El Salvador: Tropical Storm Agatha DREF operation n MDRSV003 GLIDE n TC-2010-000105-SLV 26 November 2010 The International Federation of Red Cross and Red Crescent (IFRC) Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross Red Crescent response to emergencies. The DREF is a vital part of the International Federation s disaster response system and increases the ability of National Societies to respond to disasters. Summary: 89,185 Swiss francs was allocated from the IFRC s Disaster Relief Emergency Fund (DREF) to support the Salvadoran Red Cross Society (SRCS) in delivering assistance to some 250 families (1,250 people). The Tropical Storm Agatha produced heavy rains in El Salvador. Official figures reported 9 deaths, 2 people missing, 3 injured, 8,717 evacuees and 8,119 people taking refuge in 150 collective centres. The Salvadoran Red Cross Society focused on search and rescue activities, pre-hospital care, damage and needs assessments, and relief support. After an initial operation for addressing the needs of 250 families, the optimization of resources and joint ventures with other organizations allowed the SRCS to extend relief support to 425 families (2,125 people). Details of all donors can be found on: http://www.ifrc.org/what/disasters/responding/drs/tools/dref/donors.asp <click here for the final financial report, or here to view contact details> The situation During the 2010 Pacific Hurricane season, the Tropical Storm Agatha caused severe rains that lead to the overflowing of rivers over expansive areas in El Salvador. Roads, bridges and houses were severely damaged around the country and many communities were isolated. Most of the rainfall occurred in the volcanic ridge and in the departments of Ahuachapán, La Paz, Usulután, San Miguel, La Unión and Sonsonate. The highest levels of rain measured were 454mm and 416mm in Los Naranjos and Ataco, located in the departments of Sonsonate and Ahuachapán. The Salvadoran Civil Protection System issued a

2 state of red alert on 29 May, and on 30 May, the President declared a state of National Emergency. Red Cross and Red Crescent action In response to the emergency and in coordination with the National Civil Protection System, the SRCS mobilized more than 548 volunteers, who carried out assessments, search and rescue missions and provided emergency health care. After the assessment, the SRCS estimated that the National Society only had enough funds to cover the needs of 250 of the families assessed. Achievements against outcomes Damage and Need Assessments Outcome: Salvadoran Red Cross Society staff and volunteers, RIT and NIT members, will perform damage and needs assessments in the affected departments. Output: A plan of action will be developed to respond to the needs of the most vulnerable population affected by the tropical Storm Agatha. Activities planned - Conduct emergency damage and need assessments. - Develop a plan of action Impact: With volunteers from local branches involved in the assessments, and in coordination with local leader and municipal authorities, the SRCS aimed to provide assistance to 250 families in 14 communities in the departments of San Vicente, La Libertad, La Unión and La Paz. The identification of target families was carried out in coordination with local leaders and authorities. The information supplied was cross-checked by local SRCS volunteers and two appointed teams of the National Headquarters. Community leaders were involved not only in the assessment and family selection process, but also in the pre-distribution and distribution activities. The general assessment was later used to further identify the other 175 families, which were also from La Paz department. The communities identified had lost all their crops due to the floods and some of the families were fishermen unable to work due to weather restrictions. In addition, most of the beneficiaries were single-mother families were the father either lived or worked outside the community. Relief distributions (food and basic non-food items) Outcome: Assist 250 of the most affected families with essential relief items such as blankets, mosquito nets, hygiene and kitchen and food parcels. Outputs: 250 families will benefit from the provision of essential food and non-food items to help them recover from the effects of the emergency. Activities planned: - Identification of affected areas. - Develop beneficiary targeting strategy and registration system to deliver intended assistance. - Distribute relief supplies and control supply movements from point of dispatch to end-user. - Monitor and evaluate the relief activities and provide reporting on relief distributions. Impact: The overall outcome was met and surpassed as 425 families were able to restart daily activities and replace personal belongings lost due to the storm. The DREF support allowed the SRCS to purchase and distribute relief items including food, kitchen sets, hygiene sets, cleaning tools, baby, blankets, jerrycans and mosquito nets where required. The support provided through the DREF operation is in line with

SPHERE standards and the food parcels includes culturally accepted products for a family of 5 for a period of 30 days. The food parcels contents were as listed in the Plan of Action of the National Society (see table below). However, the SRCS included an extra polypropylene sack to divide the contents and facilitate transportation. Additionally, this DREF operation covered costs related to the effectiveness of this operation. Funds were used for distribution and transport of relief items, a digital camera, volunteers accommodation, incentives and meals, salary of a warehouse assistant from the National Society, maintenance and fuel for vehicles, 125 t-shirts, 50 caps, 75 stickers with logo, 4 banners and 12 flags for SRCS visibility during the emergency response. Finally, the operation was an opportunity for the National Society to review its standard procedures and performance. The SRCS and the Centre of Reference for Disaster Preparedness carried out two meetings which proposed the following lessons learnt and best practices of the operation: To have harmonized criteria for damage assessment and beneficiary targeting in all branches. To design an administrative procedures handbook. To design a field procedures handbook for volunteers. To have documentation with lessons learnt from the distribution activities.
