Introduction to the action plan I. An action plan and budget of ARADO in 2013-2014 were developed after the study of the requirements of the administrative development in the Arab World in the framework of ARADO perseverance for the development of its roles and focused activities according to its general strategies which were ratified by its Ministerial Councils, and according to the resolution of the Executive Council in its meeting (81) held in Cairo on 27-30 /11/2005 for the ratification of ARADO self-funding starting from 20008-2009 budget. Due to its compliance with the strategic axes of ARADO and its work methods, this plan serves the following goals: 1- Supporting the economic integration and cooperation in the framework of the common Arab action through the promotion of institutional, administrative and organizational capacities for serving the free trade zone and trade outlets. 2- Supporting the capacities, methodologies, plans and programs of the administrative reform and development in the Arab countries to contribute to the improvement of the government performance and enhancement of the economic reform and development performance. 3- Supporting the capacities of the organizations and institutions of administrative development and administrative education in the Arab countries. 4- Supporting the capacities of the economic, developmental and legal administration in the Arab countries for the comprehensive development.

5- Contributing to supporting the competitiveness of the Arab private sector facilities as a promotion tool for the comprehensive development efforts. II. The action plan 2013-2014 includes some basic programs. Each program includes carefully oriented innovative projects and activities to serve, in balanced manner, each recipient party of the Organization s services according to the actual needs of each party as follows: 1- Institutions of the Arab economic cooperation and integration; serving the free trade zone and outlets in the framework of the common Arab action. 2- Ministries of civil service, administrative development and administrative reform. 3- Authorities of economic and legal administration and the development governing strategic centers. 4- Administrative development and training institutions and institutes. 5- Education and administrative qualification institutions. 6- Institutions of the private sector and independent organizations. 7- Civil society institutions. III. In the framework of the development of its administrative development and promotion related goals, the plan focused on the realization of: A) Supporting the Arab common action through the provision of the activities oriented for serving the free Arab trade and the major development projects in the Arab region like:

Forum of the impact of the information technology and social entrepreneurship on sustainable development in the Arab countries. Forum of food and medicine- challenges and ambitions in the Arab countries. Conference of the development problem in the Arab Nation and its relation to the Arab Spring. Seminar of the environmental legislations between the requirements of tourist development and maintenance of environment. B) Development of new trends and directions for the top managements of civil service and officials and specialists of administrative development through conferences, seminars, meetings, workshops and meetings of the successful administrative practices. C) Developing the administrative training tools addressed to serve the administrative development experts by updating of the data bases of addresses, experts, legislations and famous businessmen and politicians and others in the Arab World and enhancement of the training programs, as well as the comprehensive training process through the provision of various training programs as well as the annual training and expeditions meeting. D) Development of the information systems and adoption of the digital library project - Forum of the impact of information technology and communications on the realization of the strategies of the competitive advantage- workshop of the successful regional experiments in the field of information security, geographical information systems, and training on networks, software and databases. E) Improvement and updating of the institutional and organizational aspects, administrative, economic, legal and social organizations, the

strategic centers, arbitration centers, and development programs in the Arab World. Provision of thematic programs like Annul Conference of Hospital Management - Seminar of the development of the administrative performance by application of total quality conceptsworkshop of the flexible organization towards the buildup of unique organizational structures- workshop of methods of productivity measurement and improvement and cost reduction strategies. F) Provision of interaction methods between the leaderships of civil service and experts of administrative development, administrative education for the exchange of expertise, development of cooperation through the proposed conferences, forums, seminars and meetings of the top officials in the administrative reform and administrative development institutes. IV. This step is an incarnation of a new concept in the organisation s performance in terms of the number of the proposed activities; their contents and significance which shall be necessarily tackled. The contemporary concepts and new methods which are characterizing the administration as a science and practice shall be adopted. It is quite apparent that most of the plan s activities are innovative such as Workshop of awareness raising and its effect on the consumer s protection - Seminar of Energy Economies in the Arab World - Workshop of the development of innovative industries in the Arab World and Workshop of Balanced Performance as the Basis of Planning and Monitoring.

Third: Round Table Forum 2013

Round Table Forum 17-19 June, 2013 Round table forum is deemed a professional meeting primarily oriented toward servicing the top leaderships in the state at the level of (minister- minister of state- deputy ministercompetent minister- first under-secretary- under-secretary-general manager). This forum aims at addressing administrative issues by experts from and outside the Arab World and the experienced and skillful international organizations, for discussing these issues and presenting solutions for them derived from their practical experiences.
