for ths EAP and wll ensure that all requred actvtes of the EAP are met. In addton the Contractor Emergency Coordnator has the lead role n drectng all responses to crcumstances covered under ths EAP. Further, the Contractor Emergency Coordnator wll be the lason to the Frst Responder agences for pre-plannng collaboraton, regular contact throughout the work, notfcatons and for coordnatng the Contractor s support of any agency response to an emergency. Further detals of the responsbltes of ths role are outlned throughout ths EAP.

SECTION 5 PRE -EMERGENCY RESPONSE ACTIVITIES 5.1 Pre-Plannng The followng actons below wll be mplemented pror to the ntaton of the deconstructon actvtes to mnmze the potental for ncdent occurrence and to ensure proper preparaton for emergency response f needed. Pror to the commencement of work actvtes, the Contractor Emergency Coordnator wll meet wth approprate representatves from the Cty Agences to: o present and dscuss the EAP; o dscuss any requred collaboratve preparaton (practce drlls, etc.); and o ensure they are nformed regardng exstng buldng condtons as well as the potental for the removal of contamnated vctms. A complete set of Buldng drawngs wll be avalable wthn the Contractor feld offce (traler) and LMDC s offce located at 1 Lberty Plaza for use n an emergency stuaton. Copes of the drawngs wll also be provded to FDNY and DOB. As condtons change wthn the buldng that may mpact egress patterns, updated nformaton wll be added to the buldng drawngs and provded to FDNY and DOB. Note: The Contractor wll ensure drawngs ndcate the locaton of all elevator operatons and panels as well as all Fre Department connectons. All Subcontractors wll provde to the Contractor the names, contact nformaton and any requred tranng documentaton for the ndvduals they propose to fulfll the roles of the subcontractor Emergency Coordnator (and substtutes). A schedule for regular emergency preparedness meetngs wll be establshed by the Contractor Emergency Coordnator. Attendance by all Subcontractor Emergency Coordnators s requred. The LMDC and Frst Responder agences shall be nformed of the meetng schedule n advance so they have the opportunty to attend as desred. Emergency ponts of contact lst wll be posted wthn the Contractor s Feld Offce (see Appendx A), the Buldng Securty Checkpont Desk and at the entrance to the remote personnel decontamnaton unt. Ste evacuaton maps wll be posted throughout the faclty for emergency evacuaton (see Appendx D). Exts wll be clearly marked, and sgns reflectng changng egress patterns as the works proceeds wll be promnently posted. Frst ad kt(s) wll be placed wthn the Contractor s feld offce and the Buldng Securty Checkpont Desk. An automated external defbrllator (AED) wll be located wthn the Contactor feld offce. Rally ponts or meetng places have been establshed and are shown on the evacuaton map (see Appendx C).

The Contractor wll ensure that all subcontractors that have an on-ste feld offce traler have placed at least one (1) fre extngusher n each traler. The Contractor wll ensure fre extngushers wll be strategcally postoned at desgnated locatons wthn the Buldng as requred by governng regulatons. Note: the Contractor shall nsure that all portable fre extngushers shall be nspected perodcally and mantaned n accordance wth Mantenance and Use of Portable Fre Extngushers, NFPA No. 10A-1970. The Contractor wll ensure that a system s n place to track ste personnel and vstors to provde an accurate ste head count at any moment n tme. An audble evacuaton sgnal complant wth the most strngent regulatory requrements wll be establshed and tested daly wth documentaton of each test recorded wthn the project log by the Contractor Emergency Coordnator. o Two (2) long blasts of the ste ar horn wll sound through a temporary rado communcaton system to be nstalled and mantaned by the Demolton Subcontractor. To ensure the evacuaton alarm s audble throughout the Buldng, a loudspeaker wll be strategcally postoned on each floor. o Ths audble evacuaton sgnal wll be tested daly by the Contractor Emergency Coordnator or hs desgnee and the performance of ths test documented n the project log. o The Contractor Emergency Coordnator wll notfy LMDC n advance of the drlls so that approprate communty notfcaton can be gven consstent wth the Communty Notfcaton Plan, attached as Appendx F. o At the concluson of the test each day, all Subcontractor Emergency Coordnators wll poll ther personnel to ensure the alarm was audble n all locatons and report back to the Contractor Emergency Coordnator. o Correctve measures, f necessary, wll be mplemented mmedately. All communcatons systems wll be tested pror to the commencement of any work actvtes. Steam and Gas are beng dsconnected and capped n the street. The remanng utltes wll be cut and capped n the street as necessary,.e., water, electrc and sewer. The Contractor wll coordnate access to the ste for Con Edson. 5.2 Tranng 5.2.1 Contractor Emergency Coordnator The Contractor s desgnated Emergency Coordnator shall hold a current NYCSSM lcense. The Contractor shall nsure that ts Emergency Coordnator or a desgnated representatve has been traned n the OSHA Dsaster Ste Worker Outreach Program. 5.2.2 Subcontractor Emergency Coordnators

Pror to deconstructon actvtes, all subcontractors workng on the ste wll dentfy an Emergency Coordnator and one alternate who wll be responsble for the performance of emergency preparedness responsbltes as outlned heren, ncludng coordnatng the emergency evacuaton of ther personnel. In addton, the subcontractor emergency coordnator wll be requred to assst the Contractor Emergency Coordnator wth the dssemnaton of nformaton relatng to an emergency. All desgnated Subcontractor Emergency Coordnators shall have successfully completed the OSHA 30 hour course and must provde the Contractor wth proof of ths certfcaton. All subcontractors workng on the ste shall have a mnmum of one (1) Red Cross Certfed Frst Ad traned ndvdual on the ste at all tmes. Tranng wll nclude basc frst ad, CPR, OSHA blood-borne pathogens, and use of an AED. A lst of names wth copes of ther certfcatons must be provded to the Contractor at tme of moblzaton. In addton, on a daly bass, each Subcontractor Emergency Coordnator wll be requred to desgnate one foreman and/or superntendent per actve work floor to serve as an evacuaton coordnator. In the event of an evacuaton, ths evacuaton coordnator wll be responsble for ensurng the complete evacuaton of ther personnel from the floor for whch they have responsblty. Ths evacuaton coordnator wll be requred to mantan a head count of the personnel under ther supervson. 5.2.3 All Ste Personnel Pror to the start of on-ste actvtes, all ste personnel wll be requred, at a mnmum, to attend the followng ste-specfc safety orentatons: Contractor on-ste Constructon Safety orentaton Contractor Health and Safety Plan orentaton Contractor orentaton Job Hazard Analyss (JHA) specfc tranng - to be provded by the applcable trade Subcontractor All such tranng wll be documented by the applcable tranng provder. Sgned copes of all orentaton attendance sheets, EAP acknowledgement forms and HASP acknowledgment forms must be provded to the Contractor and wll be mantaned on ste wthn the Contractor s feld offce. If ste condtons warrant a modfcaton to the EAP, all personnel workng on the ste wll be nformed of these changes ether at a general ste safety orentaton conducted by the Contractor or at the ndvdual subcontractors requred weekly toolbox talks. All personnel wll be requred to sgn an attendance sheet acknowledgng the EAP modfcaton.

5.2.4 Drlls The Contractor Emergency Coordnator wll be responsble for settng up and coordnatng spontaneous drlls of ths. For the duraton of the deconstructon work, such spontaneous drlls nvolvng all occupants of the buldng wll occur as warranted. The Contractor Emergency Coordnator wll notfy LMDC n advance of the drlls so that approprate communty notfcaton can be gven consstent wth the Communty Notfcaton Plan, attached as Appendx F. 5.3 Emergency Response Coordnaton The Contractor Emergency Coordnator wll functon as the on-ste representatve to the Frst responders (e.g. FDNY, NYPD, etc.) n the event of an emergency. The man securty check pont at the Buldng, located at Washngton and Albany Streets, has been desgnated as the locaton for frst responders to meet the Contractor Emergency Coordnator to be brefed on the scope and nature of the emergency. Durng an emergency whch requres actvaton of ths the Contractor Emergency Coordnator wll be clearly dentfed by means of a reflectve vest. Ths vest wll promnently dsplay the words Contractor Emergency Coordnator on both the front and back. As part of pre-plannng actvtes the Contractor wll meet wth the Cty Agences pror to the commencement of any work. The Contractor wll provde the Cty Agences wth nformaton on the type and locaton of hazardous materals that may be n the Buldng. By provdng ths nformaton pror to the commencement of work actvtes, the Frst responders wll be able to address any specal PPE requrements necessary for conductng emergency rescue servces wthn the Buldng. The Contractor Emergency Coordnator wll obtan Ste Personnel logs from each Subcontractor Emergency Coordnator on a daly bass by 7:30am. These wll be updated throughout the day as personnel arrve at or leave the ste. These logs wll be used by the Contractor Emergency Coordnator n the event of an emergency to account for all trade personnel. SECTION 6 EMERGENCY RESPONSE MEASURES Ths secton descrbes the actons that wll be taken n the event of an on-ste emergency to mnmze the effect of that "event" or emergency on on-ste personnel, the neghborng communty and the envronment. 6.1 Reportng Emergences All ste personnel, upon dscoverng an emergency stuaton, shall mmedately call 911. The Contractor Emergency Coordnator shall be notfed mmedately thereafter and wll assume responsblty as the onste representatve to the Frst Responders.

The Contractor Emergency Coordnator shall mmedately notfy LMDC. LMDC, wll, as necessary actvate the communty notfcaton plan. Refer to Appendx F for Communty Plan. Refer to Appendx A for a copy of the pont of contact flow chart. 6.2 Buldng Evacuaton Any exploson, regardless of sze or type, any structural falure, fres and certan power falures wll requre a complete buldng evacuaton. 911 wll be notfed n the event of an evacuaton. 6.3 Desgnated Assembly Area In the event of an evacuaton the desgnated assembly ponts for ste personnel are: o #1 Edgar Street between Trnty Place and Greenwch Street o #2 Southwest corner of Rector Street and Washngton Street Durng the EAP orentaton, all personnel wll be nstructed to locate and assemble n a manner that wll not mpede the operatons of any busness or agency n the area. No vstors or trade personnel shall leave the assembly pont untl drected by the Contractor Emergency Coordnator. Followng an evacuaton, nobody shall be allowed to re-enter the Buldng untl cleared by approprate Frst Responder, safety, agency or techncal personnel nvestgatng the mpact of the ncdent to the Buldng. The Contractor Emergency Coordnator wll provde the all clear sgnal to the Subcontractor Emergency Coordnators once t s safe to return to normal work operatons. 6.4 Ste Evacuaton Process The Contractor Emergency Coordnator wll be responsble, n conjuncton wth the applcable Subcontractor Emergency Coordnators, to ntate the followng procedures. The Contractor Emergency Coordnator wll: Call 911 Sgnal the audble evacuaton alarm (two (2) long blasts of the ste ar horn wll sound through the Buldng s temporary rado communcaton system). Contact all Subcontractor Emergency Coordnators va cellular phone and/or ste rado system to nform them of the nature and locaton of the emergency and the actons beng ntated ncludng whether t s safe for personnel evacuatng the Buldng to decontamnate. Retreve the daly Vstor Logs and daly Ste Personnel Log Desgnate a Contractor employee to account for all logged vstors at the assembly ponts, the Contractor Securty Detal wll manage entry and ext to ste. Overall

accountablty wll be the responsblty of the Contractor Emergency Coordnator. Support and coordnate wth Frst Responders as drected/requested The Subcontractor Emergency Coordnator wll: Secure all manpower (e.g., safely stop work) Secure all operatng equpment Assst n the removal of personnel under ther supervson from the Buldng (the desgnated evacuaton coordnators shall perform a sweep to ensure that everyone has left ther floor of responsblty before extng the floor themselves) If condtons allow, ensure all personnel properly decontamnate Ensure personnel under ther control proceed to the closest assembly pont and reman there to awat further drecton Conduct a head count of ther personnel at each locaton 6.5 Surroundng Communty Notfcaton The Contractor Emergency Coordnator wll mmedately notfy LMDC of an emergency stuaton resultng n the mplementaton of any aspect of ths EAP. In emergency stuatons where Frst Responders wll assume control, all communty notfcatons wll be coordnated wth the Frst Responders Incdent Commander. In stuatons where that s not the case, LMDC wll determne and mplement approprate notfcaton to the communty pursuant to the Communty Notfcaton Plan attached as Appendx F. The Contractor Emergency Coordnator wll advse, cooperate, partcpate, assst and provde support as requested by LMDC n communty notfcaton efforts. 6.6 Key Agency Notfcaton In the event of an emergency stuaton resultng n the mplementaton of any aspect of ths EAP, LMDC wll notfy the approprate Government Agences as warranted by the stuaton. SECTION 7 RESPONSE TO SPECIFIC EMERGENCY EVENTS Below s a lst of unplanned events that may occur durng the deconstructon project. Ths lst may not be all encompassng, but represents events related to smlar projects. These events nclude: Fre or exploson Power falure Structural falure Unplanned, sudden or non-sudden release of hazardous waste or consttuents Worker njury or llness Fallng or dropped buldng debrs Work Stoppages or demonstratons.

7.1. Fre or Exploson In the event of an exploson or a fre, the Contractor Emergency Coordnator shall mmedately: 7.2 Power Falure Call 911 Meet Frst responders at the predesgnated locaton (unless crcumstances dctate otherwse, t s the securty desk at the Buldng) for brefng on the scope and nature of the emergency Notfy LMDC In the event of a power falure, the Contractor Emergency Coordnator shall mmedately: Call 911, f warranted Notfy on ste Electrcan to evaluate ssue Start Emergency Generator Coordnate wth the Abatement Subcontractor Emergency Coordnator to ntate contanment solaton actvtes (e.g. both the Personnel and Waste Load Out Decontamnaton unts must be mmedately sealed to prevent a fber release). Coordnate wth the Abatement Subcontractor Emergency Coordnator to ntate back-up power generaton. All contanment solaton barrers are to reman secure untl the requred negatve pressure has been re-establshed. 7.3 Structural Falure In the event of a structural falure, the Contractor Emergency Coordnator shall mmedately: Call 911 Intate, ncludng Buldng evacuaton procedures 7.4 Unplanned Release of Hazardous/Regulated Waste In the event of an unplanned release of a hazardous and/or regulated waste, the Contractor Emergency Coordnator shall, n conjuncton wth the responsble party, the Envronmental Consultant, and others as approprate shall make a determnaton whether to mplement a Buldng evacuaton or control and remedate the release. No untraned personnel shall attempt to remedate any release of hazardous/regulated wastes. Specfc procedures for notfcaton to the approprate regulatory agences and remedatng any releases are addressed n the Deconstructon Plan.

In accordance wth the New York State Asbestos Rules, f vsble emssons occur outsde the work area or any ar sample wthn the buldng but outsde the work area ndcates a level of fber concentraton at or greater than the 0.01 fbers per cubc centmeter or background levels, work shall stop for nspecton and repar of barrers and clean-up of surfaces. Any barrers dsturbed wll be restored, and clean up of surfaces outsde the work area usng HEPA vacuums and/or wet-cleanng methods, shall be performed pror to the resumpton of abatement actvty. Work wll not resume untl the onste Envronmental Consultant verfes that approprate correctve actons have been taken. Arborne levels of asbestos fbers outsde the work area wll be closely montored to ensure that they are below background /acton levels. In addton, ths project wll have n place an exteror ar samplng program, as presented n Secton 2- Ambent Ar Montorng Program of the Deconstructon Plan. Per ths plan, the USEPA Regon 2 offce, NYCDEP, NYSDEC and the NYSDOL wll be notfed promptly of any exceedance of ether a Target Ar Qualty Level or a USEPA Ste Specfc Trgger Level and wll be notfed of any correctve actons taken n connecton wth the Target Ar Qualty Level exceedance and the mplementaton of correctve actons n connecton wth USEPA Ste Specfc Trgger Level exceedance. If exteror ambent ar montorng detects any potental contamnants of concern (COPC) as dentfed wthn Secton 2 (Ambent Ar Montorng Program) of the Deconstructon Plan above the USEPA Ste Specfc Trgger Levels, all work wthn the Buldng wll stop and the USEPA Regon 2, NYSDOL and NYSDEP wll be notfed wth regards to the exceedance and the mplemented correctve measures. Work wll not start untl a cause of the release has been determned and correctve measures have been undertaken. For any releases of hazardous/regulated wastes to the exteror of the Buldng, the Contractor Emergency Coordnator shall call 911. LMDC wll also notfy EPA, NYSDOL, DEP, OSHA, DEC and DOB. 7.5 Medcal Emergency and Rescue Potental njures that may result n a medcal emergency nclude: Slps, trps, falls, laceratons Trauma njures caused by beng struck by heavy equpment, buldng components, waste contaners, etc. Eye njures Burns from electrcal, fre or exploson Electrcal contact or electrocuton Heat stress/stroke Chemcal exposures Cardac emergences Respratory emergences

The Contractor and ts subcontractors wll respond to mnor njures requrng frst ad only; major njures or requrements for search and rescue wll be handled by Frst Responders. If a worker s showng sgns of dstress or obvous njury or llness, the applcable trade Subcontractor Emergency Coordnator shall mmedately notfy the Contractor Emergency Coordnator and provde the followng nformaton: Locaton of vctm Nature of Emergency Whether the vctm s conscous Specfc detals regardng the njury or llness Whether the vctm s n need of decontamnaton The Contractor Emergency Coordnator wll suspend work wthn the mmedate area untl the emergency stuaton has been corrected. If possble the subcontractors frst ad attendant shall treat the njured employee as necessary untl a decson s made to seek outsde medcal assstance or to remove the vctm from the Buldng. The Contractor Emergency Coordnator wll be responsble for callng 911 and wll nform the Frst Responders whether asbestos abatement actvtes are takng place wthn the Buldng, and whether or not the njured employee has been brought through the decontamnaton chamber. Upon arrval at the Buldng, qualfed Frst Responders wll make a decson to enter nto the project work area or request that the applcable Subcontractor Emergency Coordnator and personnel remove the vctm from the Buldng. In addton, the qualfed Frst Responder wll determne the extent of emergency decontamnaton to be performed, f any, dependng on the severty of the njury or llness. If the njury or llness s such that emergency decontamnaton of the vctm cannot be performed safely, the vctm shall be gven necessary frst-ad treatment and wrapped n a blanket pror to transportaton to emergency medcal servces. 7.6 Fallng or Dropped Buldng Components Ths secton wll address procedures that must be followed n the event that any buldng component(s), constructon materal(s), equpment, etc. has ether unntentonally been dropped, falls or has the potental to fall from the buldng: Call 911 f warranted The applcable Subcontractor Emergency Coordnator must mmedately notfy the Contractor Emergency Coordnator ether verbally or va cellular telephone.

The Contractor Emergency Coordnator shall mmedately contact LMDC va cellular phone and verbally nform them of the stuaton as well as the correctve measures. LMDC wll notfy DEP, NYSDOL, EPA, OSHA and DEC. The Contractor Emergency Coordnator wll contact NYC Department of Buldngs. 7.6.1 Protectve Measures n Place The followng protectve measures are currently beng utlzed at the ste to reduce rsks assocated wth the potental for buldng components to drop/fall from the Buldng: Plywood constructon fence to restrct ste access Sdewalk closures and/or nstallaton of overhead protecton 24/7 securty guards on-ste (fre watch actvtes, general ste securty around the Buldng permeter, Buldng access) Survey of buldng exteror and selectve removal of spandrel glass n danger of fallng from buldng. The Contractor Emergency Coordnator (or other Contractor desgnee) wll be responsble for ensurng these protectve measures reman ntact and mplementng any correctve measures. SECTION 8 EAP INVESTIGATION AND REPORT The Contractor Emergency Coordnator n conjuncton wth the nvolved trade contractor shall commence an nvestgaton mmedately after stablzaton of the emergency. The Contractor standard protocols for accdent nvestgaton shall be followed. The detals of the nvestgaton procedures are contaned wthn the standard protocol. The Contractor wll cooperate and assst any agency also nvestgatng the ncdent. Wthn twenty-four (24) hours of the emergency a revew meetng wll be held. Ths revew meetng wll nclude an evaluaton of the emergency, response to the emergency acton and, f necessary, address the need to modfy any emergency acton protocols. The applcable trade contractors wll be requred to prepare a wrtten analyss of the emergency as well as provde recommended correctve measures. The Contractor Emergency Coordnator wll use ths nformaton to prepare the report whch shall be submtted to LMDC wthn forty-eght (48) hours of the revew meetng. The purpose of the Communty Notfcaton Plan Addendum to the 130 Lberty Street s to outlne the communty notfcaton protocol that the LMDC wll mplement n the event of an emergency ncdent at the 130 Lberty Street ste. Secton 1 Introducton On December 13, 2004 the Lower Manhattan Development Corporaton (LMDC) submtted for regulatory revew a Draft Phase I Deconstructon Plan ( Plan ) for the cleanng, abatement, and deconstructon of the buldng located at 130 Lberty Street. The (EAP) for Phase I actvtes s contaned n Secton 3 of the Plan. The EAP has been desgned to mtgate aganst and lessen the mpact of any emergency that mght occur durng the deconstructon process through proper plannng and the establshment of a sutable response structure. The EAP also desgnates the approprate personnel responsble for mplementng the EAP and dentfes emergency response personnel and agency representatves that need to be contacted n the event of an emergency. It s a requred document that s to be mplemented by all contractors and consultants and followed by any onste vstors workng on the deconstructon ste n the event of an ncdent. The LMDC receved numerous comments from the regulatory agences as well as the publc on the December 13 Draft Phase I Plan. Subsequently, on May 12, 2005 LMDC provded a revsed Draft Phase I Deconstructon Plan for the cleanng, abatement, and deconstructon of the 130 Lberty Street buldng for regulator revew. The May 12, 2005 revsed plan ncorporates comments that LMDC had receved. Secton 2 Purpose of Communty Notfcaton Plan Addendum In response to comments that the LMDC receved from the publc, the LMDC has developed a Communty Notfcaton Plan Addendum to the EAP. The Communty Notfcaton Plan Addendum ( Addendum ) s a supplement to the EAP and complements the protocols already establshed by the EAP. It outlnes the communty notfcaton protocol that the LMDC wll mplement n the event of an ncdent at the 130 Lberty ste durng cleanng and deconstructon actvtes. The Addendum defnes the roles and responsbltes of the LMDC and ther contractors, frst responder and regulatory agences, and the publc and addresses the necessary protocol for broader communty notfcaton concernng on-ste ncdents. The Addendum s a lvng document and wll be revsed and updated throughout the duraton of the 130 Lberty Street deconstructon project. The Addendum apples to all busnesses, resdents, regulatory agences, and vstors vstng the Lower Manhattan area, defned as the geographc area TBD. Secton 3 Roles and Responsbltes The followng paragraphs outlne the roles and responsbltes of the on-ste Contractor Emergency Coordnator, the LMDC, frst responders, regulatory agences, the local communty emergency response team (CERT), and the publc durng emergency events at the 130 Lberty Street ste. 3.1 Contractor Emergency Coordnator The Contractor s desgnated Emergency Coordnator has the overall responsblty for mplementng the EAP and wll ensure that all requrements mposed by the EAP are met. The Contractor Emergency Coordnator s the desgnated lason to the Frst Responder agences and wll mmedately notfy the desgnated LMDC representatve should an emergency event occur. 3.2 LMDC Desgnated LMDC representatves durng emergency response actons nclude the Drector of Constructon, Constructon Project Manager, and Senor Vce Presdent of Memoral, Cultural, and Cvc Development. Upon notfcaton of an emergency event by the Contractor Emergency Coordnator, the desgnated LMDC representatve wll contact, the LMDC Communty Lason to ntate the emergency communcatons process. Ms. Mllea wll mantan an open communty notfcaton and communcatons process by provdng nformaton as t becomes avalable to the surroundng communty. Ths wll be accomplshed va several mechansms, descrbed below n Secton 4.0. 3.4 Regulatory Agences The desgnated LMDC representatve wll notfy the regulatory agences of an ncdent occurrng at the 130 Lberty Street buldng (see the Emergency Response Communcatons flowchart n Appendx A of the Phase I Deconstructon Plan). These agences nclude U.S. Envronmental Protecton Agency, U.S. Occupatonal Health and Safety Admnstraton, New York State Department of Envronmental Conservaton, New York State Department of Labor, New York State Department of Health, New York Cty Department of Envronmental Protecton, and New York Cty Department of Buldngs. The regulatory agences wll coordnate ther necessary expertse regardng partcular ncdents to ensure that approprate protocols are followed and ncorporated n response to the ncdent. Regulatory agences wll defer to the frst response agences n the event of a large-scale ncdent and work wth the frst responders and LMDC on the protocol for the longer-term response and mtgaton. Because of the project ste s proxmty to resdental and busness areas n Lower Manhattan, the communty lvng and workng adjacent to 130 Lberty Street wll be contnuous observers of project actvtes. As a result, they wll become famlar wth day-to-day actvtes and the contractors conductng these actvtes. LMDC encourages neghborhood resdents and employees to report unfamlar actvtes or suspcous persons. The hotlne wll contan a pre-recorded message that provdes the status of actvtes currently occurrng. Follow-up messages wll be recorded as on-ste actvtes change or, n the case of an emergency event, once the stuaton has been mtgated and ncdent response complete. No lve voce wll be avalable to answer questons on ths hotlne number. 4.5 Meda Notfcaton Durng an emergency, LMDC wll provde regular emergency ncdent updates to newspapers and local rado statons and televson statons untl the ncdent has been safely mtgated. 4.6 Communty Flyers The LMDC wll provde notces, flyers, and/or posters to area resdental and commercal buldngs after an ncdent occurs. Durng emergency ncdents, flyers wll provde ncdent updates as well as LMDC contact nformaton. 4.7 Communty Brefngs Once the emergency event has come under safe control or has been mtgated, the LMDC wll hold nformal communty brefngs to provde a status of the ncdent, an overvew of response actvtes, and any addtonal steps by LMDC to further mtgate the stuaton or smlar future stuatons.
