Special Economic Zones in RUSSIA Special economic zones of Russia are governed by Federal law No. 116-FZ, July 22, 2005 (as amended by Federal law of 06.12.2011 409-FZ). The Special Economic Zone introduces a special area for conducting business on a specific geographical territory. Special Economic Zones are authorized to produce innovative goods (paragraph 2, Art. 10, Chapter 4). Guarantees against unfavorable changes in the Russian Federation s legislation on taxes and fees: Acts of the Russian Federation legislation on taxes and duties, the laws of the Russian Federation on taxes and duties, regulations of the local governments on taxes and fees which impede activities of the taxpayers (investors of the special economic zones), except for the acts of the Russian Federation legislation on taxes and fees relating to taxation of excisable goods, shall not be applied to investors of Special Economic Zones. (Article 38 Chapter 9).

Council of the Cluster 1. Competence: approval of strategic decisions on cluster development, including statement and updating of the Program of cluster s development; discussion of key questions of cluster s development; reception/exception of participants. 2. Representation: in Council of the cluster all groups of interests are presented: Business, Universities, Scientific research institutes, Executive power, Infrastructure organizations, Mass media, Partners of a cluster (development institutes, experts and cluster partner companies) Not less than 50% of Council of the cluster representatives of the successful business companies of Zelenograd. 3. Without foundation of the legal entity. 4. Vote: there are no exclusive voices; 1 participant = 1 voice; quorum 50% of members of Council; decision-making on internal vote by the simple majority from number of the present. 5. Any participant can offer a question for discussion. 6. Council of the cluster gathers as required, but not less than 1 time a year. Council can gather at the initiative of the CCCD (Coordinating Center of the Cluster Development) or on request of not less than 5 members of council.
