Water Facility ( 200M, 10th EDF Intra ACP) Objectives Endowed with 200 million, the objectives of Water Facility are: To help achieve the water and sanitation MDGs which is to halve by 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation To contribute to improving water governance and management of water resources and to the sustainable development and maintenance of water infrastructure 2
This Call for Proposals addresses the first objective of the Water Facility. The specific objective is: To increase sanitation coverage through basic sanitation infrastructure and hygiene promotion projects, focussing on the most vulnerable and needy in poor periurban and urban areas, promoting behaviour change by participatory methods, and leading to improvements in health, human dignity, environment sustainability, education and socio-economic development. The scope also includes public facilities, such as schools, markets, bus stations, health centres, etc. 3

Types of activities, may include: Water infrastructure Waste water disposal and treatment Solid waste collection, disposal or treatment and reuse Activities that combine water and renewable energy Drainage of run-off Micro credit facilitation Labour based methods for construction Etc. 6
urban areas in ACP Countries Definitions Improved sanitation (Joint Monitoring Programme WHO-UNICEF) Under the present programme Shared Facilities are not excluded, provided that there is no other option and that personal safety of users and cleanliness of the facility can be assured Unimproved sanitation facilities Flush or pour-flush to elsewhere (other than piped sewer system, septic tank or pit latrine) Pit latrine without slab or open pit Bucket Hanging toilet or hanging latrine No facilities or bush or field (open defecation) Improved sanitation facilities Flush or pour-flush to: - piped sewer system - septic tank - pit latrine Ventilated improved pit latrine Pit latrine with slab Composting toilet 7
Call for proposals procedure: The Call has two steps: A short concept note full application form/project proposal 8
Size of grants: A minimum and maximum amount of 500,000 and 2,500,000 respectively. No grant may exceed 75% of the total eligible costs of the project Project duration: 36 to 60 months Co-financing: The cost of staff assigned to the Action may be considered as co-financing. Contributions in kind: Not allowed 9
Potential applicants and partners Non-State Actors (NSAs), ACP/EU local authorities and intergovernmental organisations Be nationals of the European Union or ACP country (plus LDC, EEA and EU candidate country) Directly responsible for the preparation and management of the action with their partners, not acting an intermediary 10
Partnerships Partnership with local NSAs and/or local authorities in the country where the proposed action will take place is obligatory. There must be at least one local partner. It is allowed to have more than one partner. The added value of each partner must be demonstrated. To facilitate their participation, local NSAs who do not already have legal personality are not required to be registered, provided that their representatives have the capacity to undertake legal obligations on their behalf, and assume financial liability. 11

Types of action that are ineligible: Individual sponsorships for participation in workshops etc. Actions supporting political parties Actions that discriminate against individuals or groups of people on grounds of their gender, sexual orientation, religious beliefs or ethnic origin Profit making actions Actions in which providers of services, supplies and works are named as partners to circumvent competitive tendering procedures. 13
Eligible Costs: Actually incurred during the implementation of the action except final reports and audit certificates- Indicated in the estimated overall budget of the action Necessary for the implementation of the action Identifiable, verifiable, recorded in the beneficiary accounts Based on real costs and supporting documents except per diems and indirect costs where flat-rate applies Reasonable, justified and cost-efficient 14
Ineligible costs: Debts and provisions for losses or debts; Provisions for losses or potential future liabilities; Interest owed; Costs declared by the beneficiaries and covered by another action or work programme; 15
Ineligible cost (cont.): Purchase of land or buildings, except where necessary for the direct implementation of the action, in which case ownership must be transferred to the final beneficiaries and/or local partners, at the latest by the end of the action; Currency exchange losses; Taxes including VAT (they can only be considered eligible if the applicant can prove it cannot reclaim them).
