Purpse The Crpratin recgnise that under the Health and Safety at Wrk Act 1974 it has a legal duty t ensure, s far as it is reasnably practicable, the health, safety and welfare f its emplyees and that it has certain duties twards learners, the public and peple wh use the premises f the Cllege frm time t time, these duties being implicit in the abve Act. The Crpratin accept these duties and it will cntinue t be its plicy t prmte standards f health, safety and welfare that cmply fully with the terms and requirements f the abve Act, Regulatins made under that Act, and Apprved Cdes f Practice. 3. Scpe The Plicy will apply t all staff including part time, agency, students, members f public and thers wh use/visit the premises frm time t time in rder t prvide a safe and healthy wrking envirnment. 4. Prcedures The Crpratin will take all such steps as are reasnably practicable as stated belw t ensure the health, safety and welfare f all its emplyees and learners:

Regard legal cmpliance as the lwest acceptable standard f management with regard t health and safety. Regard health and safety as a cre management functin. Develp a clear structure which identifies health and safety respnsibility at all management levels acrss the Cllege. Prmte an attitude and culture f safe wrking by emplyees and students in all aspects f the Cllege s wrk. Encurage discussin and cmmunicatin between management, emplyees and students n safety, health and envirnment matters and establish a Health and Safety Cmmittee fr this purpse Maintain a safe and healthy learning envirnment and safe methds f peratin fr all emplyees, learners and visitrs t the Cllege, with adequate facilities and arrangements fr their welfare. Ensure the prvisin and maintenance f premises, plant and equipment t a safe level and in accrdance with statutry requirements. Ensure the prvisin f apprpriate resurces t meet health and safety issues. T bring t the attentin f all staff and students, their respnsibilities t ensure the health and safety f themselves and any ther persn wh might be affected by their actins r missins. Prvide all necessary infrmatin, instructin, training and supervisin, t ensure the health and safety f emplyees at wrk. Develp and implement a system f inspectin, mnitring and auditing prcedures which will allw the identificatin f risk and ensure that acceptable standards f risk management are being achieved acrss the Cllege. Review this Health and Safety Plicy annually Make specific arrangements n sites cntrlled by the Cllege t ensure that cntractrs are carrying ut their respnsibilities fr health, safety and envirnmental standards acceptable t the Crpratin. Ensure that Disclsure and Barring Service (DBS) safer recruitment plicy applies t all emplyees t prtect yung learners (less than 18 years) and vulnerable yung adults.

Ensure that written risk assessments are carried ut and dcumented by designated and cmpetent persn/s t ensure health and safety f its emplyees whilst at wrk. Emply/appint a cmpetent persn in rder t ensure cmpliance with health and safety legislatin and t act as an advisr t management and emplyees at all levels. 5. Statement f Respnsibilities The Organisatin sectin f the Plicy cntains the rles and respnsibilities f key staff. 6. Other Related Plicies & Cdes f Cnduct Envirnmental Plicy: The Crpratin will seek t prmte greater awareness f envirnmental issues and endeavur t reduce the damaging envirnmental impact f its business practices. The Cllege will pay full regard t the implicatins f the Envirnmental Prtectin Act and, in particular, its duty f care with regard t the special waste dispsal and implement special arrangements fr the dispsal f hazardus and clinical waste. SECTION B Organisatin

ORGANISATION (ROLES and RESPONSIBILITIES) 1. The Crpratin The Crpratin accept full respnsibility fr health and safety within the Cllege as detailed in the Plicy Statement. 2. Cllege Principal The Cllege Principal will be respnsible t the Crpratin fr achieving the bjectives f the Cllege Health and Safety Plicy, namely t; Ensure that Heads f Faculty, Heads f Cllege and all Managers knw and undertake their individual respnsibilities regarding health and safety management, and that the requirements f health and safety legislatin and Cllege plicy are met. Advise the Crpratin f the resurces required t cmply with statutry requirements and t make adequate arrangements t effect such requirements. Ensure adequate cnsultatins between management, specialist advisrs and emplyees representatives prir t the intrductin f any change which may affect the health, safety and welfare f emplyees. Ensure the establishment and maintenance f a suitable health and safety strategic plan t Eliminate accident ptential as far as is reasnably practicable Cnfrm t statutry duties and Clleges plicies and prcedures. Mnitr the effectiveness f the Plicy and apprise the Crpratin f the Cllege s safety perfrmance as apprpriate. 3. The Executive Team Under the directin f the Principal, are respnsible fr achieving the bjectives f the Health and Safety Plicy. As an integral part f their management respnsibilities they will: Receive regular mnitring and audit reprts n the suitability and effectiveness f health and safety management perfrmance in their area. Ensure adequate fllw-up prcedures are in place t address any departmental areas that fail t achieve as a minimum, a satisfactry level f health and safety management perfrmance as identified thrugh accident reprts and/r health and safety audits/inspectins.

Ensure that they and all persnnel fr whm they are respnsible knw and undertake their managerial respnsibilities regarding health and safety, and that all persnnel are adequately trained and cmpetent t discharge thse respnsibilities. Prmte the implementatin f the Cllege Health and Safety Plicy by establishing an adequate prgramme t: Ensure that risk assessments are cnducted and that adequate cntrl measures are intrduced and maintained. Cnfrm with statutry duties and the Cllege Health and Safety Plicy and prcedures t reprt ccupatinal ill-health issues/accidents/incidents, cmmunicate infrmatin and identify, reprt and eliminate hazards. Ensuring that staff fr whm they have a respnsibility fr, are cmmunicated t and understand the practical aspects f the Plicy and the varius legal requirements that apply t them within their areas f respnsibility. Ensure the health and safety arrangements are fully discussed, seeking specialist advice where necessary, with regard t: The current health and safety strategic plan. Planning new peratins r methds f wrk; and Designing r acquiring new plant r equipment. Arrange cnsultatins with emplyees and their representatives in the wrk place t ensure that prgressive and psitive methds are adpted t prmte health and safety and t give effect t arrangements fr the participatin f emplyee s representatives in the develpment f such measures. Identify and prvide such infrmatin, instructin, training and supervisin as may be necessary t ensure the health and safety f thse under their cntrl. Ensuring that where apprpriate they wuld be prvided with the time, resurces, training and the encuragement fr cmplying with the Plicy. 4. Directr f Finance The Directr f Finance is respnsible t the Principal n a delegated basis fr the general versight and develpment f the Health and Safety Plicy and the Health and Safety Strategic Plan, and fr ensuring c-rdinatin f such plicies and practices acrss the Cllege. The Directr f Finance has respnsibility fr ensuring that the arrangements t manage health and safety in accrdance with Cllege plicy are effective. 5. Heads f Cllege. The Heads f Cllege are respnsible fr achieving the bjectives f the Health and Safety Plicy. As an integral part f their management respnsibilities they will;

Gain assurances frm the Directr f Estates, in rder t satisfy themselves that buildings, fixed plant and equipment are, s far as is reasnably practicable, maintained in a safe cnditin. Ensure that persnnel, t whm they have a respnsibility fr, undertake their individual respnsibilities regarding health and safety, and that the requirements f health and safety legislatin and Cllege plicy are met. Actively mnitr health and safety perfrmance in Cllege site(s) under their cntrl thrugh the receipt f audit/inspectin reprts and accident/incident/illhealth reprts. Gain assurances frm the relevant Head f Faculty that adequate fllw-up prcedures are in place t address any areas that fail t achieve as a minimum, a satisfactry level f health and safety management perfrmance as identified thrugh accident reprts and/r health and safety audits/inspectins. Ensure that Cllege plicy is implemented and adhered as far as is reasnably practicable fr activities taking place n Cllege sites under their direct cntrl. Act, and discharge the respnsibilities f the Respnsible Persn fr day-tday fire safety management at Cllege sites under their cntrl. Ensure that fire drills take place at their respective Cllege sites at least twice per year and that any issues arising frm these drills are attended t as sn as is practicable. 6. Heads f Faculty Under the directin f their respective Executive team member, are respnsible fr achieving the bjectives f the Health and Safety Plicy. As an integral part f their management respnsibilities they will: Ensure that departments within their area f respnsibility have suitable and sufficient arrangements in place t meet all statutry health and safety requirements. Ensure that persnnel t whm they have a respnsibility fr, undertake their individual respnsibilities regarding health and safety, and that the requirements f health and safety legislatin and Cllege plicy are met. Ensure that departments within their area f respnsibility have adequate arrangements in place fr the rutine service and maintenance f wrk equipment and that adequate and dcumented safe system f wrk fr such equipment is in place. Ensure that adequate arrangements are in place, s far as is reasnably practicable, fr the safety and absence f risks t health in cnnectin with the use, handling, strage and transprt r articles and substances hazardus t health. Actively mnitr health and safety perfrmance in Faculty areas under their cntrl thrugh audit/inspectin reprts, accident/incident/ill-health reprts.

Directrs/Departmental Managers Under the directin f their respective Head f Faculty r Executive Team Leader Directrs/Departmental Managers, are respnsible fr achieving the bjectives f the Health and Safety Plicy. As an integral part f their management respnsibilities they will: Ensure that departments within their area f respnsibility have suitable and sufficient arrangements in place t meet all statutry requirements. Ensure that persnnel t whm they have a respnsibility fr, undertake their individual respnsibilities regarding health and safety, and that the requirements f health and safety legislatin and Cllege plicy are met. Ensure the prvisin and maintenance f plant and systems f wrk that are, as far as is reasnably practicable, safe and withut risks t health. Ensure that adequate arrangements are in place, s far as is reasnably practicable, fr the safety and absence f risks t health in cnnectin with the use, handling, strage and transprt r articles and substances hazardus t health. Actively mnitr health and safety perfrmance in areas under their cntrl thrugh audit/inspectin reprts, accident/incident/ill-health reprts.

Fully c-perate with staff and Health and Safety Unin Representatives. 8. Health, Safety and Envirnment Manager The Health, Safety and Envirnment Manager has a central c-rdinating rle in relatin t health and safety matters and acts as an advisr t the Cllege n health, safety and envirnmental strategy and the requirements and interpretatin f relevant legislatin. The Health, Safety and Envirnmental Manager will: Act as the nminated cmpetent persn n behalf f the Cllege as required under the Management f Health and Safety at Wrk Regulatins 1999. Develp a health and safety strategic plan fr the Cllege and implement an annual actin plan t deliver these strategic aims. Ensure the effectiveness f the Cllege health, safety and envirnmental management systems and arrangements thrugh planned audits/inspectins. Advise all levels f management n health, safety and envirnmental issues.

Ensure that the Health and Safety Plicy is kept up t date in the light f changing wrking practices, activities and legislatin. Develping and frmulating health and safety prcedures where necessary. Interpret and disseminate all relevant health and safety infrmatin t the Cllege via the nrmal management cmmunicatin structure. Establishing a system fr the reprting f, and the subsequent investigatin f, all accidents, incidents, near-misses and dangerus ccurrences. Reprt accidents, diseases and dangerus ccurrences t the Health and Safety Executive as required under the Reprting f Injuries, Diseases and Dangerus Occurrences Regulatins 2013. Maintain a register f sufficient specialist staff that have particular health and safety respnsibilities within the Cllege, e.g. first aiders. Ensure such staffs are adequately trained and cmpetent t carry ut such duties. Investigating any health & safety cmplaints frm Envirnment Health Officers, the Health and Safety Executive, emplyees, students and members f the public. Respnding t the requirements f the Cllege Insurers in cnnectin with persnal injuries claims. Present t the Health and Safety Cmmittee and t the Bard f Gvernrs, an annual reprt n the status f the Cllege health, safety and envirnmental management systems and prcedures. Ensure that fire drills are carried ut at least twice per year and t mnitr the effectiveness f the fire emergency evacuatin arrangements. 9. Directr f Estates The Directr f Estates has a vital rle f ensuring that the Cllege Estate alng with certain plant, fixtures and fittings is maintained in a safe cnditin and will als be respnsible fr: Arranging and mnitring rutine maintenance/service and repair f all buildings, equipment, machinery and systems t ensure health and safety. Ensuring the integrity f the fire safety systems and firefighting equipment by establishing and arranging prcedures fr servicing/repairs by a cmpetent cntractr. Ensuring that apprpriate regular fire safety checks e.g. fire alarm and emergency lighting tests etc. are carried ut and recrded at the prescribed intervals.

Implementing the Cnstructin, Design and Management Regulatins 2007 as apprpriate and ensuring the cmpetency f cntractrs emplyed t carry ut any building prjects, maintenance and repair jbs as apprpriate. Planning, c-rdinating, cntrlling and mnitring the activities f all cntractrs accrding t the cllege s Cntractr s Health and Safety Plicy, methd statement, etc. at the tender stages. Ensuring the cmpetency f cntractrs emplyed t carry ut maintenance jbs. Ensuring that the Envirnmental Plicy standards set ut in the Health and Safety Plicy are adhered t and the duty f care with regard t special waste dispsal etc. is cmplied with accrding t the Envirnmental Prtectin Act. Ensuring that systems fr testing fixed installatins and prtable appliances testing are implemented and tested at the prescribed intervals. 10. Radilgical Prtectin Officer The Radilgical Prtectin Officer prvides advice n all aspects f radilgical prtectin in the Cllege, with particular reference t the statutry requirements relating t the Inising Radiatin Regulatins 1999, tgether with ther varius Cdes f Practice. The Radilgical Prtectin Officer will c-rdinate arrangements fr the safe rdering, strage, handling, use, transprting and dispsal f radiactive substances. The Radilgical Prtectin Officer will act as a link t the cntracted services f the Radilgical Prtectin Advisr and will reprt any cncerns t the Health, Safety and Envirnment Manager. 11. Fire Safety Officer The Cllege Fire Safety Officer will prvide prfessinal fire safety advice as needed t staff and students acrss the Cllege, ther duties will include; The Fire Safety Officer will act as the Cmpetent Persn under the Regulatry Refrm (Fire Safety) Order 2005. The develpment and implementatin f a prgramme f fire risk assessments as required under the RRFSO. The prvisin f advice t the Cllege cncerning apprpriate standards fr fire precautins in buildings and the develpment and maintenance f effective fire preventin strategies. The develpment f cmpliance and cntrl strategies as required by the relevant statutry prvisins. Mnitring the Cllege s fire safety arrangements and making recmmendatins as necessary.

Technicians: Technicians are respnsible fr: Ensuring that suitable and sufficient risk assessments are carried ut fr all wrk activities and that adequate cntrl measures are intrduced and maintained. Carrying ut regular departmental health and safety inspectins, and frwarding reprts t their relevant line manager and the Health, Safety and Envirnment Manager. Attending relevant health and safety meetings and training sessins. Familiarising themselves with, and acting in accrdance t, the Cllege Health and Safety Plicy and lcal health and safety arrangements. Ensuring that adequate arrangements are in place, s far as is reasnably practicable, fr the safety and absence f risks t health in cnnectin with the use, handling, strage and transprt r articles and substances hazardus t health. Cmplying with their individual respnsibilities fr health and safety under health and safety legislatin and Cllege plicy. 14. Emplyees The Health and Safety at Wrk etc Act 1974 states that EVERYONE has a respnsibility fr health and safety. It is imprtant that everyne appreciates and recgnises the extent f their individual respnsibilities, namely that they; Shall make themselves familiar, and cmply with, the Health and Safety Plicy and all related prcedures, in particular t any plicy/prcedure which directly affects their wn wrk activities. Shall accept individual respnsibility: T take all reasnable care fr the health and safety f themselves and f any ther persn wh might be affected by their actins r missins. T c-perate with the Cllege s far as is necessary t enable it t cmply with its legal duties. T undertake as required, all health and safety training which is deemed necessary by their line manager t secure the health, safety and welfare f their emplyees r anyne else affected by their actins at wrk.

Shall at all times make full use f apprpriate persnal prtective clthing and apprpriate safety equipment and devices prvided. Familiarise themselves with the lcatin f first aiders, lcal health and safety arrangements with regard t prcesses/materials, emergency prcedure, nearest fire exits and assembly pints. Reprt any hazards and all accidents, near misses, incidents and damage t their immediate line manager and participate in near-miss reprting arrangements. Shall nt intentinally r recklessly, interfere with r misuse anything prvided by the Cllege in the interests f health, safety and welfare. Health and Safety Representatives Health and Safety Representatives will be respnsible t all members they represent fr: Investigating cmplaints by any members f staff they represent relating t health, safety r welfare at wrk. Making representatin t Cllege management n general matters affecting the health, safety r welfare at wrk f members f staff at the Cllege. Carrying ut inspectins f the wrkplace prvided they have given the Cllege reasnable ntice. Attending meetings f the Health and Safety Cmmittee in capacity f a safety representative. Representing the emplyees he/she was appinted t represent in cnsultatin with HSE inspectrs and any ther enfrcing agency. 16. All Students All students: Shall at all times, whilst they are n Cllege premises r taking part in Cllege activities, fllw the Health and Safety Plicy and cmply with any health and safety instructins given t them. Shall nt, withut the cnsent f the member f staff in charge f the area r activity, intrduce any equipment fr use n Cllege premises, alter any fixed installatin, alter r remve health and safety ntices r equipment, r therwise take any actin which may create hazards fr persns using the premises r emplyees f the Cllege.

Shall at all times, whilst they are n Cllege premises, cmply with all fire, safety and security prcedures as detailed in the Health and Safety Plicy. Shall nt intentinally r recklessly, interfere with r misuse anything prvided by the Cllege in the interests f health, safety and welfare. Shall cmply with all instructins, written r ral, given t ensure persnal safety and the safety f thers. Shall use prtective r specialist clthing as required and shall use all safety equipment available. 17. The Health and Safety Cmmittee The Health and Safety Cmmittee will: Act as a cnsultative frum fr the cnsideratin and discussin f draft health, safety and envirnmental plicies and prcedures. Act n behalf f, and advise the Executive Team n matters f health safety and envirnmental plicy, structure and cmmunicatins; and t recmmend any actin necessary t ensure the health and safety f staff, students and members f the public (including cntractrs and visitrs t the Cllege) Keep under review the Cllege s legal bligatins with regard t health, safety and envirnmental statutry requirements thrugh regular mnitring, and bring t the attentin f the Executive team, areas where statutry cmpliance is nt being met. T receive reprts n health and safety audits, accident statistics, cmmunicatins with enfrcing authrities and frm ther relevant grups, and t make recmmendatins t the Executive team f any crrective actins required. T receive updates n changes t legislatin and t review and assist in the develpment f plicies and prcedures t enable the Cllege t meet all f its statutry requirements. Arrangements Health and Safety Leadership Strng leadership n health and safety will be prvided by the Crprate Management Bard, the Principal f the Cllege, the Executive Team, Heads f Cllege, Heads f Faculty and the Health and Safety Cmmittee t establish a visin f successful health and safety management. This leadership and visin will generate clarity abut health and safety strategy, management bjectives, health and safety rles and respnsibilities and fster prfessinal relatinships. Health and Safety Culture A psitive health and safety culture based n penness and hnesty in which decisins are based n the principles f sensible risk management, lessns are learnt frm mistakes and accuntability is clear. Health and Safety Systems and Prcesses Health and safety systems and prcesses must supprt accuntability and will include risk management and perfrmance management infrmatin and health and safety inspectins, audits and mnitring. These systems and prcesses must be rbust, prduce reliable infrmatin that is reprted t the Executive team t enable infrmed decisins t be made and t achieve bjectives. Setting Health and Safety Objectives The Executive team will review prgress f health and safety bjectives at their regular meetings t determine if the Cllege s health and safety bjectives and actin plan are being achieved and if necessary ensure that the utstanding issues are being priritised and addressed via a risk based apprach. The Health, Safety and Envirnment Manager will prvide prfessinal advice guidance and supprt tgether with audit and mnitring reprts t supprt the Executive team in these assessments. The Executive team will require Heads f Faculty t submit prgress reprts n the achievements and utcmes f their respective health and safety actin plans. The Executive team will use these reprts tgether with thse f internal audit and inspectins by the Health and Safety team t assess hw the Cllege as a whle is prgressing against its health and safety actin plans and general bligatins. Crprate Mnitring f Faculty Areas The Health, Safety and Envirnmental Manager will measure the health and safety perfrmance f individual faculty areas via planned audits and inspectins, mnitring f accident reprts and cmpletin f planned training. Assessment f perfrmance will be against the criteria set in the health and safety audit plan and the Cllege s health and safety plicy, prcedures and guidance. The results will be reprted t peridically t the Executive Team and Health and Safety Cmmittee wh will cnsider and act n the findings.

Prvisin f an effective Jint Cnsultative Prcess A health and safety cmmittee will be established and maintained and will meet nce every half term t discuss all matters relating t the management f health and safety within the Cllege. The cmpsitin f the cmmittee will be such as t ensure an adequate representatin between management and staff representatives with particular emphasis n representatin frm managers and staff in high risk wrk areas. Establishing Adequate Health and Safety Cmmunicatin Channels In additin t the Cllege s established health and safety cmmittee structure, cmmunicatin channels fr the exchange f health and safety knwledge and infrmatin already exist thrugh the day-t-day supervisry channels. These channels may need t be frmalised by managers/supervisrs and regularly evaluated by the health and safety team. They include, fr example: line supervisin safe systems f wrk/risk assessments health and safety discussin grups management teams 'n the jb' health and safety training issuing and exchange f health and safety prcedures At departmental level the results f the risk assessment prcess are key elements f the cmmunicatin prcess. On-site safety systems rely extensively n the exchange f infrmatin. It is essential that lcal risk assessments are undertaken t ensure that prcedures and systems are crrectly dcumented, legible and readily available. Althugh it is primarily the respnsibility f Directrs and Departmental Managers t initiate such infrmatin, the value f bttm up feedback is imprtant. Staff must always have pprtunity and be encuraged t cntribute t this prcess withut fear f penalty Measurement f Health and Safety Perfrmance In rder t substantiate that health and safety standards are actually being achieved, it is necessary t measure perfrmance against pre-determined plans and bjectives. Any areas where the standards are nt being met will require remedial actin. The types f systems that will be used t measure health and safety perfrmance include: Active mnitring systems: That measure health and safety perfrmance n a rutine basis; audit and inspectins Reactive mnitring systems: Identify where health and safety standards are nt being met, by mnitring fr failures in the systems - such as accidents, cases f ill health (wrk-related sickness), damage t prperty, etc. Auditing Auditing in simple terms is the structural prcess f cllecting infrmatin n the efficiency, effectiveness and reliability f the ttal health and safety management system and drawing up plans fr any crrective actin. Reviewing Perfrmance The Crpratin as a whle understands the imprtance f making judgments abut the adequacy f its health and safety perfrmance and making decisins abut the nature and timing f the actins required t reslve any deficiencies. Feeding infrmatin n bth success and failure back int the system is an essential element in mtivating and stimulating emplyees t maintain and imprve health and safety perfrmance. Reviewing health and safety shuld be a cntinuus prcess undertaken at different levels within the City Cuncil.
