An integrated force needs to be designed integrated not just integrated after the fact. INTEGRATION LEVEL The Joint Approach Study The drivers for this move towards joint include the need for greater efficiency, the desire for finer control INTEGRATED... ever increasing FORCE DESIGN range of missions... My view the driver is that an Integrated Force will possess a superior warfighting capability in the extended battlespace and will result in lower operational risk Integrated Force Design is not just a process, it is about the warfighting outcome Integrated... What Force is the Design integrated Concept force Demonstrator narrative in Defence? 2016 2030

Bottom up innovation drives a top-down design A 5th Gen CONOPS Approach? Future Requirements / Concepts Acquisition / Contracting / sustainment models to support a Defence - Industry partnering approach?? Future CONOPS in a wider range of scenarios?? Where to next? - DIIP Extract Substantial investments are proposed to strengthen our platforms, command, control, communications, computing and intelligence (C4I) systems, sensors and advanced weapons. Defence will develop systems, sensors and networks to deliver effective air and space situational awareness around Australia and in deployed locations. A new, more sophisticated (C4I) system will also be required to be able to fuse information from multiple sources. This will enable coordination of forces and more timely operational response, including an ability to support the more comprehensive situational awareness required for capabilities such as integrated air and missile defence. The ADF s enhanced integrated air and missile defence C4I architecture will have the flexibility for further enhancement to handle more complex threats that may emerge in future.

How can Defence and Industry+ work together as partners in the force design process? IAMD CONOPS Williams Foundation intends to run a Force Integration Study, focussed on the IAMD Program as an exemplar, to explore a new partnership model / method with Industry+ and Defence to address: Capability Guidance and Design Acquisition and Contracting models Capability Implementation in a 5 th Gen capability Environment Study not constrained by 4 th Gen thinking / contracting model Progress report at Williams Foundation Seminar in March 2017 The March 2017 seminar theme will be Integrated Force Design Intent to contribute to Integrated Force Design thinking and to try to help break the spiral of stagnation in a shared design process. Williams Foundation March 2017 Seminar Integrated Force Design The hypotheses the seminar will explore could include: If we don t design the integrated force we are committed to after-market integration We can t build and operate an integrated force using business models developed for acquiring stand-alone, stove-piped capabilities. If we over-complicate the design process we will stall our efforts and get the same results we have had over the past 20 years stove-piped capabilities. Design is about more than just platforms and systems it is about how we design, acquire, operate and sustain an integrated force in a more complex interconnected global context. We have to change... and operate as an integrated team if the Strategic Centre fails in this arena, we all fail and incur unnecessary operational risk in future operations... It is about the combat outcomes we must achieve.
