AS-NEEDED EXECUTIVE ARCHITECTS FOR INFRASTRUCTURE PROJECTS UC SAN DIEGO HEALTH SYSTEM - HILLCREST UNIVERSITY OF CALIFORNIA, SAN DIEGO OFFICES OF CAPITAL PROGRAM MANAGEMENT Proposals due June 5, 2018 Issue date May 11, 2018

I. INTRODUCTION The University of California, San Diego (UCSD) and the offices of Capital Program Management (CPM) request written responses to this Request for Qualifications (RFQ) for the selection of As- Needed Executive Architects. Under the direction of the CPM Project Managers the Executive Architects will assist, on an asneeded basis, with capital improvement projects and associated work related to infrastructure upgrades and improvements for UCSD Medical facilities. Projects will be located at UCSD Medical Center Hillcrest. The UCSD medical campus is located in the Hillcrest neighborhood near downtown San Diego. II. PROJECT DESCRIPTIONS The potential projects will range in size and complexity depending on the infrastructure upgrade or improvement needed. The project construction budgets are estimated to be between $500,000 -$4,000,000 for infrastructure upgrade projects and between $500,000-$6,000,000 for improvement projects at CCCI 6470. Projects will be subject to the campus/university academic and administrative approval process. Projects will be under the jurisdiction of OSHPD, UCSD Design and Development Services and the UCSD Fire Marshal. UCSD s current and proposed projects include the following: Infrastructure upgrades will including but not limited to replacement or repairs to HVAC, electrical, plumbing, medical gas and low voltage systems related to the delivery of vital functions of the medical facility. Improvement projects include repairs or replacement of building components such as roofing, exterior enclosure, access roads, irrigation, landscaping, signage and interior space renovations related to the vital functions of the medical facility. III. SCOPE OF SERVICES The Executive Architects will be responsible for, but not limited to, the following services: Project program confirmation and basic architectural/ engineering services, including field investigation, schematic design, design development, construction documents, cost estimates, scheduling, agency review through OSHPD, the bid/award process, and construction contract administration services. After the Architect is selected, fees will be negotiated based upon a more specific or defined scope and the executive design professional services fee guidelines. Services are intended to begin in 2018. Time will be of the essence for each project. The Executive Architects and the consultant team will be expected to have the resources to UNIVERSITY OF CALIFORNIA, SAN DIEGO Page 2

commit to an accelerated schedule. IV. JOINT VENTURES/ASSOCIATIONS The University seeks to contract with one executive design professional entity and will not entertain contracting with a Joint Venture or Associations for this project. V. PROJECT DELIVERY METHOD Project delivery methods for anticipated projects are to be Design/Bid/Build or CMGC. VI. CONSULTANTS The University is selecting Executive Architects only. All sub-consultants, such as, but not limited to, acoustical, lighting, mechanical, electrical, plumbing, landscape, structural, civil, etc., will later be selected in collaboration with the selected Executive Architect firm on a project by project basis. VII. SELECTION CRITERIA The University of California, San Diego requests the following submittal material for use in the selection of a professional design firm to perform the Scope of Services described in Section III. For each comparable project example depicted, please note the responsible lead designer. Qualifications should include examples of comparable design work accomplished by the proposed lead designer for this specific project. Work accomplished by the lead designer while in the employ of other firms should be clearly noted. A. Demonstrated experience (minimum 10 years) and excellence in the planning, design and construction administration of medical facilities under OSHPD jurisdiction including evaluating an existing facility for infrastructure deficiencies and system life span. The evaluation may include ADA upgrades to existing systems and building accommodations. B. Demonstrated success with cost target based design on comparable infrastructure projects. C. Proven capabilities for providing creative design solutions via a collaborative process. Firms are asked to submit appropriate graphic material supporting design creativity and excellence on projects. D. Demonstrated experience with assessing existing building conditions and systems, recommending and prioritizing renovations or infrastructure projects to meet UNIVERSITY OF CALIFORNIA, SAN DIEGO Page 3

restrictive budgets and schedules in order to minimize changes during construction. E. Demonstrated experience in meeting challenging schedules during both design and construction phases within an existing medical facility. Identify the project delivery method which was used on each project. F. Proven technical, scheduling and cost management capabilities. List software platforms used for current and future compatibility. (e.g. Revit/P6/Prolog, etc.) G. Demonstrated experience in the use of Building Information Modeling (BIM) in the design and documentation of facilities, where the BIM model is used for coordination of Architecture with MEP and Structural. H. Qualified Principals and Project Team Members, including a clear definition of the primary responsibility of each. I. Demonstrated ability to prepare an outline of the basic work plan to accomplish the work. J. Definition and track record of Outreach Program to local small and disadvantaged sub-consultant businesses. (S/D/W/M/DVBE, see Section X) K. Ability to provide Professional Liability Insurance in the amount of $2,000,000 Each Occurrence and $4,000,000 per Project Aggregate. VIII. SELECTION PROCESS AND CONTRACT REQUIREMENTS A. SELECTION PROCESS UCSD will consider the selection of three (3) or more responding firms based on Section VII. It is anticipated that the projects will be evenly rotated between selected firms. B. CONTRACT REQUIREMENTS All Executive Architect services shall be in accordance with the standard University Contracting procedures, which have been approved by the Office of General Counsel. The selected Executive Architects will perform work under an Executive Design Professional Agreement (EDPA) with the University, with authorizations for specific project assignments thereafter. The term of the Agreement will be two (2) years with an option to extend on an annual basis to a maximum of three (3) additional years. UNIVERSITY OF CALIFORNIA, SAN DIEGO Page 4

IX. STATEMENT OF UNDERSTANDING All Short-listed firms will be required to sign a Statement of Understanding. By signing the document it is acknowledged that a draft copy of the standard Executive Design Professional Agreement (EDPA) and Non-Disclosure Agreement (NDA) has been read, and with reservation of rights, the terms and conditions are generally agreed upon. Additionally, notwithstanding this is a qualification based selection process, it is understood that fees for basic services are expected to fall within the Executive Design Professional Services Fee Guideline which will be provided to all shortlisted firms. X. PROCEDURES FOR SUBMISSION Architectural firms wishing to be considered must comply with the following submission requirements: A. FORMAT One electronic copy on CD or flash drive, in pdf format, should be submitted, with any graphic images, spreadsheets or pages larger than 8.5 x 11 submitted in landscape view. No paper copies or emailed submittals will be accepted. B. REQUIRED RESPONSE ITEMS The RFQ submittal shall contain the following response items: LETTER OF INTEREST Provide a letter that expresses the respondent s interest to serve as an as-needed Executive Architect, and also describes the respondent s perceived leadership and design strengths in light of the qualifications criteria. RESPONDENT S QUALIFICATIONS The respondent is to complete and submit Standard Forms 330, University of California Consultant Experience Form (Attachment A), and a University Statement of Qualifications (SOQ) form (Attachment B). RESPONSE TO SELECTION CRITERIA Describe how and to what extent, the respondent firm satisfies, or intends to satisfy, each of the selection criteria in Section VII. The narrative should explain the respondents understanding of the approach to work with the University, and how work will be undertaken. RESUMES UNIVERSITY OF CALIFORNIA, SAN DIEGO Page 5

Submit key resumes (e.g.: Project Manager, Designer/Space Planner, Project Principal/Architect). Include all relevant experience with similar projects, and indicate the role or duties performed on each project. REFERENCES Provide references for the designated qualified individual(s) within the company from Owners, Consultants, and Contractors (3 total maximum). Also provide references for the company. References can be listed on the Statement of Qualifications Form, Attachment B, STANDARD BILLING RATE SHEET Provide an itemized rate schedule that identifies hourly rates and expenses, including any proposed cost-plus charges on sub-consultant work. Rates are good for at least one year. Inflation/Cost of Living adjustments will be considered at renewal date each year. Proposals are due no later than 4:00 p.m., TUESDAY, JUNE 5, 2018.
