2013 CONFERENCE TOPICS (Does not include all topics) Basic Gang Investigations: An Old and New Perspective This presentation will explore the basic fundamentals of gang recognition (signs, symbols, etc.), behavior of associated members and potential techniques in dealing with the common culture existing in today s society. The target audience for this class is law enforcement of?icials new to gang investigations as well as the experienced of?icer wanting a refresher course. Make Your Case Strategies for Working with Gang Members Whether you are an of-icer investigating gang crime or a youth service professional providing case management services, your approach with a gang member can help or hinder your case. This session will provide techniques for safe, effective methods of establishing rapport and handling interactions. Statement Analysis Investigating Deception By using someone s own words, Statement Analysis Investigating Deception (SAID) will help you detect deception in any verbal or written communication. SAID is a process for turning the raw information in a statement into usable intelligence. SAID helps you determine whether the subject is concealing information, providing false information, omitting information and other important factors indicative of truthful or deceptive statements. Gangsta Rap Music InHluences on Gangs The evolution of gansta rap and how it has in?luenced past and present street gang culture will be discussed. 83 rd Legislative Session Update An overview of recent legislative changes and new laws passed by the 83rd Texas Legislative Session will be provided. Select laws of importance and relevance to those responsible for the investigation, supervision detention and/or prosecution of gangs and/or gang members will be reviewed. Security Threat Group Update An update on recent trends and activities by Security Threat Groups (prison gangs) in Texas will be provided. The history, rank structure, basis for operation, identi?iers, etc. will be discussed. Tangos and their recent activities and trends will also be addressed. Chicago s 2013 Street Gangs: How they Are Affecting Texas Gangs Status and trends of Chicago's criminal street gangs and how these trends may be affecting Texas gangs will be demonstrated. Combining lecture, discussion and video analysis, attendees will become familiar with gang structure, criminal endeavors, and nexus to violence such as street murders and shootings. Also, new threats to law enforcement officers' safety will be discussed. Are you a Gang Expert? Preparing for the Courtroom This presentation will cover the aspects of a gang expert that is required for courtroom testimony. Discussion will include experience derived from working gang investigations, providing gang presentations and trainings and the requirements to be acknowledged as a gang expert in a court of law. Police Ethics: Cop/Biker Relationships The relationships between law enforcement and motorcycle clubs and officers that have crossed the line will be examined. Similarities between the outlaw motorcycle clubs and law enforcement clubs will also be discussed. A case study involving a detective who got into his biker role and crossed the line murdering two of his task force members will also be presented. Law Enforcement OfHicers Killed or Assaulted in the Line of Duty (LEOKA) The purpose of this training is to assist law enforcement managers, trainers and personnel in the identi?ication of training issues to prevent deaths and/or serious injuries of law enforcement personnel. This training provides information on the history and policy relating to the LEOKA program. In- depth analyses of two studies which were concluded in 1992 and 1997, and resulted in the publications Killed in the Line of Duty and In the Line of Fire will be reviewed. The objectives of these studies were to identify elements in certain situations which led to the ultimate felonious deaths and serious injuries of police of?icers. Demographic and [3]
