Introduction People Assisting the Homeless (PATH) operates multiple homeless services programs within the City and County of San Diego, including Interim Shelter, Rapid Rehousing, case management and outreach programs, and services through PATH Connections Depot at Connections Housing Downtown. SDHC is requesting approval to sole-source the identified funds to PATH to operate Rapid Rehousing programs. PATH was one of only two providers originally awarded federal Emergency Solutions Grant funding for Rapid Rehousing. PATH has been operating their Rapid Rehousing program with ESG funds since 2014. In Fiscal Year 2018, PATH exceeded their goal for housing persons experiencing homelessness and has shown consistent focus on providing compassionate and quality services to the clients they serve. Slide #2

Overview With the combined total funding of $456,749 PATH will be able to permanently house 58 households with their Rapid Rehousing Programs in FY 2019. The $50,000 of Emergency Solutions Grant and $198,736 of Continuum of Care funds were previously approved in the FY 2019 budget and are available because the previous provider surrendered their participation in Rapid Rehousing. The $19,013 from the City of San Diego s Affordable Housing Fund was approved for Rapid Rehousing activities in the FY 2019 budget and is being allocated to PATH for that purpose. Funding will support a full-time Housing Specialist to assist participants to access housing opportunities. Slide #3

Fiscal Considerations Approving this action will authorize SDHC to expend: Continuum of Care (CoC) $198,736 Emergency Solutions Grant (ESG) $239,000 Affordable Housing Fund (AHF) $19,013 FY 2019 Total Budget $456,749 Slide #4

That the SDHC Board of Commissioners: Authorize an amendment to the current Rapid Rehousing agreement with PATH to increase their current FY 2019 Emergency Solutions Grant (ESG) by $50,000, bringing the full agreement amount to $239,000 for the term of July 1, 2018 to June 30, 2019. Authorize the execution of an agreement with PATH in the amount of $198,736 of Continuum of Care (CoC) funds for the term of September 15, 2018, to February 28, 2019, with an option for a four-month extension to June 30, 2019; and an additional one-year option to extend to June 30, 2020. Authorize the execution of an agreement with PATH in the amount of $19,013 of Affordable Housing Funds (AHF) to support a Housing Specialist position that will work exclusively with PATH s ESG and CoC funded Rapid Rehousing program. SDHC - PATH Rapid Rehousing Programs Staff Recommendations (Continued) Authorize the President & Chief Executive Officer (President & CEO), or designee: to execute all necessary documents and instruments to implement these approvals, in a form and format approved by General Counsel; and to substitute funding sources and/or increase compensation by not more than 20 percent of the total agreement amount for the proposed agreement, if necessary, without further action by the Board of Commissioners, but only if and to the extent that funds are determined to be available for such purposes.
