A quorum was not identified. o Because there wasn t a quorum present it was decided that items requiring a vote would be sent out as an email for board voting. CBRAC Board Members present: Tim McIntosh, Jennifer Arlozynski, Eddie Eguia, Michelle Rodriguez, Jennifer Carr, Felicia Powell. CBRAC Board Members absent: Kristine Hungate, Doug LaMendola, Amber Blimline, Hector Bernal, Randy Endsley, Ryan Kelley, Mickie Flores, Dr. DeLeon. Public Comment/Presentations/Announcements: Trauma Awareness Conference, April 20 th, Art Museum of South Texas, 1902 N. Shoreline Blvd. Registration starts at 0730, event runs until 1430. Hilary will be doing a presentation at the conference. Art museum of South Texas. o Discussion was had whether CBRAC should purchase a table at the Gala. Table is $350.00 that seats 10. Port Aransas EMS Conference, May 19 20. o Tim McIntosh gave an update. This is the 3 rd year that they are hosting the Conference and each year it gets bigger and better. HALO Flight Education Night, May 30 th 1830 2030 CSH Kleberg. Presentations include Treatment of Pit Viper Envenomation by Jennifer Carr and Pediatric Drowning Case Study by Dan Saltarelli. Spring Break 2017 brief back. Discussion of EMTF 11 support with an MMU for 2018. o Tim McIntosh reported on this year s spring break. There was a discussion on possibility of having a MMU for next year s spring break. Overall consensus of those present was that it would be a great idea. The location considered would be at the Port Aransas airport. There would be transport plans developed and the event could be used as training. More discussion will follow. NAS CC WOST April 1 2 presentation. o Danny Ramirez had prepared a short power point presentation of the MMU activation at the Wings Over South Texas (WOST) air show at NASCC. Dr. Hart, Steve Bowers, RJ Thomas, Danny Ramirez, and Hilary Watt set up on Friday March 31 st. Dr. Hart, Kris Hungate, Amber Blimline, Gilbert Salinas, Chris Yuhas, Danny Ramirez, Hilary Watt were there both Saturday and Sunday. The CBRAC Communication Trailer was there maned by Rickey McLester and the AMBUS was on standby. They saw a total of 9 patients with one transfer out. Everyone on base was pleased with the way it went. o March 24 & 25, 2018 will be in Kingsville, TX. Approval of Previous Board Meeting Minutes: Tabled for email vote. Email vote was for approval. Director s Report: (Hilary Watt) Legislative update: o HB1148 25 year plan passed the house now goes to senate. No funding has been attached. o SB1224 and Trauma and Emergency Healthcare System funding rider. Rider would take money from DPS to fund Trauma Systems. AHA was named as sole vendor. CBRAC Hospital CEO luncheon. Would like to start these in the fall to inform upper management what CBRAC is doing, using presentations and examples of goals reached. Asked for feasibility of lunch meeting on May 5 th CBRAC Board meeting. Email vote confirmed, lunch at La Isla Mexican Restaurant on the island. Development of Safer Community Initiative presentation for industry to solicit private donations (target refineries for donations to supply all hospitals with decontamination equipment). This is going to be pursued by Hilary Watt and Doug Lamendola. Hospital Preparedness Grant awardee contract negotiations are final. TSA U Hospitals EmSystems bed availability reporting report for WOST 2017. Moved to May Board Agenda. CSH Memorial transfer of Level II ACS Trauma Services to CSH Shoreline May 2 nd, 2017 at 0700. CSH Shoreline will become Medical Control.

CBRAC recruiting for a Region 11 Exercise and Training Officer (ETO). Job description was attached. Waiting for contract in hand to officially post job. Emergency Healthcare Conference, Houston, April 12 13 (Stroke STEMI and EMS tracks). CBRAC has sponsored registration and lodging for 7 CBRAC members to attend. Kris Hungate is presenting. Hilary will present CBRAC s Stop the Bleed accomplishments at the May GETAC Trauma Systems committee meeting. CBRAC has trained >300 people in TCCC and Stop the Bleed. April 26 th GM meeting will include: o DSHS Region 11 SNS presentation o I info mass notification system registration demo. o FY16 CBRAC accomplishments slide show. o EMTF 11 NAS CC WOST presentation. o CCNCPHD Zika presentation (to be confirmed). o Stroke Case Study. o Recognition awards. o Michelle Rodriguez will talk about the Trauma transfer to Shoreline. o Tim McIntosh will present on water rescue that Port A EMS was involved with. Treasurer Report: February financials no quorum. There were no questions. Email vote approved the financials. Old Business: CBRAC website Eddie Eguia the website is just about complete, hope to have it ready to debut at GM April 26 th. ABLS course brief back Shirlee Tomlinson total of 56 students attended. South TX Air Med guaranteed 20 students and only 18 showed. They are sending a check for $500. One other person who sent a personal check didn t sign in at the class. Tried to contact them and never got a response so the check was deposited. ACLS for experienced providers and 12 Lead EKG, Bob Page. When it was decided that we would pursue these classes Bob Page came back with demands that were not disclosed at first contact. For the ACLS/EP course we would have to come up with 2 Sim Manikins or ALS mega code manikins and a CODE blue setup for equipment. Students would also have to purchase the package for online written key and pass it and bring in their certificate. It was not clear what this would involve it was tabled until more information could be gathered. New Business: Night Lights purchase approval for CBRAC Fall Prevention. Requesting approval for purchase up to $3500. Last purchased 12/22/14. Discussion was that they were a good educational tool and that we should purchase more. Email vote was for approval.

Discuss CBRAC Travel Policy regarding payment of per diem in advance of a deployment for members. Suggest adding verbiage to read recipient has 30 days to return the funds if they do not deploy. For the record, no one has ever not deployed but for clean auditing purposes we have to either look at adding this to our travel policy or decide not to offset deployment costs up front. Discussion was that we should allow prepayment to encourage continued involvement. The Travel Policy wording would be changed to Recipient has 5 business days form the 1 st scheduled travel day of the event to return the funds, if they do not deploy. Email vote was for approval to change wording in Travel Policy. Pre Hospital Chair nominee Carrie Deleon s Board appointment. Email vote was for approval of Carrie Deleon to serve as Pre Hospital chair. HB relating to EMS/Fire and PD in small communities, cuts from 8% to 4%. Tim McIntosh stated that it was State Senate Bill 2 introduced by Sen. Paul Bettencourt to roll back the property tax rate which would intern decrease the funding to EMS services. We will continue to follow this and inform the membership on how to get involved. LPG Grant Funds received. $21,044. Discussion to move forward with Pedi mate purchase? Some agencies have indicated that they do not want or need the Pedi mates. Discussion based around LPG Grant guidelines for possibly purchasing alternative items of equal value to the Pedi mate for agencies with a different need. After much discussion it was decided that we should go ahead with the purchase of the Pedi Mates. One would be given to each licensed operating vehicle in the region, not dependent on CBRAC participation. An agreement would be drawn up for each receiving agency to sign acknowledging receipt of the pedi mate. It would then be on the agency whether they wanted to use it or not. Email vote was for approval to move forward with the purchase of pedi mates. ATV Safety Class May 2017. Approve donation of youth ATV helmets if they are needed for the event. Discussion was that we had the helmets and that we should donate some to this event. Email vote was for approval to given ATV helmets to this event. Discuss suggestions received for upcoming education in FY18: o ATCN o AMLS o PCAR Discussion tabled until next meeting and the additional information about the ACLS EP. EMTF 11 Update: (Danny Ramirez) EMTF 11 participation in Bataan. Danny Ramirez, Gilbert Salinas, and Anselmo Trevino attended. They saw >600 patients. NAS CC Air Show, MMU Physician and Nurse Strike Team, AmBus, CBRAC Communications trailer and EOC support. MMU training brief back. Just a few people showed up. No one from Physicians Premier showed up to get trained to use tents at Brent Chesney Run. Public Comment/Open Discussion: Trauma System Plan will need to be updated when Trauma services move to Shoreline.

Discuss possible rethinking of committee meetings. Consensus was that the monthly committee meetings were missed. Adjourned: 11:45
