About the Conference After formation as a new state in 2000, the state of Jharkhand has performed well on several fronts, both in economic and social spheres. The state is blessed with a bounty of natural resources and has immense potential for industrialization with its large deposits of minerals, amounting to 40 percent of total minerals of the country. With one-third of the area under forest cover, the state is rich in forest resources which contribute to procuring raw material for several economic activities in the rural areas through minor forest produce. The state has a wide network of rivers, with power plants and industrial bases. The Jharkhand economy grew at a compound annual growth rate (CAGR) of over 7 percent between 2004-05 and 2015-16 which has been higher than the national average. The growth in percapita income, both at current and constant prices, has also been higher in Jharkhand than in India. The performance of the state has also been commendable for the social sectors. The literacy rate in the state, though less than the all India average, has improved over a period of time and so have the health indicators. However, the State still faces several daunting challenges such as high incidence of poverty, disparities, low social and human development indicators, etc. About 76 percent of the population in Jharkhand still inhabits rural areas. It has the second highest poverty level in the country. The state s large tribal population lags behind in terms of education and other social indicators. There is a large employment deficit as well. The quality of employment among workers is very poor and a wide disparity exists in access to good employment among various groups and across rural and urban areas. Jharkhand has a huge challenge for achieving higher levels of development. Not only the levels of various indicators are low, but huge disparities and inequalities exist across social groups as well as between rural and urban areas. This Conference deliberates upon some of the critical challenges in this regard and contributes to the knowledge base on development issues of Jharkhand as well as provides inputs to the government in formulating appropriate policies. The thematic issues taken up for deliberations during the Conference are built around the core issues of inclusiveness and sustainability through the right mix of strategies and policies in the context of sustainable development in Jharkhand.
