About the service The service is part of the national provider group SACRO (Safeguarding Communities, Reducing Reoffending). The service was previously registered as SACRO West and is now responsible solely for those individuals who are subject to intensive support packages across Scotland. SACRO National Intensive Support Package is an offender service. The service supports offenders who are at high risk of reoffending. SACRO's overarching aim is to reduce conflict and offending and make communities safer. SACRO's vision is for a safer Scotland where the wellbeing of people within the local communities is supported, where conflict is resolved constructively and where offending and its consequences are dealt with effectively and appropriately. What people told us Following our inspection visit we spoke with three service users by telephone. Service users were generally positive about the support they received from SACRO NISP. One person commented that they were not entirely happy with the staff initially however they discussed this matter with the team leader and the issues were resolved. Service users we spoke with made the following comments: 'Staff are helpful. I've no problem with them. I see staff regularly for several hours a week. Staff go shopping with me. I get the same staff regularly and they are polite'. 'The contact was gradually reduced... The staff are treating me fairly. I'm happy with the staff who come now. Sometimes we sit and talk sometimes we go out for a walk. They are really good people and they treat me really good'. 'I've had great support. My keyworker's been a great help to me and other staff are of a similar ilk. My keyworker's helped me put my home back together. He's helped me shop for things I needed for my house. Staff are very helpful. I've got no concerns. Staff are very respectful... They give me good advice. They answer my queries. It's a good vibe. I've got a lot of praise for my keyworker'. Self assessment The service was not asked to submit a self-assessment prior to this inspection visit. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 5 - Very Good not assessed not assessed 5 - Very Good What the service does well We found that support within SACRO NISP was provided by a staff group who were knowledgeable and professional. Staff were fully aware of the need to both support and contribute to rehabilitating individual page 2 of 6
offenders whilst managing risks to protect the public. Practice within the service was thorough and staff paid attention to detail. There was a detailed referral process in place. At the referral stage consideration was given to the manageability of risks. An in depth assessment process was used to inform the nature of support provided and to match appropriate staff to each particular individual. Detailed progress reports were compiled on an ongoing basis and sent to relevant professionals within partner agencies. Professionals we spoke with from external agencies told us there was effective, prompt and regular communication from SACRO NISP staff. This information sharing helped to ensure that partner agencies were kept informed of ongoing work with individuals. Service users were given assistance to manage their behaviour and to establish independent safe, stable lifestyles in the community. To safeguard service users the service carried naloxone (an opiate blocker which when administered in the event of overdose can be life saving). The majority of staff had been trained in the administration of naloxone. The service had recently implemented criminal justice outcomes star, a tool for support planning and risk assessment. This tool facilitated monitoring of progress. Detailed risk assessments and risk management plans were in place for each individual. We found that the staff worked closely with partner agencies to ensure support and risk management was closely matched to each individual depending on assessed need. This partnership work included out of hours contact with police and social work, if required. Within the project there was close managerial oversight of the support and risk management being provided. Staff we spoke with told us that they received regular supervision, they felt supported in their role and that they enjoyed their work. Staff were invited to briefing sessions, as necessary, to ensure they were kept informed of any developments or requirements in relation to performing within their role. Debriefing sessions were also held following any significant incidents to ensure ongoing learning and to support staff. Staff members were each given individual alarms which were fitted with satellite devices which could locate the wearer. This helped to safeguard the safety of individual staff members. Staff received safe crises management training on an annual basis. The staff group brought a range of relevant experience, education and training to their role. We found that the service made use of a staff training database which held comprehensive records of each individual staff member's training record. Alerts were routinely emailed to individual staff members to inform them when they required to undertake any refresher training. Staff told us that they were encouraged and supported to access training and professional development opportunities relevant to their role. Staff were able to access additional training via the service's online training facility. Staff within the service were supported by SACRO's training department. The service has co-operated with the Care Inspectorate within their regulatory role. We found that there was a commitment to continuous improvement within the service which was supported by the wider SACRO organisation. The service had access to SACRO's policy framework and to their performance management framework. SACRO NISP had received recognition within the national SACRO provider group. We saw that the service had recently received a SACRO trophy, 'The effective partnership award'. What the service could do better The service planned to access trauma training for staff to help them support individuals who receive support via intensive support packages. page 3 of 6
The service was planning to undertake further work to explore and develop the range of strategies to support young people in particular. There are plans to give consideration to the nature of the environment in which young people receive support. This development work will also include the provision of training to staff in working with a younger client group. Staff within SACRO NISP were working in collaboration with SACRO's national learning co-ordinator to address this training programme. The service should continue rolling out naloxone training to the remaining staff who have not yet received this training. The service should build on their service evaluation systems to capture and demonstrate different measures of success.
