What will be different for the DB requirement? - When an advertisement is published that is 100% state funded there will be a note at the top of the advertisement that states: This agreement is Non-Federally funded. Any reference to DBE goals in this advertisement is not applicable. - The Prime firm should provide written notification to DBs, at least 5 calendar days before the SOI due date, to allow the DBs to respond to the solicitation.
What will be different for the DB requirement? - Any first ranked firm that will self-perform 100% of its agreement is required to submit a letter with a statement that they will be performing all work themselves with no subs by 3:00 P.M. prevailing local time within 7 calendar days after the selected firm is approved by Central Office (CO) in ECMS.
What will be different for the DB requirement? - Any first ranked firm that will not self-perform 100% of its agreement is required to demonstrate its good faith efforts to solicit sub consultants that are DBs by 3:00 P.M. prevailing local time within 7 calendar days after the selected firm is approved by CO in ECMS.
What will be different for the DB requirement? - Submit paper documentation by email to minorityparticipation@pa.gov or by fax to (717) 705-1504. - This should include all DBs that were solicited along with documentation of who was selected or why a DB sub was not selected.
GFE DOCUMENTATION TIPS Include third-party certifications for DBs not listed in ECMS Include services to be performed by sub consultants Include reasons for not selecting DBs Include phone logs, emails, etc. that demonstrate attempts to solicit DBs and that demonstrate follow-up solicitation attempts for non-responsive DBs
GFE DOCUMENTATION TIPS (continued) In order to expedite the agreement process, please email the resource account minorityparticipation@pa.govwhen completion of all submissions is prior to the 7 day requirement.
When our office has reviewed and approved the GFE documentation an email will be sent to the District and the selected firm to confirm approval. One last note If a final ranked firm declares they will self perform all work and then at some point during the agreement needed to add a sub consultant, the Prime will be required to provide GFE documentation for that work.
Central Office will be maintaining records and will be reporting GFE participation efforts.
