We would not be able to do this without your continued support. I have learned that I have some big footprints to follow as your new Commandant. The Marines who have served and are now Past Commandants have done a wonderful job for our Department. One of my objectives is to live up to the high standards they set. Of course none of this would be possible without the support of all the League membership in our great state of Ohio. The new staff have been working to make these Department meetings educational and for every Ohio Marine to benefit. I would like to encourage every Detachment to send a representative to the October conference, at least to the Saturday meetings. The Department is constantly changing. We are striving to help the membership, which is every League member in Ohio. By uniting together we can become a stronger force, accomplish more and build a unit that works together for a single purpose. Each Detachment has their own pet projects which are quite admirable. Instead of each Detachment acting like a lost island we need to support our neighbor Detachments in their efforts. This will bring everyone closer together, learn from their experiences and the camaraderie can lead to friendships which last a lifetime. The Marine Corps League is no different. I ask that all Detachments try to set their goals high and have a drive to obtain NEW MEMBERS. While at the National Convention I took time and talked with the Membership Chairman and got a few answers but it's still unclear how long it's going to take getting all the data transferred into (another) new up dated system. I expressed my concerns regarding the membership that has paid their dues (on time) but still remain on the delinquent list. This in it's self upsets those who have paid and in some cases have told me if National can't get the membership roster right didn't want to belong. So Commandants/Paymasters keep good records and ( copies ) of all transmittals you send Department & National. I plan on visiting each Detachment this year and will work on membership together. We also need better attendance at the Department Meetings. Chaplain s Message: At the National Convention, the topic of Death Notices was discussed. Hopefully next year, they will be able to be sent by email directly to National Headquarters instead of using hard copies. Until that time, whether you send them to me by hard copy or you email them directly and cc a copy to me, I will still need some kind of copy for Department and Memorial Service purposes. Also, please sent a Death Notice when a member of your Detachment dies, rather than waiting until you have two or three as the time lag benefits no one. Judge Advocate s Message: This will be my first article as your JA. Just wanted to introduce myself and let you know that I stand between you and National. My job is to ensure that each and every one of you has the tools and understanding to be successful. As you may or may not have heard there have been a number of changes that will affect our detachments. After attending the National Convention, in Buffalo New York, we will have to take a hard look at our Bylaws and Administrative to ensure that they are not in conflict with Nationals. As I receive the new changes I will be making the additions and or corrections to our state s Bylaws and Administrative procedures, keeping in mind that these changes will also affect your detachment s operations as well. Therefore, I am asking for the detachments of Ohio to begin their review processes in regards to their detachments operational documents. This would be the time to get the things that work into your bylaws and remove those things that do not work. Let s keep in mind that your bylaws can not be in conflict with either the States or Nationals Bylaws and Administrative Procedures. I foresee that the new version of the National s Bylaws and Administrative Procedures to be published by the End of September, the States bylaws will be ready for review for approval by the end of October, and you should have your detachments bylaws completed and submitted to me by the end of November. This time line is of course contingent on National having theirs available by the end of September. I will review your detachments bylaws for accuracy and compliance. Once reviewed, I will return them to you for any changes or corrections needed to be in compliance. Once you have made those changes you will need to present them to your membership for approval. This approval has to be incorporated into your official minutes. Once approved, I will need a copy for the states records, please include a signature page with the Commandants and Adjutants, date, and copy of the minutes approving the bylaws. This is a lot of information and I want you to know that I am available to you as you may need. Please feel free to contact me either by phone or email if you have any questions you or your membership may need answered. One change in the Uniform Regulations allows an individual to wear their Marine of the Year (MOY) medallion with any uniform they desire to include the wearing of suits. You can only wear one medallion at a time; however, it is now your choice as to which one you would prefer to wear. Please remember we are Marines and besides the oath of enlistment we took an additional oath to do the jobs we were elected to do. I am calling each and every one of you out on this. Center Dept. Youth Committee The Department YOUTH COMMITTEE continues to support groups of young people up to age 18 for their Moral and Physical values. The Committee awarded two Grants at the Department Convention Meeting, the Grants were awarded to the Ohio Regimental Young Marines and Greater Cleveland Young Marines. We presented $11,024 to organizations in Grants since we have been giving Grants. The Department has received requests for 31 Grants and awarded 26 Grants. The YOUTH COMMITTEE is always ready to make Grants to worthy organizations. Has your Detachment encouraged Youth Groups in your area to apply for funds (a Grant) needed by them for a purpose to support their organization? The Youth Committee Funds available to support donations (Grants) to youth groups have to apply to the Department of Ohio, MCL for the support. Boy Scout Troops may need tents, Boys & Girls Choirs may need music, a Young Marines organization needs funds for a trailer to move their equipment. The list could go on forever, but it starts with that application. At Youth Committee meetings the committee decides on grants but they need the request before the meeting. Marine Color Guard from Vienna, OH kicked off the event with the presentation of the colors. Guest speaker this year was LtCol Black a native of Stockton, California. He completed his undergraduate education in 1996 at the University of the Pacific, earning a Bachelor of Arts in English. He enlisted in the Marine Corps in 1996 and was commissioned a Second Lieutenant in 1998. LtCol Black's operational commands include service as a Platoon Commander in 3d Battalion, 5th Marines, 1st Marine Division (1999-2000) and Company Commander in 1st Battalion, 7th Marines, 1st Marine Division (2006-2008). He is a graduate of the Air Force War College Distance Education Program, Naval War College (NWC) Fleet Seminar Program, and U.S. Army Armor Captain's Career Course. He holds a Master of Arts in National Security and Strategic Studies (NWC). LtCol Black's personal awards include the Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, U.S. Department of State Meritorious Honor Award, a Commendation from the Chief of the Australian Army, and the German Armed Forces Badge for Military Proficiency (Gold). There were numerous door prizes and grand prize was a commemorative engraved Marine Corps Ka-Bar knife. Paymaster s Message: I was hoping to share some exciting news but instead as they say I have good news and bad news. I am sorry to say this because, I know you have been hounded to hell and back about membership renewals, but if you do not have an active phone campaign to call your brothers and sisters, many of them will not renew their annual memberships. And I m not saying this so that you can improve your numbers. The importance is some people do not get good information about news that is important to every Veteran unless they hear from a source they can trust. WE all know scuttlebutt is as about as reliable as a media news report form the front lines of Viet Nam. But a Sister or Brother who has taken the time to check out the information from documented sources with names attached could be that little piece of information a Marines needs in a moment when they feel they have been abandoned again. We are here to help each other and we can only do that when we work together, and we can t work together if we don t belong together. I also have news about Transmittals and it appears National does not check addresses reported on recently submitted data (Transmittals), against their database (Membership Records). What does that mean? Well, if a new Detachment Paymaster is filling out a Transmittal and does not have a previous roster to check addresses of members renewing annual membership, or if a former member is seeking reinstatement of their membership and a previous address of that member is different from their current address and the current address is reported on the Transmittal, National will not check the address as, and I quote, They are currently in different sectors of the database... The result is Semper Fi Magazine and any other mailings from National, (solicitations for contributions to any and all of the Charities and Fund Raising efforts of MCL National), will be sent to the previous (read WRONG), address. SO, Paymasters must verify that the addresses they are reporting on their Transmittals match the current members record if it does not The Paymaster must report the members Old Address as a Code COAO and the members New Address as a Code COAN. If you do not have a current roster, National produces a roster about every quarter which I have a copy of and can email to you, OR you can request via email a current roster for your Detachment from National. Why, you ask? I have a theory, and while the First Amendment guarantees me the right to express my opinion without fear of persecution, we all know what can happen when a fragile ego is damaged or offended. So I ll save the expression of that theory/opinion to those who wish to engage me in personal communication. Finally, Paymasters and Adjutant please check that when you complete your ANNUAL (for those that don t catch the hint, that means you file a report every year), Report of Officer Installation, in it s entirety. That means your DET FEDERAL EIN: and your DET INCORPORATION ID # and Date. We kind of need that to 1. Verify that we are doing all the things the IRS and the Ohio SOS require of us, and 2. It is required of National by the Federal Government in order to maintain our status as a Recognized Veterans Organization. All right Brothers and Sisters, that s my report for now, Semper Fi.
