Orange County/Long Beach Consortium for Nursing Working Together for the Future of Nursing November 4, 2010 12:30pm 3:00pm Cypress College, Health Sciences Building, Room 317 I. Introductions Self introductions were made. Mary O Connor made an announcement that RHORC has been changed to Health Workforce Initiative. She will still be at Golden West College. Caroline Rae introduced Gwen Wysocki RN, C, MN Manager of Academic Relations/Staff Development Loma Linda University Medical Center. Gwen is the current Chair of the Inland Empire Consortium for Nursing. Gwen told the group how the IE consortium was growing and making adjustments as they grow. Gwen and Caroline stated that they look forward to collaborating for the benefit of both Consortiums. II. Review of Minutes October 2010 The minutes were approved and will be filed with the corrections as stated below: Under III fourth paragraph, delete from Cathy to degree. Under VI, Website committee, second paragraph, change February or March to in May. Under VI, Legislative/Research Issues Committee, change President Obama s to Jerry Brown. Motion by Anne Gewe and seconded by Cathy McPhee. III. Board Members Reports a. Chair Caroline Rae 1
Said that the website has been updated and the tabs have been changed. Caroline told the group that if there are any issues or if the members have anything to add, to contact her. Caroline said that she hopes to have a speaker from the BRN in spring. b. Chair Elect Darlene Fishman No report c. Secretary Betty McPeak Just, once again, cross off or add anyone they need to so the roster will be current. d. Treasurer Charlene Fobi Not in attendance but sent e-mail with current balance for the consortium; $2669.62. IV. Guest Speaker: Laura K. Urban RN, MSN, OCN, CMSRN Mission Hospital She spoke about the process of achieving magnet status and requested input from attendees regarding how to keep employees engaged in the process. V. Committee Membership (20 minute group meetings) Mary Wickman said that maybe it would be a good idea to have cochairs for each committee incase someone was not present. VI. Committee reports Membership committee: Co-chair is Beth Keely Report from Mary Wickman: New members should see her for packets and to locate a mentor if needed. She also reminded everyone that the nomination packets went out. Betty will resend them again so it will be a full slate for elections. Website committee: Co-Chair Mary O Connor Website training for clinical placement for facilities will be November 19 or 22, 2010, 9 to 12 at Saddleback College. Contact Tammy Rice at 949-582-4787 or trice@saddleback.edu to pick a date. Facilities will input availability information in December and January. It was suggested that facilities and schools need contact information available on website. It is available under the 2
membership list for anyone, even non-members. Preceptors will be discussed later in the meeting. A facility suggested that information about the instructors for the rotation should be in the comments section on the clinical placement page, but members voted no because it may change and the comments section cannot be printed. Mary said that there is a tab under the clinical placement which has all the information of the school. The website company is taking out the preceptor section. Legislation committee: Co-Chair Cathy McPhee Cathy McPhee explained the BRN sunset. She also quoted some of the benefits of Obama s healthcare plan to nursing. It was said that New York made a policy if ADN you must have a BSN by 10 th anniversary. The law goes into affect in 2012. SB 1295 is about seamless articulation between an ADN and CSU program with no duplication of courses. The discussion was that the student needs to take what is CSU transferable. The standard pre-requisites are anatomy, physiology, microbiology, and English. Some schools have pre-requisites to get into the pre-requisites. It is difficult to get BSN because of difficulty getting into pre-requisites. Cathy McPhee said that a representative, Louise Bailey, stated that the BRN would never go after an RN working as a CNA. The working CNA must function at the level of education in an emergent situation. Nursing Education committee: Co-Chair Maureen Haske-Palomino The committee will form a sub-committee to investigate new HIPAA videos. They will probably do a PowerPoint to explain the changes they encounter. New additions are mislabeled faxes and hospitals reporting near misses. It was suggested to look at the government website on HIPAA for the most current information. Simulation committee: Mary O Connor said that now there is a DACUM for simulation technician and also somewhat of a curriculum. She also suggested becoming a part of the Southern California simulation Collaborative for more information. The simulation committee will send out a questionnaire for simulation lab technician regarding salary and training or certification required for the position. Bylaws committee: No report. 3
Finance: No report. VII. Old Business a. HIPAA Program Covered in Nursing Education report b. CDC HCP Vaccination Recommendations amendment Caroline Rae developed a statement for the consortium regarding this. It basically says that immunity is based on titers, not vaccination or doctor diagnosis. It will be posted on the website. c. Cell Phone Use in Facilities/ Social Network etiquette Mary Wickman suggested that a survey be developed and Survey Monkey be used re: cell phone use policies for hospitals and schools. Students will need lots of education regarding using cell phone or electronic devices in facilities. There should be a cell phone agreement policy signed by the student. Cypress College already has this policy in place. VIII. New Business a. Preceptorship Ad Hoc report A conference call took place since the last meeting. Many new documents were developed for preceptorships. These will be posted on the website under the preceptor tab. The forms will be a trial run for this year. The preceptorships will be handled as in the past but the school needs to send the request form to the facility at the same time of clinical placements. The facility then in return will acknowledge the receipt of the request. That does not mean it will be filled. The form is a heads up for the facility so they can plan. Schools need to have the proper contact person in the facility and not just the staff. The facility needs to make sure the preceptor is appropriate. When school does placement they need to use this contact person. The school is responsible for putting a packet together with objectives and to orient the preceptor. Mary O Connor said she offers preceptor training. Schools need to document the training of the preceptors, orientation, and self learning. Caroline and Mary Wickman said the regulation will be put under the preceptor tab on the website for schools to be clear in the expectations. b. Geriatric content requirement for instructors Anne Gewe stated that the BRN said that instructors must be gerontology approved. She asked members how they are fulfilling this requirement. 4
Mary Wickman said she had the instructors volunteer at a senior daycare center for 40 to 48 hours or complete CEUs in gerontology to fulfill this requirement. An attendee stated that this is only for those instructors teaching geriatrics or in a SNF. It was said by an attendee that a site called Wild Iris has a course for 6 CEUs for gerontology clinical in SNF. IX. Announcements Mary O Connor announced the Educator Institute will be 4-18, to 4-20-2011 in Ontario and to save the date. January 10 and 11, 2011 is the On Course Workshop at Rio Hondo College. There is a New grad Transition Conference Call scheduled 11/17 2pm-3pm. Mary will have details forwarded to members. There will be a roll out on 11-17-2010 online from the Chancellor s office for nursing and allied health programs from 2 to 3 pm. Katey Sixsmith announced the Southern California Directors meeting at Concorde College of Garden Grove. She also said that the last meeting of the CVNE was about clinical practice and was a very good meeting.
