Agenda DISDI and the NGA The National System for Geospatial-Intelligence Emerging DoD Standard Strategies / Challenges Benefits Way Forward 2
What is the Defense Installation Spatial Data Infrastructure (DISDI)? A DoD mission capability comprised of those people, policies, and practices necessary to acquire, steward, and share installation, environmental, and range geospatial data assets for defense, federal, and national goals 3
Scope RP&ILM activities employing geospatial resources Includes ranges Roles & Responsibilities 1. Portfolio Management 2. Architecture Alignment National System for Geospatial-Intelligence (NSG) Business Enterprise Architecture (BEA) 3. Coordination of geospatial business process reengineering 4. Oversight for SDSFIE implementation NGA identified as key partner DISDI Group Established 21 March 07 4
Setting the Context for DISDI Standards DoD Mission Areas Core Business Mission Areas DISDI DISDI lives lives here here 5
National Geospatial-Intelligence Agency (NGA) Oversight & Transformation Management Authority for all DoD Geospatial Strategies DoDD 5105.60 Currently undergoing rewrite NGA Transformation Partnership Focus vs Customer Support IT Services vs Canned Products Utilization of Open and International Standards vs Military Specifications Net-Centric Enterprise Service Strategy DoD Driver for Change DoDD 8320.2-G Discovery Access Comprehension 6
National System for Geospatial-Intelligence (NSG) Unified community of geospatial intelligence producers and users leveraging NCES strategies for the delivery of multi-source data Geospatial-Intelligence Standards Working Group (GWG) Gateway to the DoD IT Standards Registry (DISR) Focus Group Participation Application Schema & Feature Encoding Metadata Core Working Group GWG/GeoCOI Focus Groups NGA SOCOM NITFS CIA Technical Board JFCOM (NTB) Motion NRO Imagery Standards EUCOM Board (MISB) Community NSA Sensor Model CENTCOM WG (CSMWG) Army NORTHCOM GEOINT Reporting Focus Group (FEFG) Navy Joint Staff (J2) Geographic Portrayal Focus Group (PFG) Air Force DHS Metadata Marine Focus Corps Group DOE (MFG) Information ODNI Transfer & DISA Services OSD (NII & Architecture AT&L) DIAFG (ITSAFG) Application STRATCOM Schemas DLA for Feature PACOMEncoding Focus DARPA Group (ASFE) FGDC The key to this vision is cooperative, mutually supporting relationships that retain a keen focus on the tenet of moving data to people, not people to data. BG Michael F. Planert NGA Military Executive and Director for Military Support On the importance of providing GEOINT to strategic decision-makers 7
Active DISDI Involvement within the GWG Core Member DISR standards review to be considered for entry into the DISR Management & oversight of supporting focus groups Metadata Focus Group Establishing high-level metadata baseline requirements DISDI chairs the Quality sub-focus group Application Schema for Feature Encoding (ASFE) Focus Group GSIP development strategy Proposed SDSFIE Technical Panel The Partnership GWG & DISDI GWG/GeoCOI Focus Groups NITFS Technical Board (NTB) Motion Imagery Standards Board (MISB) Community Sensor Model WG (CSMWG) GEOINT Reporting Focus Group (RFG) Geographic Portrayal Focus Group (PFG) Metadata Focus Group (MFG) Information Transfer & Services Architecture FG (ITSAFG) Application Schemas for Feature Encoding Focus Group (ASFE) The GWG is the Gateway into the DoD IT Standards Registry 8
What is it? The Emerging NSG Data Modeling Framework GEOINT Structure Implementation Profile (GSIP) A set of platform-independent standard profiles defining geospatial data specification & encoding methods used within the NSG. Purpose Unify the NSG domain-specific content models (i.e. SDSFIE, JC3IEDM) Replace legacy standards Migrate from product-centric geospatial formulations to information-centric content specifications Leverage modern system design practices to facilitate emerging net-centric service oriented architectures Functionally replace the NSG Feature Catalog (NFC) Relies on our DISDI community to establish our own set of standards, specifications and profiles 9
Emerging DISDI Data Modeling Framework DISDI Focus Ensure Business Enterprise Architecture (BEA) data requirements DISR recognition NCES strategy to make data discoverable & understandable Metadata Established new metadata specification based on DISR mandated standards XML Schema specific to the DISDI Community Postured for emerging Federal requirements SDSFIE Transformation for GSIP Alignment I&E geospatial data solution Logical data model(s) Foundational XML/GML schemas to provide semantic support SDSFIE and Metadata 10
DISDI Standards Alignment/Implementation: Challenges SDSFIE Relationship to DISR Not a recognized emerging OR mandated standard No recognition for your efforts Low confidence in As-Is model barrier to adoption Collaboration & Responsibilities Forum for mission area technical exchange? Implementation expectations (who does what?) DISDI / CoI s / etc. Semantics Warfighter vs Installation Management JC3IEDM requirements/mandates? How do we share our geospatial data without imposing requirements? How do we utilize their data without changing our business processes? Leverage the DoD Metadata Registry and business Mission Area Schemas 11
DISDI Standards Alignment: Benefits Legitimacy Program tightly coupled as an active NGA partner DISDI specific profiles in the DISR Program sustainment / funding DoD Interoperability / Integration Ability to confidently provide services for seamless exchange of I&E geospatial data assets Low mission impact Installation Management Efficiencies Geospatial responsibilities established in formalized, collaborative forums to reduce IGI&S business mission area involvement War Fighter Support Mandate and responsibility to support and prepare the troops during times of conflict is significantly enhanced 12
Way Forward Defense Installation Spatial Data Infrastructure Establish the SDSFIE team as a tightly coupled member of the GWG Ensure the proposed geospatial standards implementation baseline strategy supports STARS Team success and legitimacy Approval of the DISDI Geospatial Metadata Profile in support of the emerging data modeling efforts A proactive approach to ensure Service geospatial requirements are represented within the NSG Education of the emerging standards framework across the installation business mission areas 13
