Executive Summary The City of Los Angeles held two scoping meetings on August 26, 2010. The purpose of the meetings was to provide an overview of the Solid Waste Integrated Resources Plan (SWIRP) and to solicit input on the Program Environmental Impact Report (PEIR). The meeting was noticed via first class mail, electronic mail, and also postings via web pages, agendas, and newspapers. A total of 23 people signed in and a total of 27 oral comments or questions were posed at the meetings. 1.0 Meeting Information This section provides a summary of the meeting location and logistics, noticing for the meeting, the purpose of the meeting, number of attendees, and team personnel in attendance. 1.1 Scoping Meetings Logistics The City of Los Angeles held two scoping meetings on August 26, 2010. The first meeting was held at 1:30 p.m. in Sub basement Conference Room 7, at the Department of Public Works Building, 1149 South Broadway, Los Angeles, CA 90015. The second meeting was held at 6:30 p.m. in Conference Room 150, also at the same address. The 1:30 p.m. meeting room was set up in a classroom style setting and the 6:30 p.m. meeting room was set up in a round table type of format. Basic refreshments were served at each meeting. 1.2 Announcement of the Scoping Meetings The scoping meeting was publicized in conjunction with the Notice of Preparation (NOP) announcement for the Program EIR. The combined NOP/Meeting Announcement was sent via first class mail to 1,136 interested parties and via electronic mail to another 1,356 interested parties. In addition to the mailing, the City published the announcement in the Los Angeles Times on August 19, 2010. The City also announced the meetings on the ZERO Waste Website (www.zerowaste.lacity.org) and to the members of the ZERO Waste Facebook page (http://www.facebook.com/larecycles). A copy of the NOP, which includes the invitation to the scoping meeting, is included as Attachment A. 1.3 Purpose and Goal of the Scoping Meetings The purpose of the meeting was to provide members of the public and other interested parties with an opportunity to learn about the project and to provide input on the scope and content of the Draft PEIR. 1.4 Format of the Scoping Meetings Both of the scoping meetings had a similar format and included a presentation followed by a question and comment period. Copies of the agendas are provided in Attachment B and the PowerPoint presentation is included as Attachment C. The same presentation was given at each scoping meeting. A total of 14 people signed in for the 1:30 meeting (two of which were project team members) and nine people signed in for the 6:30 meeting. Sign in sheets for the meetings are included in Attachment D. 1.5 Personnel at the Scoping Meetings The person in charge of the meeting was Reina Pereira, P.E., City of Los Angeles, Bureau of Sanitation, Senior Environmental Engineer. 2.0 Comments Received at Scoping Meetings This section summarizes the comments that were received at the scoping meetings. 2.1 Oral Comments Received at Meetings The following oral comments/questions were received at the 1:30 p.m. meeting: Request that Draft PEIR review period be increased from 45 days to 60 or 90 days. When does the choice of facility sites go into the environmental process? Consider recommending that surfaces at facilities be cement, not asphalt, as to minimize debris collection and potential for nuisance birds. Consider recommending landscaping at future facilities. Request for additional information regarding the City Council approval of the zoning ordinance for the siting of alternative technology facilities. Statement regarding the term mitigation and that it is not always a cure for the impact. Question regarding timeline of the Draft PEIR availability. Request that scoping presentation be made available on ZERO Waste website. The following oral comments/questions were received at the 6:30 p.m. meeting: What is the water source for these alternative technology projects? Where will these alternative technology facilities be located? Clarification on schedule of Draft PEIR. Seismic concerns related to any potential alternative technology sites. Relationship between Project EIR and Program EIR. Notification process for Draft PEIR. Notification process used for NOP and scoping meeting Are there any federal approvals required? Will this project be fast tracked with federal approval in any way? Relationship to the Western Wasteshed/Watershed Coalition. Will they be informed of the impacts? Concerns with future impacts in counties outside the City limits and within the 100 mile radius, like Kern County. What is the budget for the PEIR? What thresholds will be used for the PEIR analysis? The Draft PEIR should include siting parameters to minimize environmental impacts and maximize efficiency? Concern regarding the lack of specificity as to future sites at this time. Coordination with the California Transmission Planning Group will be required for any transmission corridor upgrades due to alternative technologies that produce power. Desire to have solid waste taken care of locally, not exported out of area. Concern that 100 mile analysis buffer means City will export waste outside the area. More information on greenhouse gas analysis. Economic impacts/benefits (e.g., job creation). Comments regarding different levels of recycling throughout the City. Some communities not participating. 2.2 Written Comments Received at Meetings No written comments were received during the two meetings. However, all oral commenters and meeting attendees were encouraged to submit their comments in writing, either on the comment sheet or via separate letter, and submit by September 16, 2010.
