BACKGROUND The Mieral Products Associatio (MPA) ad its predecessor the Quarry Products Associatio (QPA) have bee collectig ad collatig plaig data from members sice the 199s. Sice 21 this data has bee published as the Aual Mieral Plaig Survey (AMPS) survey. A summary of the results of the survey of members aggregate applicatios, appeals, decisios ad developmet plas for the year 213 are set out here. The full report will be available as a dowload from the MPA website. All MPA members who egage i quarryig activities (icludig idustrial sad ad dimesio stoe producers) were cotacted to take part i this survey. Returs were received from 64% of those members, represetig over 8% of productio capacity. The report also draws upo ad presets data goig back to 1999 which relates to the former QPA members. The AMPS report cotiues to evolve ad this year, has bee exteded to iclude more detailed aalysis of approvals i the period 26 213, based o data already provided by MPA members but which has ot bee previously preseted. KEY FINDINGS The umber of plaig applicatios for ew reserves remais low. Despite the low umber of applicatios, determiatio times cotiue to rise. The success rate of applicatios remais at aroud 9%. The greatest umber of ew permissios were for sites ot allocated i mieral plas. Very few sigificat aggregate producig areas have complete developmet frameworks i place. Sad ad gravel ladbaks cotiue to declie to a 1 year average as repleishmet rate remais at less tha 5%. 1
AMPS 213 REPORT - SUMMARY RESULTS APPLICATIONS The aual survey sample idicated that 17 plaig applicatios for the extractio of ew mieral resources were submitted by MPA members i 213 (Tables 1 ad 2). These were maily for proposed extesios to existig sites. All the proposals for etirely ew sites were for sad ad gravel. Up util 1999, members had bee averagig 52 applicatios each year but sice the umbers have steadily declied. The 17 applicatios made i 213 leave the 1 year average at oly 24 per year (Chart 1). AMPS 213 REPORT - SUMMARY RESULTS DECISIONS The te year average approval rates for both sad ad gravel ad rock applicatios remais at aroud 9% (Tables 3 ad 4 ad Chart 1). The toages approved are show i Chart 2 (page 2). Durig the period 26 to 213 our survey shows that applicatios for sites that were ot allocated i the developmet pla were o less likely to be approved tha sites that were allocated (Table 5). I fact durig that period substatially more permissios were grated for sites that were ot allocated. CORE STRATEGIES By ed of 213 less tha half of mieral plaig authorities i Eglad had a adopted Core Strategy ad oly 22% of the expected supportig DPDs were i place (Chart 3 o page 4). Govermet expected that all developmet frameworks would be i place by the ed of 27. Eve by October 214, oly 24 mieral plaig authorities i Eglad had a complete adopted mieral developmet framework ad oly 1 of those were sigificat cotributors to mieral supply. Etirely missig from that umber are the major producers, icludig Leicestershire, Derbyshire ad Somerset. The situatio is cosiderably better i Wales where 5% of Local Developmet Plas were adopted with a further 24% havig reached the Deposit stage (prior to examiatio). 3

Oly 34% of the sad ad gravel used i 213 was replaced by ew permissios with the 1 year average repleishmet rate remaiig at less tha 5%. 69% of hard rock reserves were replaced durig the year but the loger term (1 year) average repleishmet rate for rock is still aroud 1% (Table 6 ad Chart 4). However, rock reserves are ot as evely distributed as sad ad gravel. I 213 our survey showed that the average for sad ad gravel applicatios (35 moths to determiatio) exceeded for the first time that for crushed rock applicatios (34 moths to determiatio) (Chart 5).
