Background Application for Science Collaboration Symposium Oman Attending Countries: UK and Gulf Corporation Council Countries Theme: Innovation Policy Dialogue Dates: 13 14 March 2017 Across the GCC and the UK, we aim to build economies that work for everyone: an economy that delivers good, skilled, well-paid jobs and creates the conditions for competitive, world-leading businesses to prosper and grow. Innovation plays a key role in achieving these aims. All GCC countries are committed to diversifying their economies and engaging in science and innovation collaboration supports their long term aims. Qatar and Saudi Arabia outline in their respective 2030 Visions, the importance of opportunities for all through education and training. In October 2014, the UAE launched a national innovation strategy that aims to develop a national culture that encourages innovation and entrepreneurship through partnerships. Bahrain launched a 10 year Higher Education Strategy in 2014, stating that higher education is at the centre of their future economic development including the importance of entrepreneurial skills. Kuwait created in 2013 the National Fund for Small and Medium Enterprise (NFSME) development dedicated to supporting local Kuwaiti entrepreneurs. Kuwait s Institute for Scientific Research (KISR), Kuwait Foundation for the Advancement of Science (KFAS), and National Technology Enterprises Company specialise in science and technology projects. Oman has launched its innovation strategy and its Research Council s mission is to create an innovation ecology that is responsive to local needs and international trends, fosters social harmony, and leads to creativity and excellence. The UK Government has just announced its consultation on the UK s Industrial Strategy and has identified ten pillars that we believe are important to drive forward our Industrial Strategy across the entire economy. Across each of them we set out a programme of new policy: investing in science, research & innovation; developing skills; upgrading infrastructure; supporting businesses to start and grow; improving procurement; encouraging trade & inward investment; delivering affordable energy & clean growth; cultivating world-leading sectors; driving growth across the whole country; and creating the right institutions to bring together sectors and places. This seminar provides the opportunity to bring GCC innovation policy makers and academics together with UK innovation policy makers, catapult centres staff,

leaders of the UK s innovation centres, innovation academics together to discuss innovation, government and society. This Symposium will be held in Muscat on 13 14 March 2017. It will be attended by policy makers, innovation scientists and innovators academics, innovation centres, research institutions and start-up companies from the Gulf countries: Oman, Bahrain, Kuwait, Qatar, Saudi Arabia, United Arab Emirates, as well as the UK. It will invite open discussions and potential investment to encourage the creation of UK-Gulf collaboration linkages to access the deep pool of information & technology sharing, which will catalyse the benefits to populations in the GCC and the UK and will enable a better quality of life and will open the door for commercial opportunities. This Symposium, is organised in collaboration with the Oman Research Council, the British Council, the UK Science & Innovation Network (SIN) and the UK Government s Department for Business, Energy and Industrial Strategy, also encourages innovators to present their stimulating work and ideas for knowledge transfer related to innovation strategy and application. This symposium is fully funded (flights, accommodation up to three days, meals and transport in the country)

Part Four: Expenditure breakdown please note that a certain amount has been allocated per applicant. However, we welcome in-kind contributions. Please detail below cost for flights, accommodation and transport and whether you can cover these costs; meals will be provided and organised by the British Council/SIN/BEIS (eligible costs: economy flights, accommodation and transport in the country. Selection Matrix of grant applications to attend UK-Gulf research symposiums Based on the call the first stage would be the eligibility checks: Applicants must be based at a recognised publicly funded research establishment, Higher Education Institutions (can include private universities), successful start up companies, innovation centres and catapults and established companies. Applicants must have the capacity to administer a grant and satisfy the UK Government requirements to prevent bribery, fraud and professional misconduct. Researcher must be working in one of the relevant academic disciplines Researcher is at the appropriate stage in their academic career Researcher demonstrates their institutions commitment to enter into bilateral/trilateral research with the GCCs Early career researchers (with a minimum of 2 year experience in an institution post award of their PhD) Lecturer post (with a minimum of 3-5 year experience in an institution post award of their PhD) Senior Lecturer/Professor (with a minimum of 6 years experience in an institution post award of their PhD)

1. Research quality and relevance 0-20 points Criteria: The academic importance and timeliness to the symposium of their current research topics are clearly demonstrated. The applicant has sufficient, relevant experience to contribute to the symposium and its stated objectives. The applicant s current collaborations with the Gulf are of suitable standing to add value to the symposium 20 points: Meets all criteria to an exceptional level 16 to 19 points: Meets the majority of the criteria to a very high level 11 to 15 points: Meets the majority of the criteria to a high level 6 to 10 points: Meets the majority of the criteria to an adequate level 1 to 5 points: Meets some of the criteria to an adequate level 0 points: Fails to meet any of the criteria to an adequate level. 2. Added value of attendance at the symposium to the applicant 0-20 points Criteria: The description of the added value includes clear, feasible and realistic objectives. There is clear evidence that the attendance at the symposium supports new links or significantly extends and develops existing links for the applicant. The benefits and relevance of attendance to the applicant and institution, and to research itself, are clearly described. There is written evidence of support from the institutions in achieving their institutions goals in the Gulf. The attendance is justified as part of their or their institutions plans for a larger programme in the Gulf. 20 points: Meets all criteria to an exceptional level 16 to 19 points: Meets the majority of the criteria to a very high level 11 to 15 points: Meets the majority of the criteria to a high level 6 to 10 points: Meets the majority of the criteria to an adequate level 1 to 5 points: Meets some of the criteria to an adequate level 0 points: Fails to meet any of the criteria to an adequate level

Sustainability and follow-up activity 0-20 points Criteria: The application includes a clear and feasible description of how the individual and institution involved intend to develop collaboration over the next 1, 3 and 5 years. 20 points: Proposed follow-up is at an exceptional level 16 to 19 points: Proposed follow-up is at a very high level 11 to 15 points: Proposed follow-up is at a high level 6 to 10 points: Proposed follow-up is at an adequate level 1 to 5 points: Proposed follow-up is at a poor level 0 points: Fails to provide an adequate follow-up.
