Xander) Pages: 5 This mission directive defines the mission of HQ Air Force Materiel Command (AFMC) Field Operating Agencies (FOA) and implements Air Force Policy Directive 38-6, Mission Directives. It does not apply to the Air National Guard or the US Air Force Reserve. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with (IAW) Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of IAW the Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate functional chain of command. This publication may be supplemented at any level, but all Supplements must be routed to the OPR of this publication for coordination prior to certification and approval. The authorities to waive wing/unit level requirements in this publication are identified with a Tier ( T-0, T-1, T-2, T-3 ) number following the compliance statement. See AFI 33-360, Publications and Forms Management, for a description of the authorities associated with the Tier numbers. Submit requests for waivers through the chain of command to the appropriate Tier waiver approval authority, or alternately, to the Publication OPR for non-tiered compliance items.

2 AFMCMD402 13 JANUARY 2017 SUMMARY OF CHANGES This revision updates the previous edition and removes United States Air Force Band of Flight (USAFBF) because it resides under the 88th Air Base Wing. Revision also deletes AFMC Computer Systems Office (AFMC CSO), AFMC Civil Engineer Office (AFMC CEO), AFMC Office of Aerospace Studies (AFMC OAS), and Joint Depot Maintenance Analysis Group Office (JDMAG). This update also realigns selected FOAs in accordance with recent Headquarters Air Force Materiel Command (HQ AFMC) restructure actions. Waiver requests, and supplements that directly implement this publication, must be processed in accordance to paragraph 3.1. of this publication. 1. Mission: 1.1. AFMC Law Office (AFMCLO). Reports to HQ AFMC/JA. Responsible for acquisition legal advice to all acquisition activities located at Wright-Patterson AFB, including Program Executive Officer (PEO) programs. Consults with the Air Force General Counsel (SAF/GC) regarding PEO systems acquisition legal issues. Manages the Command Acquisition Integrity Program, including advice on procurement integrity, contract fraud, and civil/contractual remedies. Advises on acquisition ethics, including standards of conduct, conflicts of interest, and the Wright-Patterson AFB financial disclosure program. Provides legal counsel to the Air Force Life Cycle Management Center (AFLCMC), the Air Force Research Laboratory (AFRL) and others in all aspects of intellectual property law including patent, trademark and copyright, and technology transfer. Provides discovery and litigation support to the Air Force Legal Operations Agency (AFLOA) and the Department of Justice (DoJ) in patent infringement cases. Administers the Invention Secrecy Act on behalf of the Air Force. Provides legal counsel to AFMC and AFLCMC in all aspects of real property related issues involving government contracting, including all issues related to governmentowned contractor-operated industrial plants. Supports the Secretary of the Air Force (SECAF) executive agent in the operation of these plants. 1.2. AFMC Logistics Support Office (AFMC LSO). AFMC Logistics Support Office (AFMC LSO). Reports to HQ AFMC/A4. The Repair Network Integration (RNI) Program Management Office (PMO) is responsible for implementing RNI across the total Air Force. RNI is an Enterprise Logistics Governance (ELG) Initiative, directed by the CSAF. This Total Force Initiative transforms current logistics repair processes into centrally managed Air Force-wide repair networks, overseen by a single process owner that provides integrated support to the warfighter. The RNI PMO provides implementation expertise to stand up the necessary management processes, establishes policy, and provides required training to ensure the success of RNI. 1.3. AFMC Operations Office (AFMC OPSO). Reports directly to HQ AFMC/A3/6. Manages AFMC Air Expeditionary Force scheduling, sourcing and execution. Responsible for managing and performing AFMC Air Expeditionary Force (AEF) planning, scheduling, sourcing and execution. Executes Command Center Operations for HQ AFMC and oversees Command Post functions for 88 ABW. Provides policy oversight for AFMC command and control. Maintain HQ AFMC Operations Center and Command Center facilities and equipment. Implements Air Force national and joint participation exercises program. Performs functions of the MAJCOM Readiness Office and ensures reporting units submit accurate and timely readiness assessments. Manages the Air Force Biological Select Agents

AFMCMD402 13 JANUARY 2017 3 and Toxins (BSAT) compliance program and the command Air Force Counter Weapons of Mass Destruction (CWMD) program and command execution of the CWMD Enterprise Flight Plan, Information related capabilities (IRCs) for Military Deception (MILDEC), Military Information Support Operations (MISO) and Operations Security (OPSEC). Oversees AFMC s Continuity of Operations (COOP) program, International Arms Control Treaties and Agreements activities and the Critical Asset Risk Management (CARM) Program. 2. Command: The units described in this document are FOAs of Headquarters AFMC and report to headquarters directorates as reflected on the attached organization chart (Attachment 2). 3. Organization Structure. The organization structures of the FOAs are according to the Air Force Objective Blueprint, AFI 38-101, Air Force Organization, and HQ AFMC/HQ USAF approved variances to the structures. Organization Changes. Requests to change the organization structures of the FOAs must be made according to AFI 38-101 and HQ AFMC/A1/A1M policy guidance. Requests must be approved by the appropriate HQ AFMC directorate and submitted, with justification, proposed mission statements and organization charts, to HQ AFMC/A1 or A1M for staffing and approval.
