RECENT INITIATIVES TAKEN IN S.M.K. CIVIL HOSPITAL, NALBARI 1. Computerization of Registration and Cash Counter: Before September, 2013 the Hospital Registration and Cash collection procedure was manual, which was time consuming as well as non transparent, due to which there was lot of leakages of fund/ user charges. But computerization of OPD and Cash counter helped in maintaining the data accurately and also easy access to retrieval of records both physical and financial. This also led to plugging of leakages of user charges and enhancement of hospital revenue. ( collection of user charge increased from 28.90 Lakh/ year to 40.68 Lakh/year i.e. 40% higher than previous year)
2. Installation of CCTV cameras: Being the biggest hospital of the district and located close to National Highway 31, the SMK Civil Hospital use to get many complicated and accidental cases, many of them are very critical. Many a time attendant of the patients become very unruly and misbehaves with doctors and other staff. Also there are complains of Dalals ( Middleman) are active in hospital to convenience the attendant to shift the patient in private hospitals or get the investigation done in private laboratories. To control all these, along with a police post six numbers of CCTV cameras have been installed at strategic locations. Due to this no new case of manhandling of doctors or other staff has come in last one year. Also complains of dalals being active in hospital have reduced drastically. (CCTV AND MONITOR)
3. Adaptation of wards etc. by private parties: The hospital is having acute shortage of fund. Its monthly user charge collection is around 3.50 Lakh only. Out of this around Rs.1.60 Lakh goes in payment as remuneration to the contractual staff (ANM, Dhai, peon, chowkidar, computer operators etc.) and around Rs. 1-1.50 Lakh in generator fuel. So hospital left with almost no fund. Govt. provides Rs 5.00 Lakh per year to the Rogi Kalyan Samiti which is highly inadequate to meet day to day expenditure, forget about repairing, painting etc. It was dirt all around, bathrooms were in pathetic conditions. There were no taps in most of toilets, toilets doors were broken, ward s windows and floor were broken. Practically hospital was in very bad and unhygienic condition. Number of times it was reflected badly in local media. To over this and to make hospital a better place, a meeting was held with few organizations and individuals. They were briefed about the present condition of hospital, its resources, expenditures etc. They all agreed that the hospital need face upliftment without further delay. It was proposed to adopt one ward / OPD/ Blood Bank etc. by an individual or organization. The adaptation will include repairing of civil and electrical nature, painting, improvement of bathrooms etc. Initially the adaptation will be for one year and it can be extended if the person/ organization concerned are interested, otherwise new one will be identified. Over all Five individual businessmen and two organizations ( Doctors of Nalbari and State Bank of India ) adopted male and female ward, surgical ward, gynecological ward, pediatric ward, blood band and OPD.
Following activities were taken: i) Painting of walls, ceiling, doors and windows. ii) Repairing of floors. iii) Putting flex signboards, requesting public to help in maintaining the hospital clean and provisions of fine, if they spit here and there iv) Renovation of Toilet Blocks and installation of instruction signage about do s and don ts. v) Wall painting in pediatric OPD and Pediatric ward to make them children friendly. vi) Wall painting of biomedical waste management protocol at all the Nurse s duty room for proper segregation. vii) Installation of sound system, through which announcement is made at regular intervals, requesting the public to help in maintaining the hospital neat and clean.

4. Pay and Use Toilet: To reduce the load and better maintenance of the hospital toilets a pay and use toilet is under construction. It is constructed by Assam Gramin Vikas Bank (AGVB) under its CSR activity ( PAY & USE TOILET UNDER CONSTRUCTION: BY AGVB UNDER CSR )
5. Drinking water facility: Earlier the hospital does not had safe drinking water facility both to the patient and service providers. But, State Bank of India, Nalbari Branch was requested to provide water coolers with hot and cold water facility under Corporate Social Responsibility (CSR). SBI has provided two such water coolers. Moreover, 8 nos. of water purifiers have installed strategically at the ward and waiting lobby for the patients and staff from user charges. ( BY SBI,NALBARI UNDER CSR )
6. Installation of Television set: A television set is installed at the OPD waiting area through which information and awareness about various progammes like Anti Natal Check-up (ANC), Intuitional delivery and Janani Suraksha Yojana, Immunization, Breast feeding, Majoni, Mamoni, Morom, Mamata, use of toilets etc. is displayed regularly. 7. Display of Doctor s Duty Roaster and IEC flex: Two nos. of wooden Doctor s Duty Roaster board i.e. i) OPD Doctor s duty roaster and ii) General doctor s duty roaster have been installed in reception area with movable slide for regular updation for information of the patients and attendants. **********************************************
