This regulatin cvers the plicies and respnsibilities fr the management and administratin f the RAND Arry Center, the U.S. Army's federally funded research and develpment center fr studies and analyses. It describes the RAND Arry Center and its missin, establishes the membership f the RAND Arry Center Plicy Cmmittee, designates the Deputy Chief f Staff, G 8 as the lead agency fr the RAND Arry Center, describes the RAND Arry Center Fellws Prgram, and explains the relatinship between the spnsr and the RAND Arry Center in develping and executing the RAND Arry Center annual prgram. Applicability. This regulatin applies t the Regular Army, the Army Natinal Guard/Army Natinal Guard f the United States, and the U.S. Army Reserve, unless therwise stated. It als applies t the U.S. Army Natinal Guard when using Federal funds fr study effrts. Prpnent and exceptin authrity. The prpnent f this regulatin is the Deputy Chief f Staff, G 8. The prpnent has the authrity t apprve exceptins r waivers t this regulatin that are cnsistent with cntrlling law and regulatins. The prpnent may delegate this apprval authrity, in writing, t a divisin chief within the prpnent agency r its direct reprting unit r field perating agency, in the grade f clnel r the civilian equivalent. Activities may request a waiver t this regulatin by prviding justificatin that includes a full analysis f the expected benefits and must include frmal review by the activity s senir legal fficer. All waiver requests will be endrsed by the cmmander r senir leader f the requesting activity and frwarded thrugh their higher headquarters t the plicy prpnent. Refer t AR 25 30 fr specific guidance. Chapter 1 Intrductin 1 1. Purpse This regulatin defines Army plicies and respnsibilities fr the RAND Arry Center. It describes the develpment f its annual research agenda and establishes the framewrk fr managing and directing RAND Arry Center effrts. It als describes the RAND Arry Center Fellws Prgram. 1 2. The DCS, G 8 will (1) Oversee all respnsibilities fr the RAND Arry Center, its annual prgram, and the RAND Arry Center Fellws Prgram. (2) Serve as lead agency fr the RAND Arry Center. (3) Delegate all lead agent respnsibilities f the RAND Arry Center t the Directr, Prgram Analysis and Evaluatin (PA&E), DCS, G 8. b. Directr, Prgram Analysis and Evaluatin. The Directr, PA&E will (1) Serve as the lead agent fr the RAND Arry Center Plicy Cmmittee (ACPC) and will ensure the cmmittee (a) Cnsists f general fficers r senir executive service representatives frm Headquarters, Department f the Army (HQDA), Army cmmands, and select Army service cmpnent cmmands, and direct reprting units. (b) Establishes verall bjectives fr the RAND Arry Center. (c) Prvides brad supervisry and plicy guidance t the RAND Arry Center management. (d) Meets at least semi-annually with the RAND Arry Center management t review and evaluate the current and planned annual research prgrams. (e) Prvides guidance t the RAND Arry Center management n Army needs, interests, and pririties. (f) Prvides the RAND Arry Center with access t Army and ther agency infrmatin and ther supprt needed t cnduct research. (g) Reviews and apprves the annual RAND Arry Center research agenda. (h) Prvides annual prgram evaluatin guidance t the RAND ACPC lead agent. (i) Cnfirms selectins f Army fficers t participate in the RAND Arry Center Fellws Prgram. (2) Serve as the Army pint f cntact fr the RAND Arry Center. (3) Oversee and mnitr the perfrmance f the RAND Arry Center and recmmend changes t RAND Arry Center plicy guidelines t the RAND ACPC. (4) Evaluate and present t the RAND ACPC infrmatin prvided by spnsrs and the RAND Arry Center management n individual prjects and the RAND Arry Center research agenda as a whle. (5) Cnduct an annual evaluatin f the prgram. Fr each study, ensure individual spnsrs (a) Cnduct initial, interim, and final reviews with the RAND Arry Center. (b) Cmplete a final evaluatin fr the lead agent. (6) Develp, crdinate, and justify the Army requirements fr the RAND Arry Center during the planning, prgramming, budgeting, and executin prcess. (7) Develp statements f wrk and fund bligatin instruments fr the cntinuus peratin f the RAND Arry Center. (8) Appint a cntracting fficer s representative (COR) t act as the liaisn between the Army and the cntracting fficer fr the cntract with the RAND Crpratin. The COR is the primary representative f the lead agent and is respnsible fr ensuring the RAND Arry Center and the Army meet all cntractual requirements, fllw regulatry guidance, and perate accrding t the directives f the RAND ACPC. (9) Serve at their discretin as a member f study advisry grups frmed fr RAND Arry Center effrts. (10) Implement prgram management prcedures t ensure full crdinatin f prject prpsals and the annual RAND Arry Center research agenda. AR 5 21 29 June 2018 1

(11) Ensure apprpriate Army fficials review RAND Arry Center reprts in a timely manner. (12) Prvide infrmatin n the RAND Arry Center t Army, Department f Defense, and ther Gvernment agencies. Review requests fr infrmatin n the RAND Arry Center and release infrmatin t nn-gvernment individuals r rganizatins, as apprpriate. (13) Peridically infrm ptential Army users f the capabilities f the RAND Arry Center. (14) Prvide prper guidance t agencies utside HQDA when they request r spnsr RAND Arry Center prjects. (15) Design, implement, and maintain internal cntrls fr the Army fr the versight f the RAND Arry Center. (16) Apprve additinal add-n wrk utside f HQDA RAND Arry Center cre funding. (17) Set schedule and agenda and prvide all administrative supprt fr ACPC meetings. (18) Ensure all prvisinal and apprved RAND Arry Center prjects have a spnsr. Spnsrs must be HQDA r Army cmmand general fficers r senir executive service civilians under whse authrity a particular analytical effrt is frmulated and administered. Spnsrs may be a member f the RAND ACPC. Each spnsr will (a) Designate an actin fficer t be a pint f cntact t wrk with RAND Arry Center persnnel and the lead agent t ensure cmplete and cntinuus prject crdinatin. The actin fficer will staff research prducts t apprpriate internal agencies r ffices fr classificatin review. (b) Designate a study crdinatr t prvide advice n all matters related t studies and analyses. The study crdinatr may als be the appinted actin fficer. (c) Directly cmmissin prjects utside the annual cre research agenda apprved by the RAND ACPC. Spnsrs will prvide funding fr such add-n prjects and lg them in the Army Study Prgram Database. The RAND ACPC lead agent apprves add-n prjects fr additin t the annual research agenda. (d) Advise and assist the lead agent in all technical and administrative matters related t the effrt. (e) Ensure adequate participatin f their staff during the prject develpment phase f RAND Arry Center effrts. RAND Arry Center researchers will identify subject matter experts and the spnsr will identify pints f cntact within the Army. Infrmal meetings will be scheduled between RAND Arry Center prject persnnel and Army pints f cntact t exchange infrmatin and affect prject crdinatin and perfrmance. (f) Cnfirm t Army activities the RAND Arry Center s authrizatin t have access t infrmatin (including classified material) required t cmplete prvisinal and apprved prjects. Fllwing spnsr r COR authrizatin, Army activities will release required classified, privileged, prprietary, r sensitive material directly t the RAND Arry Center. (g) Cnduct apprpriate prject evaluatins within 90 days f prject cmpletin and in supprt f the annual prgram evaluatin led by the RAND ACPC lead agent. (h) Crdinate feedback n RAND Arry Center studies with c-spnsrs. (19) In crdinatin with the Directr, RAND Arry Center, will (a) Establish and apply plicies fr initiating annual prgram develpment. (b) Apprve all mdificatins t the annual prgram between RAND ACPC meetings. Nte. Majr changes will be crdinated with the RAND ACPC. (c) Prvide written ntificatin t the lead agent within 30 days after initiatin f any prvisinal effrt. This written ntificatin will identify the spnsr, the actin fficer, and the RAND Arry Center pint f cntact and will prvide a preliminary descriptin f the prject. (d) Appint a prject directr fr each prvisinal and apprved prject. (e) Ensure clse and cntinuus crdinatin with each spnsr r appinted Army actin fficer thrughut the lifetime f the apprved research effrt. (f) Crdinate changes in the nature r scpe f the prvisinal and apprved prjects with the spnsr. c. The Vice Chief f Staff f the Army. The VCSA will chair the RAND ACPC with the Assistant Secretary f the Army (Acquisitin, Lgistics and Technlgy) (ASA (ALT)). d. Assistant Secretary f the Army (Acquisitin, Lgistics and Technlgy). The CG, USASMDC will serve as a member f the RAND ACPC. Chapter 2 RAND Arry Center 2 1. Overview f the RAND Arry Center a. The RAND Arry Center is the Department f the Army s (DA) Federally Funded Research and Develpment Center (FFRDC) fr studies and analyses. It is a divisin f the RAND Crpratin dedicated t supprting the U.S. Army. RAND Crpratin is a nnprfit, tax-exempt crpratin perfrming research and analysis in the interest f natinal security and the welfare f the United States. RAND research is funded primarily by cntracts, grants, and cntributins. In additin, RAND cnducts prgrams that prvide graduate training. The RAND Arry Center (1) Furnishes the Army with infrmatin and findings derived frm analyses f Army technical and plicy issues. Its effrts are generally fcused n plicy-riented issues and are designed t assist the Army in imprving its efficiency and effectiveness. A special quick-respnse capability is maintained t prvide rapid analysis n key Army issues as they emerge. (2) Maintains bth a technical and nntechnical capability in a brad range f matters f cncern t the Army. This includes the ability t address, thrugh frmal studies and analyses, a variety f prblems ptentially affecting Army missins and rganizatins, including threats, strategy, dctrine, peratins, technlgy, lgistics, manpwer, health, and resurce management. (3) Represents ne f the Army s majr investments fr analysis f Army plicy issues. T fster innvative and bjective wrk, the RAND Arry Center management is encuraged t recmmend new studies fr inclusin in the annual prgram apprved by the RAND ACPC. (4) Is entitled t brad access t Army infrmatin nt generally accrded t cmmercial cntractrs. The RAND Arry Center prvides the capability t sustain a multiyear research and analysis prgram. (c) Prprietary and restricted infrmatin. The RAND Arry Center is an independent, nnprfit surce f bjective studies fr the Army. RAND Arry Center researchers have access t prprietary data, cmpetitin-sensitive data, r restricted data as authrized by applicable Federal statutes and regulatins, such as the Federal Acquisitin Regulatins applicable t FFRDC institutins. (d) Objectivity. Advice n alternative prgrams and curses f actin nly where the nnprfit analytical rganizatin has n rganizatinal cnflict f interest in accrdance with the Federal Acquisitin Regulatins. All Army wrk fr the RAND Arry Center will be rdered thrugh a single cntract between the Army and the RAND Crpratin. Individual Army rganizatins will nt execute separate cntracts with the RAND Crpratin fr RAND Arry Center studies and analyses. 2 2. Develpment f the annual prgram a. The annual prgram is an evlving agenda. It specifies thematic thrusts, nging prjects, prpsed prjects, and ptential prjects. The annual prgram will be develped thrugh a cntinuing prcess invlving tp Army leaders, Secretariat and Army Staff spnsrs, the RAND ACPC lead agent, study crdinatrs f Army spnsr agencies, and RAND Arry Center management. This prcess will identify and clarify plicy issues seen as critical by the Army leadership. The prgram will be prepared annually by the RAND Arry Center fr lead agent and RAND ACPC apprval. b. Army activities as well as RAND Arry Center management may recmmend prjects fr inclusin in the RAND Arry Center annual prgram. c. During the preparatin f prpsed prjects, RAND Arry Center persnnel, members f the requesting agency, the Army Study Prgram Management Office (ASPMO), and ther interested individuals wrk tgether t ensure that the RAND Arry Center research agenda is aligned with the Army Study Prgram. d. Prjects are categrized accrding t three stages f develpment (1) Explratry. Effrts in this stage have been selected by the RAND Arry Center fr preliminary analysis. (2) Prvisinal. This stage cntains mre mature research activities. Effrts have been frmulated as prjects and have identified spnsrs and bjectives, but have nt yet been submitted t the RAND ACPC fr review and apprval. (3) Apprved. Effrts in this stage are mature prjects that have been frmally reviewed and apprved by the RAND ACPC (cre prjects) r by the lead agent (add-n prjects). e. Prir t submitting prvisinal prjects fr apprval, the spnsr and the RAND Arry Center management will develp mutually acceptable wrk summaries that define the research effrts. This will include a descriptin f the analytical techniques, supprting analyses, anticipated benefits and impacts, an estimate f the required level f effrt (staff years f technical effrt), and research milestnes against which prgress will be measured. f. The spnsr and the RAND Arry Center Directr will finalize and sign prject descriptins fr cre prjects within 90 days f RAND ACPC apprval f the annual research agenda. g. The RAND Arry Center may devte up t 25 percent f its annual budget fr explratry and supprting analytical effrts. The RAND ACPC lead agent may serve as the spnsr fr these effrts if required. h. An Army activity may, at any time, discuss plicy issues and ptential prjects r seek infrmatin cncerning cmpleted r nging RAND Arry Center prjects. i. Prir t the lead agent review, the RAND Arry Center Directr r a designated representative will review the prpsed annual research agenda fr the upcming fiscal year (FY) with the ASPMO t prevent unnecessary duplicatin f study effrts with ther research effrts. j. Prir t the lead agent review f prpsed add-n prjects that emerge thrughut the FY, the RAND Arry Center Directr r a designated representative will crdinate the prpsed prjects with the ASPMO. The ASPMO will cnfirm the prpsed prject is nt redundant with previusly cnducted studies r with nging effrts perfrmed by the Army s majr internal study activities. 2 3. Disseminatin f RAND Arry Center reprts a. The RAND Arry Center will prvide Army prject spnsrs with written reprts and/r ther prducts as specified in prject descriptins fr cmpleted prjects. Prject spnsrs will review reprts t cnfirm their classificatin and factual accuracy within 30 calendar days f receiving a cmpleted dcument accmpanied by a request t publish. b. A master distributin list will be maintained by the RAND ACPC lead agent and the RAND Arry Center. c. With apprpriate authrizatin, the RAND Arry Center is encuraged t make presentatins t military peratins research sympsia and t publish reprts and articles in Department f Defense fficial publicatins. d. Spnsrs will review RAND Arry Center dcuments t identify classified, prprietary, r sensitive infrmatin nt authrized fr release. Prject spnsrs will ensure that the RAND Arry Center has prperly addressed the verall classificatin f the reprt. Unclassified reprts that d nt cntain prprietary r sensitive infrmatin may be made available t the general public subsequent t receipt f release authrity. Spnsrs will nt preclude public release f a RAND Arry Center publicatin because the publicatin cntains material critical f the Army r because it cntains findings and recmmendatins that are nt in agreement with thse advcated by the spnsr r Army leadership. Spnsrs will apprve RAND Arry Center publicatins fr public release unless: (1) The publicatin cntains classified, prprietary, r sensitive infrmatin nt authrized fr public release. (2) The prject spnsr identifies uncrrected factual errrs in the publicatin. e.
