NOTICE TO THE APPLICANTS Bharat Petroleum Corporation Ltd. intends to enlist Vendors for Integrated Facility Management (IFM) Services for Delhi/ Noida/ Greater Noida Region. We are enclosing herewith Application Form for Enlistment along with documents/details required for enlistment, which is required to be filled in by you, complete in all respects and submitted to us. Party s application form duly filled in and containing all information & supporting documents should be submitted, in a sealed envelope clearly super scribing Enlistment of Vendors for Integrated Facility Management (IFM) Services at Delhi/ Noida/ Greater Noida Region to: Dy. 1.0 Pre-qualification criteria - Integrated Facility Management (IFM) Services M/s Bharat Petroleum Corporation Ltd. wishes to enlist well established reputed & professional vendors for providing Integrated Facility Management Services at Delhi, Noida & Greater Noida. The empanelment of vendors is subject to meeting the following criterions and submission of requisite documents :- 1. The Service Provider should have minimum 5 years of experience in providing similar services for Mechanised House Keeping / Gardening / Pantry Services / Maintenance of facilities of reputed office buildings / institutes / residential complexes of reputed Companies having built up area not less than 5,00,000 sq. ft. for more than one site. 2. The Service Provider should have executed at least one contract of two years duration or two contracts of one year duration for Mechanised House Keeping / Gardening / Pest Control / Maintenance of facilities and other related work as detailed in the scope of work in institutes / office buildings of reputed Companies having built up area not less than 5,00,000 sqft. in the last five years. 3. The Service Provider should have executed atleast one contract of total value of Rs. 4.00 Crores and more in the last two years. 4. Details of experience and past performance of the Service Provider and the collaborator (in case of collaboration) or of joint venture partner (in case of a joint venture), on works / jobs done of similar nature in the past and details of current work in hand and other contractual commitments, indicating areas and clients are to be submitted alongwith technocommercial bid, in support of the experience laid down in para (1) and (2) above. 5. In case the Service Provider is a consortium of companies, the leader of the consortium should satisfy the minimum experience requirement as per para (1) above. 6. Order from atleast three major clients for Integrated Facility Management System for Office Buildings / Institutes / Residential Complexes etc. 7. IFM Service Provider to provide Banker Statement or CA Statement 8. Submit copy of Valid PAN No., Valid Service Tax Registration, VAT/CST Registration, ESI & EPF Registration. Employees shall be paid as per Minimum Wages Act. 9. The Service Provider should have adequate number of trained / experienced skilled workforce / engineers from reputed Hospitality / Catering Institutes, Engineering Colleges, ITI Institutes in their establishment. Preference would be given to Service Providers who have their own training institutes / facilities. All employees of Service Provider to undergo police verification.

10. The Service Provider should submit proposed process for carrying out following mentioned jobs:- i) Mechanised House Keeping ii) Gardening iii) Pest Control iv) Maintenance of facilities e.g. electrical, plumbing, carpentary, maintenance of office equipments etc. and other works associated with the maintenance and upkeep of Office Complex / Residence Complex etc. The Service Provider should also provide details about manual and automatic activities carried out in above mentioned jobs. 11. The Service Provider should have a minimum annual turnover of Rs. 30 crores every year during the past three years and the same has to be supported by Audited Financial Statements:- i) Copy of Audited Balance Sheet for the Financial Year 2011-12, 2012-13 and 2013-14. ii) Copy of Audited Income and Expenditure Statement of last three years iii) Copy of Audited Profit and Loss Account of last three years iv) Copy of Audit Report of last three years 12. The Service Provider is required to enclose all Quality Accreditations for the proposed services to be rendered. 13. The Service Provider should have a valid Labour Licence and Licence for providing Pest Control Services and shall submit copy of the same. 14. The Service Provider should have branch in Delhi or NCR (National Capital Region). 15. It is mandatory for the Service Provider to provide their current Corporate Client List. This list should provide details of the Company, name of the contact person of the company and contact address / phone numbers. 16. BPCL officials may visit any of the Service Provider s facilities / locations, if necessary, to ascertain the criteria mentioned above. Service Providers shall have requisite permissions / permits / Licences from various Health Department / Other Related Govt. Departments etc. 17. Any application not meeting the requisite criteria or incomplete in any manner or late receipt is liable to be rejected. BPCL reserves the right to accept or reject any or all applications without assigning any reason. 18. The existing Vendors already empanelled in Northern Region for providing IFM Services also need to apply for necessary revalidation as per Company Norms. ****

1.0 Qualifying Criteria - Caretaking & Catering for Holiday Homes M/s Bharat Petroleum Corporation Ltd. wishes to enlist well established reputed & professional vendors for providing Caretaking & Catering Services in Northern Region. The empanelment of vendors for job value upto Rs. 50 Lacs is subject to meeting the following criterions and submission of requisite documents :- 1) The Vendor should have 5 years experience in providing Caretaking & Catering Services and have adequate trained manpower to execute the job. 2) The Vendor should have successfully completed either of the following jobs during the last 3 years :- i) 3 single jobs of providing Caretaking & Catering Services of a minimum value of Rs. 20 Lacs each OR ii) iii) 2 single jobs of providing Caretaking & Catering Services of a minimum value of Rs. 25 Lacs each OR 1 single job of providing Caretaking & Catering Services of a minimum value of Rs. 40 Lacs (Please attach documentary proof / certificate from the Client) 3) The Vendor should have minimum average annual turnover of Rs. 15 Lacs every year during the last 3 years and the same has to be supported by audited financial statements. 4) The Vendors shall have requisite permissions/ permits with all statutory requirements. 5) The Vendor should submit the following documents:- i) Bank Solvency Certificate for Rs. 5 Lacs ii) Copy of Valid PAN Card iii) Copy of VAT / CST / Service Tax Registration Certificate iv) Copy of Audited Balance Sheet for the Financial Year 2011-12, 2012-13 and 2013-14. v) Copy of PF & ESI Registration Certificate 6) The Vendor should submit their current Corporate Client list. This list should contain details of the Company, name of the contact person of the company and contact address/ telephone numbers.

7) BPCL officials may visit any of the Vendors facilities/ locations, if necessary, to ascertain the criteria mentioned above and capability of the vendor. 8) Preference will also be given to vendors empanelled in large Corporate / Govt. Agencies / PSUs etc. General Conditions : a) The registration / enlistment does not provide that an order / agreement for the services shall be placed without going through the tendering process. b) The enlistment would be valid for a maximum period of 3 years or when the same is reviewed/ revalidated by BPCL, whichever is earlier. On satisfactory performance and / or review of the credentials, the validity may be extended further. c) The Corporation reserves the right to suspend, de-register or blacklist the Vendor s name in case of failing to meet any of our requirements, unsatisfactory performance or circumstantial evidence against the vendor. d) Any application not meeting the requisite criteria or incomplete in any manner or late receipt is liable to be rejected. e) BPCL reserves the right to accept or reject any or all applications without assigning any reasons. f) The existing Vendors already empanelled in Northern Region for providing Caretaking & Catering Services also need to apply for necessary revalidation as per Company Norms. ****
