TORNILLO ISD REQUEST FOR STATEMENTS OF QUALIFICATION FOR ARCHITECTURAL SERVICES FOR 2016 BOND PROJECTS The Tornillo Independent School District will accept Statements of Qualifications for ARCHITECTURAL SERVICES FOR 2016 BOND PROJECTS, RFQ No. 2016-002 until 2:00 p.m., June 9, 2016, at the Administration Building located at 19200 Cobb Street, Tornillo, Texas 79853. PROJECT DESCRIPTION The School District intends to retain one or more architectural firms to provide Architectural Services to design and administer the construction of the projects as described below: 1. Description of Projects. A. Athletic Facilities. The School District desires to complete the following athletic facilities at the high school: track and field with artificial turf, lights, pressbox, bleachers, field house, and tennis courts with lights. B. Roofing/HVAC. The School District desires to repair and/or replace roofing, and heating and cooling systems at various campuses as needed. C. Life, Safety and ADA Accessibility. The School District desires to address life, safety and accessibility concerns at all School District facilities. 2. Budget. The School District s budget for the 2016 Bond Projects, including construction, design fees, construction testing, test and balance, inspection, permitting and related costs is $10,000,000. The School District has allocated the budget amounts as follows: Athletic Facilities $2,900,000 Field House $1,500,000 Roofing, Heating and Cooling, Life, Safety and ADA Accessiblity $5,600,000 3. Schedule. The schedule for design shall be determined in consultation with the Architect after the School District makes a selection. A construction schedule will also be prepared in collaboration with the Architect and contractor. The School District intends to design and construct the projects in the following order of priority: (i) athletic facilities, (ii) roofing and heating and cooling projects, and (iii) the life, safety and ADA accessibility. 4. Pre-Submission Meeting. The School District will conduct a Pre-Submission meeting for all interested architectural firms to tour and inspect the campuses. At the Pre-Submission meeting, the School District will provide any information reasonably requested by interested architectural firms. This meeting will be held on June 2, 2016 at 2:00 o clock p.m. at the Administration Building, 19200 Cobb Street. 2

The School District reserves the right to waive any formalities, technicalities or deadlines, and to reject any or all Statements of Qualifications. The School District also reserves the right to verify the accuracy and completeness of all responses by utilizing any information available to the School District without regard to whether such information appears in the Statement of Qualifications. By submitting a Statement of Qualifications, each architect agrees to waive any claim it has or may have against the School District, its trustees, agents and employees, and any persons or entities contacted as references, arising out of or in connection with the review, evaluation or recommendation of any Statement of Qualifications, the acceptance or rejection of any Statement of Qualifications, the waiver of any requirements in this Request for Qualifications, and any complaints or concerns regarding the award of contracts. 3. Contract Documents The School District will use the Standard Form of Agreement Between Owner and Architect AIA Document B101-2007 Edition plus the School District s required supplemental provisions. Please note any exceptions or issues you would raise relative to this document. A copy of the School District s Supplemental Provision will be provided upon request. 4. Professional Liability Insurance. The School District will require all architects selected to maintain professional liability insurance with limits of not less than $1,000,000.00. 5. Evaluation Criteria. The School District will use the following criteria with respect to evaluating statements for qualifications: Experience of Staff/Ability to Perform 30% Previous Experience with School Districts 25% Previous Experience with Similar Projects 25% References 15% Local Presence 5% 3
6. Special Conditions. a. No Lobbying. No firm submitting a Statement of Qualifications shall lobby, contact or solicit School District staff members or members of the Board of Trustees during the selection process. Any questions or concerns about the RFQ or requests for clarification shall be directed to the School District contact persons listed in the RFQ. b. Criminal History. The School District reserves the right to require any of the firm s representatives or employees who will be performing services at the School District be subject to a criminal history check and shall not have a criminal history which is objectionable to the School District. The firm selected shall submit appropriate information to the School District in compliance with Section 22.081 et seq., Texas Education Code. RFQ. c. Deviations. List any deviations or clarifications from the terms and conditions of this d. Right to Reject. The School District reserves the right to reject any and all statements of qualifications, to negotiate portions thereof, and to waive any informality or mistake in a Statement of Qualification. e. Negotiations/Interviews. The School District reserves the right to enter into negotiations with any of the firms submitting Statements of Qualification and to schedule interviews with administrative staff and/or Board of Trustees as the School District deems appropriate. 7. Provide initial estimate of range of fees and costs for the design services. The final fee and costs will be subject to negotiation once the Board has selected the firm that has the best qualifications. E. Provide proposed timeline for services. F. This does not include any attendance at any meeting scheduled by the School District such as a pre-bid conference, or any contact with the Interim Superintendent or General Counsel for the purpose of obtaining clarification regarding any of the procedures or requirements. The District reserves the right to disqualify any firm that violates this policy.
