1 RAZPISI, objavljeni v tujini 1.1 Program Erasmus+: Razpis za zbiranje predlogov 2017 EAC/A03/2016 Evropska komisija Status: aktiven Datum objave: 20.10.2016 Rok prijave: - glej spodaj http://eur-lex.europa.eu/legal-content/sl/txt/pdf/?uri=celex:c2016/386/09&from=en Evropska komisija je 20. oktobra objavila razpis za zbiranje predlogov za izvajanje programa za izobraževanje, usposabljanje, mladino in šport Erasmus+ za leto 2017. V prihodnjem letu bo na voljo 2 157,1 milijona EUR, kar je 13 % več sredstev kot leta 2016. Ta razpis za zbiranje predlogov se nanaša na naslednje ukrepe programa Erasmus+: Ključni ukrep 1 Mobilnost posameznikov na področju mladine (rok prijave: 4. oktober 2017) Strateška partnerstva na področju mladine (rok prijave: 4. oktober 2017) Ključni ukrep 3 Srečanje mladih z oblikovalci mladinskih politik (roki prijave: 4. oktober 2017) Skupni proračun za ta razpis za zbiranje predlogov je ocenjen na 2.157,1 milijona EUR, in sicer: izobraževanje in usposabljanje 1.905,4 milijona EUR; mladina - 209,1 milijona EUR; Jean Monnet - 10,8 milijona EUR; šport - 31,8 milijona EUR Za financiranje v okviru programa Erasmus+ se lahko prijavi kateri koli javni ali zasebni subjekt, ki je dejaven na področju izobraževanja, usposabljanja, mladine in športa. Poleg tega lahko skupine mladih, ki so dejavni v mladinskem delu, ne pa nujno v okviru mladinske organizacije, zaprosijo za financiranje za učno mobilnost mladih in mladinskih delavcev ter za strateška partnerstva na področju mladine. Naslednje države Programa lahko v celoti sodelujejo v vseh ukrepih programa Erasmus+: 28 držav članic Evropske unije, države Efte/EGP: Islandija, Lihtenštajn in Norveška, države kandidatke EU: Turčija in nekdanja jugoslovanska republika Makedonija. Poleg tega so nekateri ukrepi programa Erasmus+ na voljo tudi organizacijam iz partnerskih držav. Za nadaljnje podrobnosti o načinih sodelovanja glej Vodnik za prijavitelje Erasmus+. 1.2 RAZPIS ZA ZBIRANJE PREDLOGOV EACEA 09/2017 Pobuda Prostovoljci EU za humanitarno pomoč: tehnična pomoč za organizacije pošiljateljice Gradnja zmogljivosti organizacij gostiteljic za humanitarno pomoč EACEA Status: aktiven Datum objave: 3.3.2017 Rok prijave: - 3.7.2017 do 12. ure (do opoldneva po bruseljskem času) http://eur-lex.europa.eu/legalcontent/sl/txt/?uri=uriserv:oj.c_.2017.067.01.0012.01.slv&toc=oj:c:2017:067:toc Cilj tega razpisa je krepitev zmogljivosti organizacij pošiljateljic in organizacij gostiteljic, ki nameravajo sodelovati pri pobudi Prostovoljci EU za humanitarno pomoč, ter zagotovitev upoštevanja standardov in postopkov v zvezi s kandidati za prostovoljce in prostovoljci EU za humanitarno pomoč, da se predloži vloga za certificiranje, ki se zahteva za napotitev prostovoljcev EU za humanitarno pomoč. Evropska komisija pričakuje, da bo s tem razpisom dosegla naslednje rezultate: gradnja zmogljivosti približno 110 organizacij pošiljateljic in organizacij gostiteljic na področjih, kot so: obvladovanje tveganja nesreč, pripravljenost in odzivanje na nesreče, vzpostavljanje povezave med ukrepi pomoči, obnove in razvoja, krepitev lokalnega prostovoljstva v tretjih državah, gradnja zmogljivosti za izvedbo certificiranja, vključno z upravno zmogljivostjo, gradnja zmogljivost zgodnjega opozarjanja lokalnih skupnosti. 7.607.000 EUR. Najvišji znesek nepovratnih sredstev bo znašal 700.000 EUR. Posamezni znesek nepovratnih sredstev bo znašal med 100.000 in 700.000 EUR. Agencija predvideva financiranje 22 predlogov. Predloge za dejavnosti tehnične pomoči in gradnje zmogljivosti lahko predložijo: nevladne nepridobitne organizacije, ki so bile ustanovljene v skladu z zakonodajo države članice in ki imajo sedež v Uniji, ali osebe javnega civilnega prava, za katere velja zakonodaja države članice, ali Mednarodna federacija nacionalnih društev Rdečega križa in Rdečega polmeseca. Na razpisu lahko sodelujejo samo pravne osebe s sedežem v eni od naslednjih upravičenih držav: države članice Evropske unije: Avstrija, Belgija, Bolgarija, Ciper, Češka republika, Danska, Estonija, Finska, Francija, Grčija, Hrvaška, Irska, Italija, Latvija, Litva, Luksemburg, Madžarska, Malta, Nemčija, Nizozemska, Poljska, Portugalska, Romunija, Slovaška, Slovenija, Španija, Švedska, Združeno kraljestvo. 1.3 The Interreg Europe programme- third call for proposals Interreg Europe, European Regional Development Fund (ERDF) Status: aktiven Datum objave: 1.3.2017 Rok prijave: - The call is open from 1.3.2017 until 30.6.2017 at 12:00 p.m. (midday) CEST (Paris time) http://www.interregeurope.eu/apply/ Projects must focus on one of these topics: Research and innovation SME competitiveness Low-carbon economy Environment and resource efficiency The total ERDF budget after the first two calls for proposal (approximately EUR 145 million) of the Interreg Europe programme is made available for the third call for proposals. Under the Interreg Europe programme, the eligible project activities are co-financed by the ERDF at a rate of either 75% or 85% depending on the legal status of the project partner. Partners from Norway and Switzerland are not eligible to receive ERDF but can receive cofinancing from their respective national funds. The following organisations are eligible to receive ERDF or Norwegian funding. Public authorities, Public law bodies (bodies governed by public law), Private non-profit bodies. Private non-profit bodies cannot take on the role of lead partner. Further details on eligible project partners and legal status can be found in section 4.4.2 of the programme manual. In compliance with Article 12 (2) of the ETC regulation (EC) No 1299/2013, projects have to involve partners from at least three countries, of which at least two partners must be from EU Member States and financed by the Interreg Europe programme. 1.4 Alpine Space Programme 2014 2020: 3rd call for project proposals Interreg Alpine Space Status: aktiven Datum objave: 18.4.2017 Rok prijave: - 28.6.2017 do 14. ure http://www.alpine-space.eu/project-application/project-submission/open-calls-for-projectproposals http://www.si.alpine-space.eu/ Objavljen je tretji razpis v okviru programa transnacionalnega sodelovanja Območje Alp v programskem obdobju 2014-2020. Program podpira projekte transnacionalnega sodelovanja, ki spodbujajo prostorski razvoj in teritorialno kohezijo območja. Tokratni razpis je osredotočen na prioritete od 1 do 4. Prioriteta 1: Inovativna družba 1.1. Izboljšanje okvirnih pogojev za inovativnost 1.2. Krepitev zmogljivosti na področju storitev splošnega pomena Prioriteta 2: Nizkoogljična družba 2.1. Vzpostavitev transnacionalnih in integralnih nizko-ogljičnih politik in ukrepov 2.2. Povečanje opcij za nizko-ogljično mobilnost in transport Prioriteta 3: Življenjski prostor 3.1. Trajnostna raba naravne in kulturne dediščine 3.2. Varovanje, razvoj in ekološka povezanost alpskih ekosistemov Prioriteta 4: Dobro upravljanje 4.1. Razširitev večnivojskega in transnacionalnega upravljanja na območju 27 mio EUR do 1,7 Mio EUR. Proiriteta 4 do max. 1 Mio EUR. Prevladujoči upravičenci programa Območje Alp so: pravne osebe javnega prava, pravne osebe pod javnim nadzorom, zasebne institucije, organizacije, združenja. Specifični pogoji sodelovanja za ta razpis so opredeljeni v razpisni dokumentaciji. 1.5 Supporting the promotion and development of transnational thematic tourism products linked to cultural and creative industries European Commision COSME program Status: aktiven Datum objave: 26.4.2017 Rok prijave: - 29.6.2017 17:00:00 Time Zone: (Brussels time) http://ec.europa.eu/research/participants/portal/desktop/en/opportunities/cosme/calls/costourcci-2017-3-03.html#c,topics=callidentifier/t/cos-tourcci-2017-3-03/1/1/1/defaultgroup&callstatus/t/forthcoming/1/1/0/default-group&callstatus/t/open/1/1/0/defaultgroup&callstatus/t/closed/1/1/0/default-group&+identifier/desc This call for proposals aims at co-funding projects developing and promoting transnational tourism products related specifically to the Cultural and Creative Industries (CCI) subsector 'cultural heritage'. A UNESCO cultural site/s must be the focal point around which the transnational product is built. A particular focus is also being placed on using CCIs-related technologies in promoting these tourism products and enhancing visitor's experience. General objectives of this call for proposals are to: Support growth and job creation in tourism and CCIs; Stimulate competitiveness of the tourism industry, innovation, diversification and valorisation of European tourism offer; Develop and enhance synergies between tourism and CCIs; Create a favourable framework to SME s cooperation; Foster transnational cooperation of all actors along the tourism value chain; Facilitate long-term European public-private partnerships. The specific objectives of this call for proposals are to: Strengthen transnational cooperation with regard to European cultural heritage and tourism; Raise awareness of European cultural heritage and increase its value, attractiveness and its potential for the development of the tourism sector; Encourage the development and diversification of the supply of tourism products and services by enhanced promotion of transnational thematic tourism products related to cultural heritage; Strengthen cross-border cooperation and the management skills of public or private bodies in charge of developing and promoting transnational thematic tourism products related to cultural heritage; Better market uptake and visibility of attractive European transnational tourism products focused on European cultural heritage; Enhance the competitiveness of the European tourism product through the use of CCIrelated technologies; Create solid public-private partnerships and ensure cross-fertilisation of knowledge and experience between the participating destinations/organisations. 1.500.000 EUR The maximum grant per project will be 300.000 EUR. EASME expects to fund 5 to 7 proposals. The grant is limited to a maximum reimbursement rate of 75% of eligible costs. Only applications from legal entities established in the following countries are eligible: EU Member States; countries participating in the COSME programme pursuant to Article 6 of the COSME VEDOMA_NepovrSredstva_Aktualno_8junij2017_EUsto.doc 7/19

Regulation The consortium must gather a minimum of 5 and a maximum of 8 members/partners - different legal entities - covering at least 4 eligible countries. The consortium must be composed of at least: a. one managing authority of a UNESCO cultural site included in the World Heritage list; b. one SME Small and Medium Sized enterprise - acting in the tourism or the CCIs subsector cultural heritage; and c. one national or regional or local public authority. Affiliated entities, i.e. legal entities having a legal or capital link with applicants, which is neither limited to the action nor established for the sole purpose of its implementation, may take part in the action as applicants (one of the 5-8 members/partners ) in order to declare eligible costs. All projects and activities supported by the Fund shall follow the principles of good governance; they shall be participatory and inclusive, accountable, transparent, responsive, effective and efficient. This call for transnational projects addressing youth unemployment has three principal support areas: a) Innovation and exploration b) Transfer of know-how and good practice c) Analysis and research 60.6 million EUR The amount of grant assistance applied for within a project shall not be less than 1 million EUR. There is no maximum grant amount per project. The project consortium is required to provide project co-financing. The grant cannot constitute more than 85% of the total eligible costs of the project. In case of project partners with the status of non-governmental organisations, in-kind contribution in the form of voluntary work may constitute up to 50% of the co-financing required for the project. The projects supported must be transnational in nature. A transnational project is a project involving multiple partners situated in different countries. A Project Proposal has to be in line with the CEI Plan of Action 2014 2016 (extended to 2017 and valid for project proposals submitted in 2017). As outlined in the Plan of Action, the CEI is supporting the implementation of EU macroregional strategies within its territory. The CEI is also supporting its Member States targeted by the Eastern Partnership (EAP) to bring them closer to the EU as well as the SEE 2020 Strategy. Proposals reflecting those objectives are welcome. The Know how Exchange Programme focuses on areas of intervention where CEI EU countries have demonstrated strong rooted experience, and where beneficiary states have shown the strongest need for assistance. Project Proposals are required to address at least one of the KEP Priorities (see Annex I). Proposals also have to show an economic rationale, cover investment aspects, economic transition, capacity building, or the business environment, in areas related to general development and European economic integration. Overambitious objectives, not directly linked to activities of the project or impossible to post evaluate, are likely to be poorly scored. 200.000 EUR Any grant awarded under this Call for Proposals shall not exceed fifty per cent (50%) of the total cost of a given project, and the maximum grant amount allocated to a single project cannot exceed forty thousand euro (40.000 EUR). The value of in-kind contributions cannot exceed 25 per cent (25%) of the total project cost; therefore the applicant can match in-kind contributions and cash to ensure adequate co-financing to the project (other than the CEI Grant). The overall objective of the call is to support new or aspiring European entrepreneurs in the crucial phase of establishing, running and growing their business by working together with an experienced entrepreneur from a country outside the European Union. More specifically, the USA (max. 2 U. S. states), Israel and one third country in Asia selected from Singapore, Taiwan and South Korea. New entrepreneurs should be able to develop their entrepreneurial skills, international outlook and competitiveness. The purpose of this call is to select one organisation/consortium which will recruit host entrepreneurs from the USA (max. 2 U.S. states), Israel and a third country in Asia and manage their successful exchanges with at least 120 new entrepreneurs from the European Union. 750.000 EUR 90% of total eligible costs with 100% of third party financing and 80% of all other cost items. More particularly, it aims at catalysing smaller risk-capital investments of below 500.000 EUR that otherwise would not happen. The grant is aimed at financial intermediaries that undertake long term risk capital investments in ticket sizes of less than 500.000 EUR in the form of equity, quasi-equity, or hybrid financing (see annex II for a glossary) to social enterprises in the EaSI Participating Countries7. It will serve to lower the transaction costs for these small investment tickets and thus help overcome a market failure in the social enterprise finance market. Activities related to the preparation, conclusion and follow-up of long term risk capital investments into social enterprises may be funded under this call for proposals. This may include activities such as: travelling to meet (potential) investees; screening and processing investment applications; preparing legal documents, potentially with a lawyers' advice; carrying out the due diligence, including assessing (potential) impact; providing investment readiness, scaling readiness or business restructuring support; bringing in co-investors; managing the investments and monitoring social impact. 3 mio EUR The EU grant requested should indicatively be between 300.000 and 1 million EUR.
