Rising Demands The rising demands on healthcare systems and associated costs require a much more efficient and transparent means of recording, transmitting and accessing reliable clinical information in order to manage and deliver high quality care to patients, and populations. 2

Realising Benefits NIB Standards Roadmap National standards for the clinical structure and content of transfer of care information will: facilitate shared care, enable interoperability between locations and contexts, and yield comparable data to support the management and monitoring of services NIB Standards Roadmap 3

National Information Board Personalised Health and Care 2020 The NIB will support key standards that help clinicians ensure that patients are safely transferred between episodes of care. Personalised Health and Care 2020 4

National Information Board Personalised Health and Care 2020 The NIB proposes the adoption of the Academy of Medical Royal Colleges publication Standards for the clinical structure and content of patient records, with a requirement that all organisations and clinical systems should implement the standards Personalised Health and Care 2020 5

NHS England Board Statement Confirm our intention to use all available commissioning levers in 2015/16 to help secure comprehensive adoption of digital standards by the publicly funded NHS and care sector. Bringing it to Market We realise: Local Trusts and care providers are your customers and that we have to persuade them and their commissioners to purchase systems which include Transfer of Care support. That the various market sectors have different levers and incentives 21

Regulatory Pressures intention to use all available commissioning levers in 2015/16 to help secure comprehensive adoption of digital standards The NHS England Board The 2015/16 NHS Standard Contract states that acute providers must send discharge summaries electronically by October 2015 and strongly recommends the use of professionally agreed standard headings. GP Systems of Choice contract undergoing amendment to require primary care systems to receive Interoperability ToolKit (ITK) Transfer of Care electronic messages. 22

Message Delivery over SPINE Technical Architects have published ITK specifications supporting message delivery over the SPINE Transactional Messaging Service (TMS) Interoperability Toolkit - TMS Transport 23
