Luca Pacelli Bio Summary Extensive background in the high tech industry with skills in business development, customer relations, business and technical functions. Domestic and international experience in the business development and project management area and first-hand experience with both start-ups and mature environments' fiscal realities and direct customer interaction. From 2002-2007 worked for Affinity Development Group (ADG) as VP of Information Technology where I was in charge of the design and development of the Membership Management platform known as SAO(CORIS for Cal South), currently being distributed by the Sports Affinity division of ADG. Assembled and managed the team and designed the integrated SAAS system using innovative ideas preempting the market s direction towards an integrated SAAS business model for membership associations. Within the 5 years we designed, developed and deployed the system and acquired the customers base which resulted in 7 State Associations numerous Tournaments and Gaming circuits and 700,000 members with more than 20 Million pages views. In 1985 started IBS Corporation, a systems software development company. Served as Chairman and COO of IBS Corp. for 16 years where we established international agreements to commercialize software development projects for both open and captive markets. IBS developed proprietary software and established and leveraged strategic international agreements allowing it to commercialize system tools developed for captive markets. Early in the career worked for Continental Corporation as the Southern Regional Manager in charge of 12 States Management Information System Department in Dallas, Texas. Responsible for the strategic planning, automation and integration of management systems across the region. Soccer Experience Cal South District Commissioner from 2013 to Present: 1) As District 2 commissioner the following are some of the District achievements: Item/Meetings League/Club BOD meeting Presidio Gaming League Attended 24 League/Clubs BOD meetings out of 16 active Leagues/Clubs in the district. 1) Attended all of the Presidio Meetings providing an update on any USFF National, USYSA National and Regional and Cal South communications and initiatives. Item/Meetings Presidio SDDA Cal South BOD meetings District 1 and District 2 Commissioner s Cup 1) Attended all Presidio SDDA general Meetings. 2) Assisted SDDA in defining and deploying an initiative with the Cal South Pro + ODP program to showcase SDDA All Star Teams against the Pro + ODP Teams. 1) Attended all the BOD meetings. 2) Participated in all of the conference call meetings. 3) Attended the USSF Annual Meetings 4) Attended the USYS Annual meeting 5) Attended USASA Annual meetings 6) Attended the NSCAA meeting 7) Participated in an extensive Operational Review of the Cal South State Office which included the hiring of a new Chief executive Officer for Cal South and numerous staffing and organizational changes. 1) For 2014 and 2015 administered the District s District 1 and 2 Commissioner s Cup at Ryan in December 2) Starting with 2014 we included the Recreational All Star Flights providing the winners a free entry into the Cal South All Star Tournament in January at Ryan Park. This was well received and provides a focus on the Recreational side. 3) The D1D2 Commissioner s Cup provided great experience and fun to all of the Recreational Teams attending the event at Ryan Park. 4) This year we will focus on increasing the attendance adding more All Star Flights and making the event a fun recreational festival for everyone to remember. Adult League SDCSL 1) Assisted SDCSL to start another Adult over 40 division 2) Assisted Gerhard in obtaining funds for SDCSL for goals and nets. 2) While on the Committees or Task Force, I attended all of the meetings and contributed in assisting with the following achievements and completed projects: Committees/Task Force Adult Soccer Task Force 1) Participated in numerous Adult District 2 League meetings. 2) Assisted the San Diego County Soccer League and gained funds for the League for Goals and Nets for the season. Communication Committee Task Force 1) Performed a Communication Survey of entire State Office. 2) Identified the Communication issues. 3) Provided Recommendation List to Staff for implementation Finance Committee 1) Assisted in creating and approving the Cal South Budget for 2015/2016 and 2016/2017 season. 2) While on the committee I questioned Initiative requiring justifications and a balance between the Competitive and Cal South D2 Commissioner Bio Page 2 of 6

Committees/Task Force Recreational allocations of funds. 3) Created Member Friendly view of the Cal South Budget posted on the Cal South Website. 4) Assisted in the Banking Services RFP review the Cal South Bank Services. 5) Assisted in the review of the Cal South Investment Services. 6) Assisted in the review and approval of the Cal South Tax preparer Services. 7) Assisted in removing the Release and Transfer Fee for intra League/Club Release and Transfers. License Coach Requirements Task Force 1) Assisted in the requirements for the F license Course. 2) Assisted in defining the changes to the Coaches and administrators License requirements for the Cal South Sanctioned events. Nominations Committee 1) Assisted in the decoupling of the AGM from the Cal South Board Elections. 2) Implemented Online Election voting for the members to allow for more participation from the membership. 3) Performed Meet the Candidates Conference calls to allow the Affiliates to meet the candidates. 4) Provided the Voting process in Bilingual format for both English and Spanish. Bylaws Policy and Rules committee Release and Transfer Defined documented and gained approval for : 1) Release and Transfer process changes eliminating the State Office from the process. 2) Rule changes for Coaches for allowing any coach in Cal South to coach any team. 3) Rule changes for administrators with an F License allowing them to coach during a game. 4) Rule Change to allow U19 Trapped players to play on U18 Teams. 5) 2015 National Cup Rules Changes 6) 2015 State Cup Rules Changes 7) Bylaw Change changes a) Allowing 6 Term limit to start from February 11, 2011. b) Decoupling of the Cal South BOD Elections and the AGM. c) Allowing for the Online Election Voting. 8) Defined Age Verification and retention policy. 9) Sanction Tournament Manual update. 10) Concussion policies and rules 1) Changed the Release and Transfer process allowing the League/Clubs to perform the release and Transfer without the intervention of the State Office. 2) Removed the Release and Transfer fee for transfer from within the League/Club. Committees/Task Force Risk Management Committee 1) Assisted in the drafting of Risk Management operational Manual. 2) Participated in Cal South Risk Management mitigation meetings. State Cup Appeals Committee State Cup Subsidies Task Force 1) Assisted in the review of 67 cases a) Approved 39 b) Denied 23 c) Self corrected 5. 1) Assisted in defining a procedure and criteria for identifying the Cal South State Cup financial subsidy pool. 2) Assisted in gaining approval for the approximately 500K total subsidy received by Team traveling to Regionals and Nationals. Technical Committee 1) Participated in the monitoring of the Website development project. a) Prior to being on the Cal South Board Assisted in the Development of the Del Mar Carmel Valley Sharks Organization from early 1990 to 2005 o Participated on various volunteer committees o Assisted with the coaching of 2 siblings in the recreational and competitive programs. Member of the Carmel Valley Recreation Council since 1998 for Field allocations and development in the Carmel Valley neighborhood. Familiar and numerous Leagues and Club and their administrators in the Cal South Organization. Coaching: o D Coaching license. o Coached for numerous years Recreational and Competitive Teams for the Del Mar Carmel Valley Sharks. Coached my daughter s Teams from U5-U8 Recreational Coached my daughter s Competitive Team U9 through U17 Comp reaching top ten National ranking. Coached my son from U5 through U16 for Both Recreational and Competitive. o Assisted Guy Newman while Director of Coaching for the Sharks to develop and deploy Youth Soccer Coaching curriculum from U10 through U19. o Assisted in numerous Youth Competitive and Recreational Soccer Camps o Coached several Men s teams in the San Diego County Soccer League Personal Soccer Experience o Played for University of Arizona as a collegiate player o Played for SMU Club team in Dallas, Texas o Played for adult teams in Dallas, TX and San Diego, both outdoor and Indoor. o Participated on the State Cup Committee since 1996. o Defined and deployed Wildcard spreadsheet system to compute wildcards before developing the online Tournament Competition module. o Defined the requirements for the State Competition Online module to include all of the Rules and regulation configuration. o Defined and deployed the requirements to the Online system to eliminate the Friday Night check in procedures. o Responsible for system interface issues o Assist in the Scheduling process Soccer Technology experience Responsible for ADG system development for Soccer Associations across the Country o Created and directed the development, deployment and commercialization of the Affinity Sports System, infrastructure including hardware, software, Network Operations and support Call Center. o Responsible for the Design, Development and Deployment of the Cal South State Online CORIS system. o Worked with the Cal South State office from 2002 designing and deploying across the Association the Online system integrating Registration, Tournament Competition, Event management, Risk Management, Release and Transfer and many other functions into the Online system. o Responsible for understanding Rules and Regulations for numerous State Organizations to be incorporated into the System requirements for the Online system for their states which includes: Utah Oregon South Texas Maryland Alabama Georgia Hawaii PA West Worked with the USYSA organization responding to RFPs for a National System. Responsible for defining Requirements and the Design and development of Competition Modules and Event modules for Online Integrated State Association systems. Worked with numerous Gaming and Tournament Competitions to define the requirements and develop configurable software gaming module integrated into the State association system.
