BACKGROUND: The Purple Heart City initiative is comprised of a proclamation that represents the City s support of recipients of this prestigious award. Originating at the conclusion of the American Revolution (August 7, 1782), the Purple Heart (originally known as the Badge of Military Merit) is an award that was adopted by (then) General George Washington to recognize meritorious action and honor. In 1932 the award was renamed (and reestablished) the Purple Heart; conferred using the initial principles prescribed by General George Washington. Since then the criteria surrounding the award has changed. Presently the Purple Heart is awarded to any member of the Armed Forces of the United States who, while serving under competent authority in any capacity with one of the U.S. Armed Services after April 5, 1917, has been wounded, killed, or has died after being wounded. The City of Lacey has an estimated forty (40) residents that are recipients of the Purple Heart. In observance of that, the City elects to construct a proclamation that displays its Page 1 of 2
level of commitment, support, and appreciation for these brave men and women that have stood in defense of our nation. Upon designation, the City of Lacey would incur a cost of $250.00 per sign, resulting in a total of $1,500.00 for six signs to place at City entrances. ADVANTAGES: 1. The adopting of this designation displays a profound support and appreciation for all of those that not only received this award, but those who served with others that did. 2. Designating the City of Lacey as a Purple Heart city instills a great level of pride in community members, given the number of veteran s within the City, and its strong ties to the local military installations. DISADVANTAGES: 1. The City would incur a cost of $1,500.00 for the production of the signs. Page 2 of 2
The Purple Heart It is one of the most recognized and respected medals awarded to members of the U.S. armed forces. Introduced as the Badge of Military Merit by General George Washington in 1782, the Purple Heart is also the nation s oldest military award. In military terms, the award had broken service, as it was ignored for nearly 150 years until it was re-introduced on February 22, 1932, on the 200 th anniversary of George Washington s birth. The medal s plain inscription FOR MILITARY MERIT barely expresses its significance. --------------------------------- On August 7, 1782, from his headquarters in Newburgh, New York, General George Washington wrote: Gen. George Washington s instructions for the Badge of Military Merit The General ever desirous to cherish virtuous ambition in his soldiers, as well as to foster and encourage every species of Military merit, directs that whenever any singularly meritorious action is performed, the author of it shall be permitted to wear on his facings over the left breast, the figure of a heart in purple cloth, or silk, edged with narrow lace or binding. Not only instances of unusual gallantry, but also of extraordinary fidelity and essential service in any way shall meet with a due reward. Before this favour can be conferred on any man, the particular fact, or facts, on which it is to be grounded must be set forth to the Commander in chief accompanied with certificates from the Commanding officers of the regiment and brigade to which the Candidate for reward belonged, or other incontestable proofs, and upon granting it, the name and regiment of the person with the action so certified are to be enrolled in the book of merit which will be kept at the orderly office. Men who have merited this last distinction to be suffered to pass all guards and sentinels which officers are permitted to do. The road to glory in a patriot army and a free country is thus open to all. This order is also to have retrospect to the earliest stages of the war, and to be considered as a permanent one.
Only three soldiers are known to have received the original honor badge: Sergeant Daniel Bissell of the 2d Connecticut Regiment of the Continental Line; Sergeant William Brown of the 5 th Connecticut Regiment of the Continental Line, and Sergeant Elijah Churchill of the 2d Continental Dragoons, also a Connecticut regiment. For unknown reasons, the medal apparently was not awarded again. In fact, it was not until October 1927, after Word War I, that General Charles Summerall proposed that a bill be submitted to Congress to revive the Badge of Military Merit. In January, 1928, the Army s Office of The Adjutant General was instructed to file the materials concerning the proposed medal. Among those materials was a rough drawing of a circular medal disc with a concave center on which a raised heart was visible. Engraved on the back of the medal was For Military Merit. In January 1931, General Douglas MacArthur, Summerall s successor as Army Chief of Staff, resurrected the idea for the medal. Miss Elizabeth Will, an Army heraldic specialist in the Office of the Quartermaster General, was assigned the task of designing the medal according to some general guidelines provided to her. The Commission of Fine Arts obtained plaster models from three sculptors and, in May 1931, selected the model produced by John Sinnock of the Philadelphia Mint. On February 22, 1932 -- the 200 th anniversary of George Washington s birth -- the War Department (predecessor to the Department of Defense) announced the establishment of the Purple Heart award in General Order No. 3: By order of the President of the United States, the Purple Heart established by General George Washington at Newburgh, August 7, 1782, during the War of the Revolution, is hereby revived out of respect to his memory and military achievements. Army regulations specified the design of the medal as an enamel heart, purple in color and showing a relief profile of George Washington in Continental Army uniform within a quarter-inch bronze border. Above the enameled heart is Washington s family coat of arms between two sprays of leaves. On the reverse side, below the shield and leaves, is a raised bronze heart without enamel bearing the inscription For Military Merit. The 1 11/16 inch medal is suspended by a purple cloth, 1 3/8 inches in length by 1 3/8 inches in width with 1/8-inch white edges. Army regulations eligibility criteria for the award included: Purple Heart (obverse) Those in possession of a Meritorious Service Citation Certificate issued by the Commander-in Chief of the American Expeditionary Forces in World War I. (The Certificates had to be exchanged for the Purple Heart.) Those authorized by Army regulations to wear wound chevrons. (These men also had to apply for the new award.) The newly reintroduced Purple Heart was not intended primarily as an award for those wounded in action -- the wound chevron worn by a soldier on his sleeve already fulfilled that purpose. Establishing the Meritorious Service Citation as a qualification for receiving the Purple Heart was very much in keeping with General Washington s original intent for the award. However, authorizing the award in exchange for wound chevrons established the now familiar association of the award with injuries sustained in battle. This was Purple Heart (reverse) reinforced by Army regulations, which stated that the award required a "singularly meritorious act of extraordinary fidelity service" and that "a wound which necessitates treatment by a medical officer and which is received in action with an enemy, may, in the judgment of the commander authorized to make the award, be construed as resulting from a singularly meritorious act of essential service." Until Executive Order 9277 by President Franklin D. Roosevelt in December 1942 authorized award of the Purple Heart to personnel from all of the military services (retroactive to December 7, 1941), the medal was exclusively an Army award. The Executive Order also stated that the Purple Heart was to be awarded to persons who are wounded in action against an enemy of the United States, or as a result of an act of such enemy, provided such would necessitate treatment by a medical officer.
In November 1952, President Harry S. Truman issued an Executive Order extending eligibility for the award to April 5, 1917, to coincide with the eligibility dates for Army personnel. President John F. Kennedy issued Executive Order 11016 in April 1962 that further extended eligibility to "any civilian national of the United States, who while serving under competent authority in any capacity with an armed force, has been, or may hereafter be, wounded" and authorized posthumous award of the medal. Executive Order 12464 signed by President Ronald Reagan in February 1984, authorized award of the Purple Heart as a result of terrorist attacks or while serving as part of a peacekeeping force subsequent to March 28, 1973. The 1998 National Defense Authorization Act removed civilians from the list of personnel eligible for the medal. The Purple Heart is ranked immediately behind the bronze star and ahead of the Defense Meritorious Service Medal in order of precedence. Possession of the Purple Heart medal does not by itself qualify veterans for Department of Veterans Affairs (VA) disability compensation. However, since November 1999, Purple Heart recipients have been placed in VA s enrollment priority group 3, unless eligible for the higher priority groups (1 or 2) based on service-connected disabilities. Recipients are also exempt from co-payments for VA hospital care and medical outpatient care, but not from pharmacy co-payments for medications prescribed for nonservice connected conditions.

CITY OF LACEY Official Proclamation WHEREAS, The City of Lacey in the state of Washington has always supported its military veteran population; and WHEREAS, the Purple Heart is the oldest military decoration in present use and was initially created as the Badge of Military Merit by General George Washington in 1782; and WHEREAS, the Purple Heart was the first American service award or decoration made available to the common soldier and is specifically awarded to members of the United States Armed Forces who have been wounded or paid the ultimate sacrifice in combat with a declared enemy of the United States of America; and WHEREAS, the mission of the Military Order of the Purple Heart is to foster an environment of goodwill among the combat-wounded veteran members and their families, promote patriotism, and most importantly make sure we never forget; and WHEREAS, the City of Lacey has many active duty military residents and many military veterans in its population including several Purple Heart recipients, and residents who have been KIA; and WHEREAS, the City of Lacey appreciates the sacrifices our Purple Heart recipients made in defending our freedoms and believe it is important that we acknowledge them for their courage and show them the honor and support they have earned. WHEREAS, the City of Lacey will display signs at the entrances to the City, affirming its designation as a Purple Heart City. NOW, THEREFORE, I, Andy Ryder, Mayor of the City of Lacey, on behalf of the Lacey City Council, do herby proclaim the City of Lacey as A Purple Heart City and encourage the citizens of the City of Lacey to show their appreciation for the sacrifices the Purple Heart recipients have made in defending our freedoms, to acknowledge their courage, and to show them the honor and support they have earned. BACKGROUND: Under the current contract with the Washington Center, the City of Lacey is entitled to use the facility two days per year at no additional cost. In 1992, the Lacey City Council created the Washington Center Policy to provide guidelines to respond to requests from outside organizations for use of the City s free days at the Washington Center (Attachment 1). Currently, the policy allocates one free day per year to non-profit organizations, and one for City-sponsored events. The City will not be using their free day in 2018. Therefore, both free days are available for non-profit agencies in 2018 (Attachment 2). Page 1 of 2
The deadline to submit an application request for a free day in 2018 expired on July 31 of this year. We received the following two applications: 1. Pizza Klatch - Annual Gayla and Auction - A Slice of the Good Life (Attachment 3). 2. Entertainment Explosion - The Really Big Shoe (12) (Attachment 4) ADVANTAGES: 1. Granting the City s free day provides an opportunity for non-profit organizations to raise funds for its services. DISADVANTAGES: 1. None. Page 2 of 2
ATTACHMENT 1 10.07 Guidelines for Use of Washington Center The City of Lacey periodically makes the Washington Center available free of charge for events in which the City has a major interest, with the following conditions: The City of Lacey has two free days available each year at the Washington Center. One freeday is designated for City use, and one free-day is designated for non-profit use. If the City decides not to sponsor an event, the second free-day could be offered to a non-profit agency/organization. Procedure: 1. Applications will only be accepted from January through July to request a free-day in a subsequent year, i.e. to reserve a date in 2004, an application should be submitted between Jan-July of 2003. 2. The requesting group must be non-profit in nature. 3. Use of the Center for the event does not occur more frequently than once each year. 4. No group will receive the use of the City s free day on an annual basis, unless no other eligible applications have been received by the deadline. 5. The event may be used for fund-raising purposes if approved by the Lacey City Council (funds raised in this way would be through admission charges, donation solicitation, or fee assessment). 6. The City determines there is general community interest in the proposed event. 7. The City determines that the activity constitutes a public use that the City is authorized to sponsor. 8. The City will receive formal recognition for its sponsorship, i.e. an announcement during the event, or recognition on a program or flier. 9. The group or individual, using the Center, agrees to hold the City harmless for any claims resulting from use of the Center. 10. Applicant must be willing to meet or comply with all Washington Center rules, regulations, and policies. 11. Applicant agrees to report attendance, participation rate, and other appropriate details in writing. 1. Applicant must complete an Application for Use of the Washington Center form and return it to the City Manager s office for processing. 2. City Manager s staff will contact the Washington Center to confirm availability of the date requested.
3. The request will be forwarded to the Community Relations and Public Affairs Committee for consideration. Their recommendation will be presented to the full Council for approval. 4. City Manager s staff will notify the Washington Center and applicant of the Council s decision.

We so appreciate your support last year. Once again we would promote the City of Lacey on our website, FB Page, press releases and on all posters and fliers publicizing the Gayla known as: ci A Slice of the Good Life" Saturday, February 3, 2018 at the Washington Center for the Performing Arts Last year was successful beyond our wildest dreams raising $126,000. Besides supporting our regualr programming, the funds raised allows Pizza Klatch to begin a pilot program in two local middle schools which will be launched in the upcoming school year. We are still working on who the main performer will be for the Gayla, but we are confident it will be someone as wonderful as our past performers. We will also have our VIP reception and our online auction. Pizza Klatch continues to serve close to 300 youth per week by providing 19 support groups in 11 Thurston County High Schools. Our support groups: prevent suicide, reduce self harm and chemical dependency keep youth in school promote resiliency and build safer schools Please see the attached application. Event Information Name: A Really Big Shoe 12 The Brothers Four Playing the Folk Music of America! two-hour benefit concert for the thousands of homeless kids in our community from one of the top folk-singing groups of all time! Describe Event: This year the members of Entertainment Explosion (EE) will perform in the lobby before the Big Shoe and during intermission. After the Shoe, Ham and Cheese on Rye will perform in lobby during an autograph session. The actual 2-hour show will feature folk-singing legends, Washington s own The Brothers Four. Purpose of Event: Raise funds for the homeless and needy students in eight local school districts (North Thurston has the most) and Community Youth Services, to be used one child at a time for shoes, clothes, food, shelter, school supplies, band and graduation and sports fees, haircuts, or whatever the district homeless coordinators deem appropriate. After 11 years, we have raised and distributed $276,000 to the districts and CYS.
