Official Match Program The American Legion 2018 Junior Air Rifle National Championship USA Shooting Range, Olympic Training Center Colorado Springs, Colorado July 24 July 29, 2018 Section I: General The 28 th American Legion Junior Air Rifle National Championship will be conducted July 24 July 29, 2018 at the USA Shooting Range, Olympic Training Center, Colorado Springs, Colorado. The purpose of this event is to determine through shoulderto-shoulder competition, the 2018 American Legion Junior Air Rifle Champions in the Sporter and Precision categories. Individuals will be invited to compete in accordance with the 2018 Junior Position Air Rifle Tournament Official Match Program. Section II: Sponsor This tournament is sponsored by: The American Legion Junior Shooting Sports Program National Americanism Commission P.O. Section III: Entries/Eligibility a. Invitation only: Individuals are invited to compete in the National Championship Tournament based on their performance in the Qualification Round of the Junior Position Air Rifle Postal Tournament. b. Proof of age: At registration, each competitor must present an official birth certificate, valid driver's license, OR other form of valid picture identification which will establish that the competitor is 18 years of age or younger or is a high school graduate of the class of 2018. Competitors must be a Home Schooled student and/or enrolled in an elementary, junior, or senior high school or be a high school graduate class of 2018. Section IV: USA Shooting Range The USA Shooting Range is located at the U.S. Olympic Training Center, 1750 E. Boulder St., Colorado Springs, Colorado 80909. All firing will take place in this facility.
Section V: Reporting Instructions Adult leaders/chaperones and competitors will report to Mr. Shayne Abrahams Sr., the tournament director, at the Hotel Elegante Conference & Event Center, 2886 South Circle Drive, Colorado Springs, CO 80906. Adult leaders/chaperones and competitors must register with the tournament staff no than 1:00 p.m. on Tuesday, July 24, 2018. Section VI: Lodging All staff, competitors and authorized chaperones will be lodged at the Hotel Elegante Conference & Event Center, 2886 South Circle Drive, Colorado Springs, CO 80906. Each competitor and chaperone will share a double bed room. Competitors can room with authorized chaperones only if the chaperone is their parent or relative. If a parent elects, competitors eighteen years of age or older can room by themselves, however only with their custodial parents written consent. The American Legion will pay for the lodging and tax at the Hotel Elegante Conference & Event Center, 2886 South Circle Drive for all thirty competitors and authorized chaperones. Incidental expenses are the responsibility of the room occupants. Other individuals accompanying competitors to the competition will arrange and pay for their own housing arrangements. Reservations can be made by calling the Hotel Elegante Conference & Event Center, 2886 South Circle Drive at (719) 302-9880. Section VII: Meals Each competitor and one (1) chaperone per competitor will be authorized six days of per diem at $15 per day. Payment of the per diem by check will be during registration. Total meal per diem will be $90. The following meals will be provided to all competitors, chaperones and tournament staff: Lunch on Wednesday, dinner on Wednesday, dinner on Thursday (staff only), dinner on Friday (competitors and chaperones only) and dinner on Saturday. Section VIII: Transportation Round trip airline transportation will be arranged and paid by the National Headquarters of The American Legion for each contestant and one (1) chaperone per club. Tickets are non-refundable and non-transferable. Contestants and chaperones are not to make their own travel arrangements. Tickets will be mailed to individuals at the addresses listed on the Acceptance Form. Please ensure your address is correct. Shuttle transportation will be provided from the Colorado Springs airport to the Olympic Training Center and to the Hotel Elegante Conference & Event Center, 2886 South Circle Drive. If you desire to drive instead of flying to Colorado Springs, Colorado, permission must be obtained by calling Mr. Shayne Abrahams at the number listed above. Reimbursement will be made to one (1) individual only (competitor or chaperone not both); reimbursement will be based on either the cost of round-trip coach airfare from home of record to Colorado Springs, Colorado or round-trip mileage at the current IRS rate ($.51/mile); whichever is the least expensive. The maximum amount you can receive is $500.00. The chaperone and competitor(s) will either both fly or drive. Section IX: Schedule of Events and Course of Fire The schedule of events and course of fire is provided as a separate attachment to this program. 2
Section X: Conduct of the Tournament a. Rules: The 2016-2018 National Standard Three-Position Air Rifle Rules 11th Edition shall govern competition unless modified by this Official Match Program. b. Scoring: (1) The Civilian Marksmanship Program Portable Electronic Target Scoring system will be used to score all targets for the four 3 x 20 matches fired on July 26 - July 27, 2018, as well as the finals fired on July 28. (2) Only tournament staff will be allowed entry into the Tournament Office. c. Scoring Protests - 2016-2018 National Standard Three-Position Air Rifle Rules 11th Edition Section 9.0 applies. d. Protests of Competition Conditions (2016-2018 National Standard Three-Position Air Rifle Rules 11th Edition, Section 9.1): Protests must be in writing, stating the reason for the protest, and will include all relevant facts. A protest must be delivered to the Match Director only within thirty (30) minutes after the incident being protested occurred. A threemember jury appointed by the Match Director will decide upon protests. e. Targets and Distance: (1) Targets used will be the Civilian Marksmanship Program Portable Electronic targets. The distance from the back of the firing line to the targets will be 10 meters. f. Clothing and Equipment: (1) All competitors in the Precision Air Rifle Category must adhere to clothing guidelines as specified in the 2016-2018 National Standard Three-Position Air Rifle Rules 11th Edition Section 4.6. (2) All competitors in the Sporter Air Rifle Category must adhere to clothing guidelines as specified in the 2016-2018 National Standard Three-Position Air Rifle Rules 11th Edition Section 4.3. (3) Competitors shall provide their own rifle, stand, kneeling roll, shooting mat, match grade pellets, any special tools, and adapters for compressed (scuba) air and CO2 tanks. The tournament sponsor will provide compressed (scuba) air and CO2 tanks. g. Coaching: With the exception of the coaching on the firing line permitted in Rule 5.2.1, all coaches must remain behind the firing point from the start of the preparation period until the firing line is cleared after the kneeling position. During the Preparation and Sighting, Changeover and Record Fire Stages, an athlete who wishes to speak with a coach behind the firing line must a) leave his/her rifle grounded on the firing line with the action open and a CBI inserted, b) notify the Range Officer and c) leave the firing line so as not to disturb other athletes. A coach may communicate with a team member during the competition by obtaining permission from the Range Officer. The Range Officer will notify the athlete who must leave his/her rifle grounded on the firing line with the action open and a CBI inserted and leave the firing point to speak with the coach. 5.2.4 Coaching while athletes are on the firing line during finals for Sporter or Precision Class events is not permitted. During a final, an athlete may only communicate with a Range Officer or Jury Member. h. Rifle: (1) Precision: As per the 2016-2018 National Standard Three-Position Air Rifle Rules 11th Edition Section 4.4. (2) Sporter: As per the 2016-2018 National Standard Three-Position Air Rifle Rules 11th Edition Section 4.2. Officially approved Sporter Air Rifles are listed in the 2016-2018 National Standard Three-Position Air Rifle Rules 11th Edition Section 4.2. 3
SECTION XI: Competitors It is the competitor's responsibility to be on the range and ready to fire when his/her relay is called to the firing line. Should a competitor not be present for firing at the appointed time, no additional time will be allowed. There will be no range clock on site. The timing of the firing of a stage (within the official time limit) is the competitor's responsibility. Range officers will not announce the time during the firing, except as specified in the 2016-2018 National Standard Three-Position Air Rifle Rules 11th Edition. SECTION XII: Awards a. Prone Championship; Standing Championship; and Kneeling Championship: Winner: Gold Medal and plaque; Second: Silver Medal and plaque; Third: Bronze Medal and plaque; Fourth: Pewter Medal and plaque. b. Final Shoot-off: The winner of the final shoot-off in each category will receive a plaque. c. The National Individual Championship: The top five finishers in each category will receive a plaque listing places of finish. Additionally, the National Champion in each category will receive a championship plaque and a $5,000 college scholarship provided by The American Legion ($2,500) and the Sons of The American Legion ($2,500). d. Both will also receive and an all-expense paid trip to Minneapolis, Minnesota August 24 th August 28th 2018. In Minneapolis the winners and their chaperones will be honored at the 2018 American Legion National Convention as part of the American Legion Youth Champions delegation. c. Second place overall finishers in each category will both receive a plaque listing places of finish and a $1,000 college scholarship provided by The American Legion Auxiliary. d. Each competitor will receive a participation plaque and distinctive medal. e. Francis M. Redington Memorial Sportsmanship Award: To be awarded to the competitor who best exemplifies good sportsmanship and fair play. SECTION XIII: Security a. Security for air rifles and personal equipment is the responsibility of each individual competitor. b. When not secured, competitors will not leave an air rifle or equipment unattended. c. A secure room will be available at the USA Shooting Range for the storage of all rifles and equipment. d. Rifles and equipment will be stored in the assigned range storage room throughout the duration of the tournament. Failure to comply with this requirement WILL result in the immediate disqualification of the competitor. Section XIV: Code of Conduct Each competitor is required to sign a "Code of Conduct" statement and abide by it. Violation of the Code will be grounds for disqualification, forfeiture of awards, and being sent home prior to the conclusion of the championship. 4
