Don Hall presented a proposal to the Board concerning allowing commercial vendors to set up on campus during the annual Fourth of July celebration. The Board approved allowing up to ten vendors to set up on campus for the Fourth of July celebration providing that the vendors had liability insurance approved by the college, the vendors are in compliance with health department regulations and that administrative details concerning the vendors were worked out with the college administration on MOTION by Dr. Allan Frost. Affirmative vote was unanimous. 2. The Board approved the purchase of one and one half acres from the Jerome School District with covenants as recommended by the college administration in the amount of $105,000 plus all closing costs on MOTION by Bob Keegan. Affirmative vote was unanimous.

CSI Trustees June 3, 2011 Page 2 2. President Beck reviewed the information requested by the Board at the May 16, 2011 Board meeting concerning the use of alcohol on campus. The Board decided not to change the existing policy of not allowing alcohol on campus or to adopt a formal policy that would allow alcohol on campus on MOTION by Dr. Allan Frost. Affirmative vote was unanimous. 3. President Beck brought several issues concerning employee tuition waivers to the Board for discussion. The Board directed college administrators to provide a summary of what other Idaho institutions are offering concerning employee waivers and to bring a suggested employee waiver policy to the Board. 4. President Beck discussed the status of the College of Southern Idaho Pep Band and several ideas concerning changes in the band ADJOURNMENT was declared at 2 57 p m John M Mason Secretary Treasurer Approved June 20, 2011 Chairman

Cs I COLLEGE SOUTHERN IDAHO OF May 26, 2011 To: President Beck and the College of Southern Idaho Board of Trustees From: Mike M ~ Re: Jerome Pr perty Purchase The Jerome School District has generously offered to sell us one and one half acres for our Jerome Head Start Center. The land was not for sale and would not have been sold to any other entity. The Jerome School District is selling the land to CSI in support of CSI and the Head Start program. The property is located just west of Jerome School District administrative offices. A map of the property is attached. The property has been appraised at $130,000 but the Jerome School District has agreed to sell it to us for $105,000 if we cover all surveying and closing costs. We also will provide them with the following covenants: 1. The Jerome School District will have the right to review and approve the design of the building and landscaping. 2. All fencing, sidewalks or other improvements of the property will be the responsibility of CSI. 3. The building and grounds will be maintained in a manner consistent with Jerome School District property. 4. The property will be used for educational purposes only. 5. The property and building will not be leased or sub-let without prior written approval from the Jerome School District. 6. The Jerome School District will have first right of refusal concerning any future sale of the property. In any future sale of the building and land to the Jerome School District, the value of the land will be appraised separately and will not exceed $105,000. This location of this property is perfect for a Head Start center. There are no other suitably located acre and one half properties in Jerome. This location will also assist us in building a stronger Head Start partnership with the Jerome School District. I respectfully request permission to purchase the above described acre and one half parcel of property from the Jerome School District in the amount of $105,000 plus associated surveying and closing costs for the purpose of constructing a new Jerome Head Start Center.
