Meeting Called to Order: 12:30 A.M. A. Present: Fred Croscut - Chairman Dave Spann District Field Manager Allen Peterson Vice Chair Debra Kelley Secretary/Asst.Treas. Minutes of the Previous Meeting: MOTION by Peterson seconded by Gould to approve the minutes of the October meeting. III. Treasurer's Report: MOTION by Gould seconded by Peterson to accept the Treasurer's report and pay current bills. A. The following bills were approved for payment: SEE ATTACHED IV. Correspondence: A. Thank you to David Wilson from JCC for his help with the 39 th Annual College Career Night held at JCC. V. Reports: A. Other Agencies 1. NYS Soil & Water Committee Victor DiGiacomo - See Attached 2. Dave McCoy We are working on closing out the 2015 contracts and compiling the 2016 contracts. We have been working on getting a contract for Round 11 WQIP for work on Dutch Hollow Creek. This has been very challenging for the Planning Dept. as well as Soil & Water. The announcements for Round 12 WQIP is expected on Thursday. The Planning Dept. and SWCD submitted 5 applications jointly and the SWCD also did 4 more on their own. Dredging projects for Dunkirk and Hanover are hopeful for a spring of 2016 start. Westfield is done and has received their reimbursement from the state for the project. B. Committees - none C. District Conservationist Jason Firster 1. Program Updates See Attached. D. District Field Manager Dave Spann 1. 2% Projects a. Bly Hill Road is the last of the 2015 projects and it was completed last week.

District Minutes (Dist. Field Manager Cont.) Page 2. 2. Cassadaga Lake & Bear Lake, Local Assistance Grant This Grant is from Senator Young $100,000.00 per lake. We are working on the Plan of work for this grant. Dave McCoy and I have been working on a plan to get funding for these projects. Recently I have been working with the Program Administrator at the DEC and he thinks reimbursements can be made within 3 week to 3 months. 3. LEWPA After our last meeting we still have not received any money yet. The 3 counties involved with this are in line to receive $250,000. We plan to model ourselves after FLOWPA which has been in business for a lot of years and is very successful. E. District Water Quality Technician Rob Halbohm 1. Ag Grants See Attached 2. Goose Creek The NRCS has reassigned the engineering for this project. Ethan has been here and met with Rob and me, he is hoping to have the design done in about three months. F. District Technician Cassie Pinkoski 1. US Fish & Wildlife I am working on two grants through this program one for Walnut Creek and one for Canadaway Creek. 2. Envirothon We have scheduled the review session for January 2016 at SUNY Fredonia. We will hold the event at the Fredonia College Lodge in Portland on April 28, 2016. 3. Tree & Shrub Program We are working on posters and getting them hung up around the county. The catalog is almost ready to start printing, I just need to finalize prices. 4. Soil & Water Conservation Society Fred and I attended this meeting on November 17 th in Geneva, NY. See Attached. F. District Secretary - Deb Kelley 1. Annual Financial Report I have received the reporting form and hope to get started on this soon. 2. Performance Measures, Part C We should be good on most of this, we may be short on a few meetings. 3. Chautauqua Creek Grant we are pre-pairing the Annual Report for this grant which is through US Fish & Wildlife Service. VI. Old Business A. Farmer Neighbor Dinner has been scheduled for April 5, 2016 we have to change the place since the Celoron American Legion does not have a cook. The Commissioner of Agriculture has agreed to attend and be our main speaker. We are looking at different Churches in the area and 3C s will more than likely do the catering. B. New One Ton Truck MOTION by Kidder seconded by Peterson for Dave to pursue the purchase of a new truck. Dave will bring more information to the next board meeting. VII. New Business A. Directors Perdiem MOTION by Gould seconded by Vanstrom to pay the Directors perdiem and mileage. B. Appointments to the Board Jay and Lisa were recommended to be re-appointed to the board.
