Proposal Opening date is THURSDAY, NOVEMBER 8, 2012 at 2:00 p.m. in the Highlands County Purchasing Department located at 4320 George Boulevard, Sebring, FL 33875-5803. 6. Late proposals will not be accepted. The Board will not be responsible for late deliveries of proposals that are incorrectly addressed, delivered in person, by mail or any other type of delivery service. 7. Discussion of current recycling program a) Cardboard, newspaper, all fibers and plastic: Contract with SP Recycling b) E-waste; state contract: Creative Recycling Service c) Household hazardous waste: Contract with Clean Harbors d) Glass is sent to County Landfill e) Aluminum & steel: Quotes are requested from various vendors for each pick up 1

Discussion of Scope of Services in the RFP a) Construct and/or renovate and operate a Recyclables Transfer Facility at a designated facility within the County. b) Provide transfer, processing, and marketing of Program Recyclables generated by residential solid waste customers of the County and delivered to the designated facility and Non-Program Recyclables. c) Provide the option for municipalities of the County to receive transfer, processing, and marketing services for Recyclables under the terms and conditions as set forth in the Contract. d) Assume operation of the County s existing Household Hazardous Waste and Electronic Waste Programs unless otherwise identified as an alternate (Alternate 1). e) Collect, transfer, process, and market Recyclables from schools and government buildings operating drop-off sites for Recyclables. f) Assist the County in on-going education efforts to promote the County s recycling program and provide an annual stipend for the County to implement the public awareness program. g) As an alternate proposal, provide the single stream curbside collection of Recyclables from residential customers in the Unincorporated Area. Collection may occur once weekly (Alternate 2) or biweekly (Alternate 3). h) As an alternate proposal, provide innovative diversion solutions to help the County meet the State s recycling goal (Alternate 4). 9.
