Encroachment Condition Module (ECM) Using GIS to Measure the Impacts of Encroachment on Training & Testing for the US Army Lisa Greenfeld US Army Environmental Command 410-436-2245 Lisa Greenfeld/ SFIM-AEC-TSS / 410-436-2245 / DSN 584-2245 / lisa.greenfeld@us.army.mil 1 of 24 140700MAY2007

Objectives Overview Goals and objectives Methodology Process The installation s role Results Future Plans Lisa Greenfeld/ SFIM-AEC-TSS / 410-436-2245 / DSN 584-2245 / lisa.greenfeld@us.army.mil 2 of 24 140700MAY2007

What Does Encroachment Look Like? Does this effectively show how training/testing is impacted? Using the right data and GIS, it can! Installation missions are being impacted by encroachment Representing & quantifying data is complicated The pieces equal more than the whole (overlaps) There is a temporal component (time of day/year) There are standard & nonstandard encroachment factors Often times shocking! What is the current intended training/testing use of the land? What is the future training/testing intent of the land? Lisa Greenfeld/ SFIM-AEC-TSS / 410-436-2245 / DSN 584-2245 / lisa.greenfeld@us.army.mil 3 of 24 140700MAY2007

ECM Drivers Support the SRP tenet of information excellence with a non-subjective, centralized, GIS based approach Report to Encroachment issues to Congress (320 Report) Installation Training Capacity throughput measurement (ARRM) Range Complex Master Plan (RCMP) ISR-NI Lisa Greenfeld/ SFIM-AEC-TSS / 410-436-2245 / DSN 584-2245 / lisa.greenfeld@us.army.mil 4 of 24 140700MAY2007

ECM Requirements Quantitative evaluation of encroachment Comparable across installations Flexible enough to accept installation specific situations Assess actual measurable impact to training/testing At installation and range level Lisa Greenfeld/ SFIM-AEC-TSS / 410-436-2245 / DSN 584-2245 / lisa.greenfeld@us.army.mil 5 of 24 140700MAY2007

ECM Terminology ECM Factor The spatial component of ECM The causes of training restrictions Restriction Restriction = Constraint = Impact = Management Decision Can be regulatory or as a result of management practices Restricted Area The area where training is limited due to an ECM factor Operational Area From Operational Range Inventory (ORIS) Days Restricted Sum of partial and whole days a restriction is in effect Lisa Greenfeld/ SFIM-AEC-TSS / 410-436-2245 / DSN 584-2245 / lisa.greenfeld@us.army.mil 6 of 24 140700MAY2007

What ECM Will Capture Encroachment Factors (GIS) 1. T&E Species 2. Critical Habitat 3. Cultural Resource Sites 4. Wetlands 5. Air Quality Regulations 6. FAA Regulations 7. Noise restrictions 8. Other Encroachment Factor Training Restriction(s) Acres Restricted (From GIS) Time Period Restriction Applied Notes T&E Species (Bald Eagle) Heavy Maneuver Aviation Training 3 Nesting Buffers 25 Acres Each Jun 15 Aug 31 All Day (24 Hours) Due to nesting Bald Eagles certain training is restricted during nesting season. Aviation training is not authorized below 1500 ft. AGL. Wetlands Heavy Maneuver Wheeled Vehicle Digging Bivouac All Wetlands ~1250 Acres All Year (365 Days) All Day (24 Hours) All vehicle traffic must use existing roads within wetland areas. Bivouacs and digging is not authorized in wetlands without prior approval from environmental and range control. This is an installation enacted policy and can be lifted to accommodate training requirements.
