The following reports the results of Special and General Courts-Martial tried and completed within the United States Navy in April 2018. The cases are listed by the Navy Region in which they were tried. Naval District Washington Special Courts-Martial At a in Washington, DC, IT3 Glenn D. Hamby, USN, pled guilty pursuant to a pretrial agreement to two specifications of assault consummated by a battery and violating a lawful order (Military Protection Order) from a superior commissioned officer. On 17 April 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 12 months. The pretrial agreement had no effect on the sentence. Navy Region Mid-Atlantic At a in Norfolk, Virginia, AO3 Dashawn Nichol, USN, was tried for rape and sexual assault. On 10 April 2018, the panel of members returned a verdict of guilty and sentenced him to be discharged with a Dishonorable Discharge, to forfeit all pay and allowances, reduction in rank to paygrade E-1, and confinement for 25 years. At a in Norfolk, Virginia, GMCS Eric L. Jordan, USN, pled guilty pursuant to a pretrial agreement to false official statement and assault consummated by a battery. On 11 April 2018, the military judge sentenced him to reduction in rank to paygrade E-6. The pretrial agreement had no effect on the sentence, but contained a waiver of the accused s administrative separation board. At a in Norfolk, Virginia, EM3 Melvin S. Rubio, USN, pled guilty pursuant to a pretrial agreement to attempted visual recording and indecent visual recording. On 16 April 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge and confinement for 18 months. Pursuant to the pretrial agreement, all confinement greater than 8 months is to be suspended. The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement.

At a in Norfolk, Virginia, ABHAN Jonathan M. Femmer, USN, pled guilty pursuant to a pretrial agreement to attempted wrongful distribution of a controlled substance, conspiracy to wrongfully distribute a controlled substance, and false official statement. On 25 April 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 9 months. Pursuant to the pretrial agreement, the Bad Conduct Discharge will be disapproved and all confinement greater than 5 months is to be suspended. The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement. The pretrial agreement contained a waiver of the accused s administrative separation board. At a in Norfolk, Virginia, SA Sergei D. Arroyo, USN, pled guilty pursuant to a pretrial agreement to absence from place of duty. On 25 April 2018, the military judge sentenced him to forfeit $1,092.00 per month for 3 months, reduction in rank to paygrade E-1, and confinement for 90 days. Pursuant to the pretrial agreement, all confinement greater than 72 days is to be suspended. The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement. The pretrial agreement contained a waiver of the accused s administrative separation board. Navy Region Southeast General Courts-Martial At a in Mayport, Florida, MA3 Dante J. Breaux, USN, pled guilty pursuant to a pretrial agreement to three specifications of sexual harassment and four specifications of assault consummated by a battery. On 6 April 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 7 months. The pretrial agreement had no effect on his sentence. At a in Jacksonville, Florida, PS1 Augustine Kanu, USN, was tried for three specifications of conspiracy to commit exam fraud, BAH fraud and marriage fraud and one specification of solicitation to commit marriage fraud. On 30 April 2018, the panel of members returned a verdict of guilty of two specifications of conspiracy and sentenced him to a reprimand, to forfeit $1000 per month for 12 months, restriction for 45 days, and hard labor without confinement for 30 days. Special Courts-Martial At a in Jacksonville, Florida, AMAN Tristam B. Vowell, USN, pled guilty pursuant to a pretrial agreement to four specifications of use, distribution, and introduction of a controlled substance. On 24 April 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge, reduction in rank to paygrade E-1, 2

and confinement for 6 months. Pursuant to the pretrial agreement, all confinement greater than 120 days is to be suspended. The suspended confinement may be served if the Service Member violates the terms of the pretrial agreement. At a in Mayport, Florida, MM1 Joey C. McGee, USN, was tried for assault consummated by a battery, communicating a threat, and disorderly conduct. On 25 April 2018, the panel of members returned a verdict of guilty to disorderly conduct and sentenced him to confinement for 1 month. Navy Region Northwest At a in Oak Harbor, Washington, OS2 Marquis J. Boyce, USN, was tried for two specifications of abusive sexual contact. On 11 April 2018, the panel of members returned a verdict of guilty to assault consummated by a battery, and sentenced him to forfeit $1,660 per month for 2 months, reduction in rank to paygrade E-4, and restriction to the base for 30 days. At a in Bremerton, Washington, MA3 Javante M. Zamora, USN pled guilty pursuant to a pretrial agreement to conspiracy to distribute a controlled substance and soliciting a prostitute. On 24 April 2018, the military judge sentenced him to reduction in rank to paygrade E-1 and confinement for 4 months. The pretrial agreement had no effect on his sentence, but contained a waiver of the accused s administrative separation board. Navy Region Southwest At a in San Diego, California, STG2 Kevin B. Parker, USN, pled guilty pursuant to a pretrial agreement to two specifications of possession and distribution of child pornography. On 10 April 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge, reduction in rank to paygrade E-1, a fine of $1,000, and confinement for 24 months. Pursuant to the pretrial agreement, all confinement greater than 20 months is to be suspended. The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement. 3

On 23 April 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge, forfeiture of all pay and allowances, reduction in rank to paygrade E-1, and confinement for 30 months. The pretrial agreement had no effect on his sentence. At a in San Diego, California, AN Michael A. Salzarulo, USN, pled guilty pursuant to a pretrial agreement to five specifications of wrongful use, possession, and distribution of a controlled substance. On 24 April 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge, a fine of $5,000, and confinement for 48 months. Pursuant to the pretrial agreement, all confinement greater than 12 months is to be suspended. The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement. At a in San Diego, California, MM1 Huy P. Nguyen, USN, pled guilty pursuant to a pretrial agreement to two specifications of wrongful use of a controlled substance. Navy Region Japan. At a in Yokosuka, Japan, MMN1 Seth Horton, USN, pled guilty pursuant to a pretrial agreement to reckless operation of a vehicle and fleeing the scene of an accident. On 19 April 2018, the military judge sentenced him to forfeit $1,000 per month for one month, reduction in rank to paygrade E-4, and confinement for 30 days. The pretrial agreement has no effect on his sentence, but contained a waiver of the accused s administrative separation board. Navy Region Europe, Africa, Southwest Asia.. 5
