The authorized official named on the grant application must sign this Statement of Grant Award and return it to the Task Force by April 29, 2004. The grantee will not receive any grant funds until this notice is executed and returned to the Task Force. The authorized official, financial officer, and program director, referred to below as grant officials, agree to the terms of the grant as written in the Request for Applications issued on August 25, 2003, including the rules and documents adopted by reference in the Task Force on Indigent Defense s Grant Rules in Title 1, Part 8, Chapter 173, Texas Administrative Code. The grant officials understand that a violation of any term of the grant may result in the Task Force placing a temporary hold on grant funds, permanently deobligating all or part of the grant funds, requiring reimbursement for funds already spent, or barring the organization from receiving future grants. Disbursement of funds is always subject to the availability of funds.

The grant officials agree to follow the grant terms contained in the Required Conditions and Report contained in Attachment A. Program Requirements Attachment A Required Conditions and Reports In addition to the program requirements stated in the Request for Applications (RFA) these specific program requirements apply to this funded program: - The county will develop a server based system where the source code and programming product are available to other counties upon request. The county may charge to recover costs associated with producing the copy. One full final version will be provided to the Task Force upon completion of this project. - Care will be taken to protect the integrity of the source code and product development paid for with these grant funds for at least one year beyond the project completion date. Updates will be provided to the Task Force. - The equipment purchased with these grant funds will be used for at least one year after the funding period for indigent defense purposes. Participation All courts of the county hearing criminal matters punishable by incarceration (constitutional county courts, statutory county courts and district courts) in Travis County must participate in the program. Activity The County will implement a program to improve the overall quality of service provided to indigent defendants through expedited attorney appointment, notification and client contact. Implement an Internet application system that enables defense attorneys to more quickly and easily access and respond to indigent appointments and provide client contact responses. Implement courthouse kiosk stations that provide defense attorneys with access to current indigent appointment, docket and cause information. Attorney Indigent Appointment Internet Interface o Assemble a panel of defense attorneys to provide input and feedback on application needs as well as to provide system testing o Produce and present a conceptual design for the Indigent Appointment Interface/Application System o Upon acceptance of the conceptual design, develop and internally test design components o Perform Criminal Courts user usability testing o Perform defense attorney user usability testing o Based on system testing, modify and retest system o Integrate appointment interface system with existing Travis County Indigent Defense Application and database system o Identify and develop desired system reports o Collect and configure attorney account information o Perform final user acceptance testing (Criminal Courts and defense attorney panel) o Upon final user acceptance and completion of final user training (Criminal Courts), implement and declare system in production Page 3 of 5 pages

o Publicize system availability through Travis County website, Travis County Bar Association and Travis County Criminal Defense Lawyers Association o Produce application documentation Attorney Indigent Appointment Internet Interface Application Equipment o Order, install and configure application server o Order, install and configure UPS remote management cards o Order, install and configure Pix Firewalls o Order, install and configure DMZ switch o Order, install and configure layer 4 Content Services switch o Test and audit security for finalized internet configuration Criminal Courts Courthouse Attorney Kiosks / Area Setup o Perform an assessment of necessary infrastructure improvements for the courthouse kiosks o Order and install necessary network and electrical cabling o Specify, order and install kiosk stations o Order, install and configure kiosk workstations o Order, install and configure kiosk shared network printer o Document and publish kiosk system usage information Project evaluation The county will report to the Task Force staff in numeric value or in documents the following information: Outputs The total number of defense attorneys utilizing the developed Attorney Indigent Appointment Internet Interface during the time period of operation. The total number of defense attorneys utilizing the provided courthouse kiosks during the time period of operation. List of equipment purchased by Travis County, including serial numbers and/or descriptions. Deliverables Attorney Indigent Appointment Internet Interface that provides defense attorneys o Secure Internet access to indigent appointment data, including defendant information, cause numbers, related charges, appointment date and court setting information. o The capability of providing client contact response information within the application, in place of responding by fax or in person o Automatic notification and warnings when they have failed to provide client contact information to Criminal Courts Administration within the designated time frame Four kiosks within the Travis County Criminal Justice Center (the Criminal Courts Courthouse) providing defense attorneys o Secure and convenient access to the developed Internet appointment interface system o Secure and convenient access to Travis County Criminal Courts docket information The software will capture efficiency of representation measures of time to disposition. The software will allow for capture of disclosed or evident information related to clients identified as mental health and foreign national status. Outcomes 33% of the defense attorneys on the rotation list to receive indigence appointments will utilize the Attorney Indigent Appointment Internet Interface during the time period it is available 33% of the defense attorneys on the rotation list to receive indigence appointments will utilize the courthouse kiosks during the time period they are available Page 4 of 5 pages
