THE CITY OF FREDERICK MAYOR AND BOARD OF ALDERMEN ORDINANCE NO: G-14-03 AN ORDINANCE concerning Authorized positions for Fiscal Year 2015 FOR the purpose of establishing employee positions, grades, and salaries for Fiscal Year 2015. WHEREAS, the Charter of The City of Frederick, Article II, 14, requires the Board of Aldermen to fix the salaries of all City employees; and WHEREAS, historically the Board of Aldermen has established the types and numbers of employee positions, as well as the associated salaries, as part of the annual budget; and WHEREAS, the Board of Aldermen finds it appropriate to enact a separate ordinance for that purpose, such that any amendments thereto will not be deemed amendments to the annual budget. SECTION I. NOW, THEREFORE, BE IT ENACTED AND ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF FREDERICK that: (a) (b) (c) The positions and grades shown for each department on the Fiscal Year 2015 Position Schedule, which is attached hereto and and incorporated herein by this reference as Exhibit A, are hereby authorized for Fiscal Year 2015. The salary for each civilian City employee shall be determined in accordance with (1) the Policies and Procedures Handbook for Employees of the City of Frederick; and (2) the Fiscal Year 2015 Civilian Pay Scale, which is attached hereto and incorporated herein by this reference as Exhibit B. The salary for each sworn officer of the Frederick Police Department shall be determined in accordance with the applicable contract between the City and the Fraternal Order of Police (Frances Scott Key Lodge #91). SECTION II. AND BE IT FURTHER ENACTED AND ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF FREDERICK that nothing herein shall be construed to limit the authority of the Board of Aldermen to establish additional positions and salaries, and that in the event of a conflict between this ordinance and any other ordinance or resolution hereafter adopted, the other ordinance or resolution shall prevail unless otherwise expressly stated therein. SECTION III. AND BE IT FURTHER ORDAINED BY THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF FREDERICK THAT this ordinance shall take effect on July 1, 2014 and that in the event of a conflict between this and any other ordinance or resolution previously adopted by the Board of Aldermen, this ordinance shall prevail. SECTION IV. AND BE IT FURTHER ORDAINED BY THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF FREDERICK THAT in the event any provision, section, sentence, clause, or part of this ordinance shall be held to be invalid, such invalidity shall not affect or impair any remaining 1

provision, section, sentence, clause, or part of this ordinance, it being the intent of the Board of Aldermen that such remainder shall be and shall remain in full force and effect.
