Background In 2006, legislators enacted CGS: Section 21a-254 providing for a PMP. The PMP became fully operational in February 2008. July 1, 2008, the CPMRS went live. Funding through the U.S. Department of Justice (DOJ) and the U.S. Department of Health & Human Services (HHS)

What is the CPMRS? CT Prescription Monitoring and Reporting System Collection of prescription data for Schedule II-V drugs Data stored in centralized, relational database Data collection began in July 2008 Data submission o Over 600 in-state pharmacies o 400 out-of-state mail order and Internet pharmacies 3 years of accessible data
What Kind of Drugs Are Reported? SCHEDULE II Oxycontin, marijuana, methadone, morphine, Ritalin SCHEDULE III Lortab, Vicodin, testosterone, Tylenol with Codeine SCHEDULE IV Valium, Xanax, Darvocet-N100, Ambien SCHEDULE V Lomotil, Robitussin AC *Complete list of scheduled drugs is available at the U.S. Food and Drug Administration s (FDA) website.
Who Can Access Information? Prescribers for their patients only Delegates (licensed and unlicensed) Pharmacists for their patients only Authorized Law Enforcement/Regulatory Personnel may obtain information from the system only when there is an active investigation.
Mandatory Registration Public Act 13-172 (Effective 6/21/2013) Signed into law on June 21, 2013. Mandatory Reporting by prescribers dispensing controlled substances from their practice or facility All prescribers in possession of a Controlled Substance Practitioner (CSP) registration, will be required to register as a user with the Connecticut Prescription Monitoring and Reporting System (CPMRS) at https://connecticut.pmpaware.net/login.
Continue Public Act 13-172 (Effective 6/21/2013) Any prescribers who dispense controlled substances from their practice, or facility, etc., will be required to upload dispensing information into the CPMRS Data Collection website at https://pmpclearinghouse.net. No person or employer shall prohibit, discourage or impede a prescribing practitioner or pharmacist from requesting controlled substance prescription information. Identify other products or substances to be included in the electronic prescription drug monitoring program. Requires pharmacies to report weekly instead of twice a month.
Mandatory Usage Public Act 15-198 (Effective 10/01/2015) Prior to prescribing greater than a 72-hour supply of any controlled substance (Schedule II - V) to any patient, the prescribing practitioner or such practitioner's authorized agent who is also a licensed health care professional shall review the patient's records in the CPMRS at https://connecticut.pmpaware.net. Whenever a prescribing practitioner prescribes controlled substances for the continuous or prolonged treatment of any patient, such prescriber, or such prescriber's authorized agent who is also a licensed health care professional, shall review, not less than once every 90 days, the patient's records in the CPMRS.
June Special Session Public Act 15-5, Sec. 354 (Effective 10/01/2015) On and after July 1, 2016, each pharmacy, nonresident pharmacy, outpatient pharmacy in a hospital or institution, and dispenser shall report all controlled substance prescriptions dispensed immediately upon, but in no event later than the next business day after, dispensing such prescriptions. Public Act 16-43 (Effective 07/01/2016) Daily reporting will not apply to veterinary dispensaries. For veterinary dispensaries, dispensation reports are still due weekly. User roles in the CPMRS has been expanded to include both licensed and unlicensed delegates. Patient query must be conducted at least once a year for prescription of Schedule V nonnarcotic controlled substance, for the continuous or prolonged treatment of any patient, such prescribing practitioner, or such prescribing practitioner's authorized agent, shall review, not less than annually, the patient's records in such prescription drug monitoring program.
